- The most recent reform of boards of education has shown three features of current education in Japan; firstly, the tendency of dependence on the power of the state regarding education; secondly, the difficulty of responsibility of education; finally, the limit of simply reflecting public opinion for education. We have to deepen our understanding for the significances of the spirits of idealism for the system of boards of education. In this ideal, that system must have its own terrain separated from general politics and can serve people as a practical sphere for their educational decision-making which will be appropriate and suitable for the future generations. It is one of the most important theoretical challenges to clarify and enrich the concept of politics of education. According to it, we can not only judge whether public opinion is reflected in education or not, but also grasp and describe the spatial dynamics of consciousness and action of people for educational decision-making. - In Japan, consolidations of schools and districts have been increasing year by year because of declining birth rates and financial difficulties coupled with recession. The study of educational administration seems to be challenged by this situation. In this session we discussed the potentials and problems of consolidations of schools and districts through clarifying fundamental points of the issue and analyzing some practices in each local area. First, the focus of our discussion was on the relationship between financial situation and educational administration in local areas in Japan. It should be considered how the inter-governmental relations affect educational administration and school management and how we can organize the number and the location of schools in the near future. Second, we discussed about the management of the process of school consolidation. In the past, there were many conflicts with closing schools. One of our speakers said that the less concerned we are about the transparency and the accountability of the consolidation process, the more troubles we have. The study of educational administration has to deal with the sensitive relationship between politics and management of education. Third, it was argued that consolidations of schools and districts had to be linked with the development of education and school organization. The question here is whether each local agency of education or office of board of education has enough capacity to plan the big picture all over the education of the area after school consolidation. Finally, Japanese researchers have hesitated to discuss issues on the consolidation of schools directly and actively for a long time. But many people working at schools and local educational agencies expect us to address these issues. - On the establishment of the professional graduate school of education, some problems about management become clear in a process of the setting authorization. For example, there are issues such as the new relationship with the Board of Education, the difference of roll with the existing master's course, the training task of the specialty about teachers and its evaluation, the method of the problem study for the master's thesis, the problem on curriculum development and FD, and the certification for the completion level of master's course. The new framework on the professional development and training of teachers are going to be formed by the establishment of the professional graduate school of education system. This new framework and its frame transformation will bring an important turning point for the study of teacher training. The system design on the professional graduate school of education is completed generally and it belongs under the stage to examine problems of the management now. The four researchers below examined some problems on management issues of the professional graduate school of education from their own viewpoints. 1. The method and the problem of professional graduate school of education management-The problem about the forming of inside and outside organization-(Kiyoaki SHINOHARA: Gifu University) 2. - In Japan, the concept and the practices of school evaluation have been developing into the external evaluation by stakeholders, such as parents and residents in the district, and the expert evaluation by professionals on education from the third parties. Now it is important to clarify problems and challenges to the study of educational administration in a new phase of school evaluation. We invited four speakers who presented the current progress of the study on school evaluation in Japan, the practices of school evaluation in UK, the third party evaluation systems in other countries and Japan, and the role of researchers in external and third party evaluation for schools. After four presentations we discussed the nature and the future of school evaluation. There were four points at issue described below. First, how and to what extent should the third parties of school evaluation be independent of state control and can they? In the discussion, a member was afraid that some people would misuse the system of third party evaluation because they mistook that this system should be independent only of schools. Second, we discussed the certificate for and the competence as school evaluator. Some members argued that our association could play an important role in these issues. Others said that it was not easy for us alone to undertake this task. We reached the conclusion that the collaboration among academic societies for the comprehensive school evaluation was important. Third, in this session there was a concern that external evaluation would prevent schools from using trial and error for creative educational practices; while another concern was that we could and had to use it in order to undertake bold and real educational reform. - 学校-地域間関係と"学校の公共性" : 学校をめぐる「連携」論に焦点づけて近年、学校教育は、地域の住民や民間組織(企業・NPO等)、他の行政組織等との「連携」を深めており、授業実践や学校経営のあり方も変わりつつある。学校と地域との関係が再編される中で最も重要な論点の一つは、学校教育をめぐる「公と私」「私と私」の関係が複合的・多層的に組みかえられている点であるように思われる。本企画では、学校教育の有する公共性が、「学校と地域諸組織の連携」の進展を通じて、いかに創出され、また変容しているのか、その動態、可能性、課題を追究する。教育学関連の諸研究領域で蓄積されてきた学校と地域等との連携に関する議論、あるいは教育(学校)の公共性・公教育に関する議論が、相互に知見や方法論を交流させ、新しい理論的・実践的な展望を生み出す場となることを目指している。一般社団法人日本教育学会, 20 Aug. 2003, 日本教育学会大會研究発表要項, 62, 41 - 41, Japanese
