  はじめに

  日本の過去の気候を明らかにするには、長期の気象観測データが欠かせない。現在、世界中で過去の気象データを復元する「データレスキュー」が取り組まれている。日本での気象観測は1872年に函館ではじまった。それ以前も気象測器を用いた観測はあるが、個人が短期間実施してきたものが多い(Zaiki et al. 2006)。このため、江戸時代の気候は主に古文書の記録に頼った調査がほとんどであった(山川1993)。

  江戸時代日本は鎖国をしていた一方で、欧米各国は大航海時代であり、多くの艦船がアジアに進出していた。19世紀になると気象測器を積んだ艦船が日本近海にも数多く航行するようになった。本研究はイギリスとアメリカの艦船の航海日誌を入手し、記載された気象データをもとに1863年8月の薩英戦争時と1853年7月にペリー艦隊が観測した台風に着目し(Kubota et al. 2020 submitted)、報告する。

  ２. データ

  1863年の薩英戦争と1864年の下関戦争に参戦したイギリス海軍の航海日誌をイギリス水路部,公文書館で入手し気象データをデジタル化した（図1）。1853年,1854年に日本に来航した10隻のペリー艦隊の航海日誌をアメリカ公文書館で入手しデジタル化した。

  ３. 結果

  薩英戦争が開戦した翌朝1863年8月16日午前4時に軍艦Euryalusが990.6hPa(補正済み)を鹿児島湾で記録した。風は風力10に達し、時計回りに風向が変化した。東シナ海に展開した3隻と長崎に停泊中の2隻のイギリス軍艦の気圧,風向,風速変化から台風は8月15日−16日にかけて東シナ海を北上し、九州の西を通過したことが明らかとなった（図2）。これまでの歴史資料には薩英戦争中に台風が通過した記録は見当たらない。薩英戦争の戦況に台風がどの程度影響を与えたのか今後調査が必要である。

• Japanese STS and Science Criticism:From Post-war Theories of Science to the Era of Post 3・11

  Japanese STS is assumed to be the successors of 1970's environment movement motivated by Minamata disease and criticized by Jun Ui, and also those of anti-nuclear activists like Jinzaburo Takagi. But from my personal experience, such a supposition is not taken for granted, because main stream of Japanese STS is now aiming at mediation between science and society, not at criticism, but at arbitrate conflicts. So they are now more compromising to politics and economy. In order to analyze this discrepancy of different assumptions, I would like to look into a history of Japanese STS: Firstly about two origins of Japanese STS by Shigeru Nakayama and Yoichiro Murakami, and their different nature, in order to explicate complicated structure of low-church activist movement and high-church academic style in Japanese STS; then its transformation in the process of institutionalisation in the 1990s to 2000s, with reference to the critical comments made by the contemporaries, late Osamu Kanamori and Hitoshi Yoshioka. To our regret, both of them have passed away recently, so that this paper is intended as an obituary tribute to their critical discourse on Japanese STS, as well.

  １．      はじめに 近年発生する極端気象が、10年に一度の現象なのか、それとも100年に一度なのか、その違いで地球温暖化や気候変動の議論が大きく変わる。これは過去の気象データの蓄積により明らかにすることができ、世界中で過去の気象データを復元する「データレスキュー」が取り組まれている。東アジアや東南アジアの国々では、独立前の1950年代以前の気象データは、散逸している場合が多い。本研究では、1950年代以前の東アジア(日本を除く)と東南アジアに着目して、旧宗主国によって行われた気象観測データを収集・復元し、100年スケールの気候の長期変化の解明に向けた研究を報告する。 ２. 東アジア、東南アジアでの気象観測開始 東アジアや東南アジアの気象台を建設した継続的な気象観測は、1860-1870年代に開始された(図1)。マニラや上海はイエズス会の功績が大きく(Udias 1996)、香港やジャカルタは旧宗主国のイギリスやオランダによるものである。他にもフランス、ポルトガル、スペイン、ドイツ、アメリカ、日本が19世紀後半から20世紀前半にアジアで気象観測を行ってきた。これ以前の1830-1840年代にも、数地点での気象データが新聞や雑誌などに記録が見つかっている（Zaiki 2008, 塚原2013）。 ３. データレスキューの国内外の取り組み これらの気象データは戦争や独立の混乱で世界中に散逸しており、各国を回り収集してきた。気象資料は、紙媒体に記録されており、解析するには、データのデジタル化と品質管理が欠かせない。データレスキューの取り組みは、国際的にはAtmospheric Circulation Reconstructions over the Earth (ACRE)(Allan et al. 2011)がリードしており、東アジアや東南アジア域では、ACRE China, ACRE Southeast Asiaが役割を果たしている (Williamson et al. 2016, Williamson 2016)。国内では科研費基盤S「過去120年間におけるアジアモンスーン変動の解明」(代表松本淳)を中心に、取り組んでいる。復元した気象データは、気候の長期データセット(Compo et al. 2011, Cram et al. 2015)の作成や、長期変化(Villafuerte et al. 2014)、数十年変動(Kubota et al. 2016)の研究に利用されている。 ４．  データレスキューの今後の展開 復元対象の気象データは、地上気象データだけに留まらない。上空の風を測定するパイロットバルーン観測が1920年代にアジアでも行われるようになり(Stickler et al. 2014)、日本がアジアで観測した多くの高層気象観測データが見つかっている。また、西部北太平洋域で発生した19世紀後半からの台風経路データが、日本、マニラ、香港、上海の気象局で独自に記録され(Kubota 2012)、台風の長期変化研究に利用されている(Kubota and Chan 2009, 熊澤他2016)。さらに、陸上で気象観測が展開される以前の19世紀前半に、欧米の船舶がアジア周辺に往来し、海上や港で気象観測した航海日誌が多く見つかり、今後の研究対象として注目されている。

• Data rescue of the 19th century meteorological records in Japan

  1. はじめに 気候変動に及ぼす人為的要因の小さい19世紀の気候の特徴を明らかにすることは，人間活動の影響が強まる将来の気候を的確に予測するためにも重要である．また19世紀は「小氷期」終焉の時期にあたり，当時の気候を詳細に復元するには，気象観測データが不可欠である． 日本では，気象庁による1870年代以降の気象観測データが一般的なデータセットであるが，筆者らの研究グループでは，19世紀初頭から幕末・明治期にかけて日本各地で観測された気象観測記録のデータレスキューを行っている（図1）．本発表では，19世紀の日本における気象観測記録を紹介し，実際にその観測値（気温と気圧）を解析可能なデータにするための補正や均質化の方法について議論する．そして，19世紀の気象データからわかる当時の日本における気候の特徴について述べる．   2. 19世紀の日本における気象観測 (1) 函館・水戸・東京・横浜・大阪・神戸・長崎での観測 長崎におけるオランダ人医師らによる気象観測は，当時の医学教育の一貫として学んだ気象学の影響があった．また，東京・大阪での日本人天文学者らによって行われた観測は蘭学の影響を受けていた．さらに，開国以降の函館・横浜・神戸でおこなわれた欧米人らの気象観測は，軍事的な要素が強い．水戸での気象観測は，穀物価格と天候の関係を見出すために，商人が自宅で気象観測を行っていた． (2) 灯台気象観測記録 1869年に日本初の洋式灯台が観音崎に建設され，その後次々と全国に灯台が建設され，同時に気象観測も行われるようになった．現在入手可能な観測記録は，日本の沿岸108ヶ所の灯台で観測された最長34年間の（1877～1910年）のデータで，気温（屋内外），気圧，風向・風力，降水量などが含まれている．   3. 補正と均質化 19世紀の気象観測記録のデータレスキューでは，気象庁データと比較するために，数値を電子ファイルに入力するだけでなく，様々な処理が必要である．例えば，現行の使用単位に換算し，単位を統一しなければならない．また，気圧の温度補正・重力補正・海面更正の必要の有無も検討する必要がある． さらに，観測地点の高度移動や，観測記録ごとに異なる観測回数・時刻などによって生じるデータ間の差を調整する均質化も重要である．均質化の方法は，手法や対象とする気象要素が様々であり，より有効な方法についての議論が続いている．   4. 19世紀の日本における気候の特徴 これまで収集した19世紀の気象観測記録は断片的ではあるが，19世紀の日本における気候の特徴が明らかになってきている．例えば，東京や水戸では1850年代～1870年代に温暖期の存在が認められた．加えて，1860年代の横浜の降水量記録からは，特に1868年の暖候期（6～9月）の降水量が顕著に多いことが報告されている． 今後は，古文書による気候復元結果との比較や，より多くの地点で観測が行われた灯台気象観測記録のデータを利用した天気図や台風経路復元などを予定している.

• Temperature Variability in Hakodate Based on the 19th Century Meteorological Records Taken at the Russian Consulate and the Data from Japan Meteorological Agency

  小氷期の末期にあたる江戸時代後期には，まだ気象庁による公式の気象観測が開始されていなかったため，気象庁のデータは当時までさかのぼることができない。一方で，幕末期の函館において1859～1862 年の4年間にわたり，ロシア領事館付のロシア人医師アルブレヒトが気象測器を使用した観測記録が残存していることが分かった。この幕末期の気象観測データは，現在の函館地方気象台のデータとは観測地点や観測頻度が異なるため，その差を補正するために気温データについて均質化を実施した。幕末期の函館の気温を20 世紀の函館地方気象台の気温と比較したところ，暖候期の低温と寒候期の高温傾向がみられた。その要因として，幕末期の観測地点が，現在より海洋性の性質を示すことから，海風の影響を受けやすかったと考えられる。また，幕末期の年平均気温は，函館の最近30 年間の平年値よりも約2.0℃低く，その寒冷な傾向は幕末期から20 世紀初頭まで継続していた。

• The Nineteenth Century 1841-1883 temperature records in Beijing, China

  The derivation of the 19th century instrumental temperature records from Beijing is discussed. The record provides us the climatic information when no other quantitative data were available in Beijing. The monthly temperature was homogenized and corrected according to the alteration of the observation schedule and height differences, and checked outliers by the visual plot and its statistical homogeneity. The temperature time series is analyzed for long-term changes and the warm epoch in the 1840s and downward temperature trend in the 1870s and 1880s, which agree with other available data in East Asia are confirmed.

• Temperature reconstructions for the past 320 years based on local diary weather records and meteorological data

  In Japan, official meteorological observations by the Japan Meteorological Agency started only after the 1870s, which was too short to objectively discuss long-term climate change on a scale of decades to centuries. Therefore, the actual conditions and regional differences in climate change since the Little Ice Age in East Asia, including Japan, have not yet been clarified. Based on diary weather records and meteorological observation data, we reconstructed winter and summer temperature fluctuations over the past 320 years from 1701 to the present to clarify the actual conditions of long-term climate change and analyzed the seasonal and regional differences.

• Long-term variability of South China Sea summer monsoon onset using meteorological data in the ship logs

  １． はじめに アジアモンスーン域内に位置する南シナ海では明瞭な季節風が見られる(Ramage 1971)。アジアモンスーンの季節進行に伴い、南シナ海では5月頃に夏季モンスーンが開始し対流圏下層で東風から西風に変わり、雨量が増加する(Lau and Yang 1997)。南シナ海の夏季モンスーン開始時期(オンセット)を明らかにする研究がこれまで数多く行われてきた(Wang et al. 2004)。南シナ海の夏季モンスーンオンセットの時期には十年規模変動が見られ、長期変動への関心が高まっている(Kajikawa and Wang 2012)。一方で、南シナ海は古くからヨーロッパと東アジアを結ぶ航路として知られており、季節風を利用した航海が行われてきた。本研究では南シナ海を航行した船舶の航海日誌の気象データに着目し、1850年からの南シナ海の夏季モンスーンオンセットの長期変動を調べた。 ２. データと解析手法 航海日誌の気象データは1850年～2014年のInternational Comprehensive Ocean-Atmosphere Data Set (ICOADS) (Freeman et al. 2017)と独自に入手しデジタル化した1853年～1877年の英米蘭海軍の19隻を用いた。南シナ海の夏季モンスーンオンセットは、北緯8～13度、東経100～123度の海域(図1)を通過した船舶が観測した風向の東西成分の出現率を利用し、5月1日以降で11日移動平均した西風成分の頻度が90%を超えた最初の日と定義した。ただし、1870年代と1940年代は往来船舶数が少ないため、精度が低い。 ３. 結果 1850年～2014年の南シナ海の夏季モンスーンオンセット日を図2に示す。比較のため、Kubota et al. (2017)で解析した1903年～2013年のフィリピンの夏季モンスーンオンセット日の時系列を重ねた。フィリピンの場合は雨量をもとに定義した。南シナ海とフィリピンの夏季モンスーンはほぼ同じ循環場によって引き起こされ、オンセット時期も近いことが考えられる。いずれも20世紀前半と1990年代は5月に夏季モンスーンが開始している。 19世紀にも5月の開始が見られる。一方で1860年代から1880年代と最近2010年代は6月に開始する年が多く、夏季モンスーンの開始が遅くなっている。1960年代から1990年代は南シナ海のほうがフィリピンより早く開始し、2000年代以降は逆の傾向になっている。フィリピンでは5月にオンセットする年は台風の影響を受けており、今後オンセットの変動要因についても調べる予定である。

• Size of typhoon hit Edo (former Tokyo) in 1856 estimated by ship logs of Dutch navy ship

  １． はじめに 江戸末期の1856年9月23日-24日に「安政江戸台風」が江戸付近を通過し、高潮が発生し多くの被害を出した。ただ、当時日本では広域の気象観測が行われておらず、台風の実態は被害規模から推定されていた。平野・財城(2020)は、日記に記録された風の情報をもとに台風経路を推定し、江戸の西側を北上する経路を辿ったため、大きな被害につながったと推定した(図1)。一方で、当時気象測器を積んだ欧米の艦船が日本近海にも数多く航行しており、オランダの軍艦Medusa号が安政江戸台風襲来時に関東近海を航行していたことがわかった。本研究ではMedusa号の航海日誌を入手し、記録された気象データを用いて安政江戸台風の上陸時の大きさを推定した。 ２. データ オランダ公文書館に所蔵されたオランダ軍艦Medusa号の航海日誌を入手し、1856年9月4日-30日の気象データをデジタル化した。比較に2011年-2019年に日本に上陸した台風に関する気象庁のデータを用いた。 ３. 結果 Medusa号が1856年9月18日-28日の航路と安政江戸台風の経路を図1に示す。Medusa号が観測した9月22日-25日の気象データの時系列を図2に示す。台風接近に伴って気圧が下がり、風向きが時計回りに転向し南風に変わると気温が上昇した。最も気圧が下がった9月24日0時は図1の星印に位置し、1000.0hPaを観測した。安政江戸台風がこの時刻に同じ緯度に位置したと仮定した場合、1000hPa半径は359kmと推定した。 日本に上陸した台風の上陸地点に最も近い気象台が1000hPaを下回った時刻から上陸までの時間差から1000hPa半径を推定した。安政江戸台風と似た経路の2019年東日本台風の1000hPa半径は666kmだった。2011年-2019年に日本に上陸した台風と比較すると、安政江戸台風は上陸時に特別大きかったわけではないことがわかった(図3)。今後はさらなる詳細な解析が必要である。

• Recovery of tropical cyclone activity around Japan from the foreign ship logs during Edo era

  研究協力者のClive Wilkinsonと協力し、イギリス水路部とイギリス公文書館に保管されている19世紀のイギリス海軍の航海日誌のうち、東アジア、東南アジアを航行した127航海を撮影し、資料を収集した。イギリス海軍の7航海の航海日誌に記載された気象データのデジタル化を行った。これにより昨年度と合わせて薩英戦争や下関戦争に参戦した1863年‐1864年の10隻の船舶の位置情報と気象データが入手できた。アメリカ海洋大気庁が進めている1835-2015年の全球3次元の大気再解析データデータセットの最新版version3を共同でweb公開し、このデータセットに関する論文を出版した。また、このデータセットの初期値に用いられる国際的な気圧データセットの最新版version4を共同でweb公開した。2019年11月4－6日に中国の武漢で開催されたJoint ACRE China, Southeast Asia, and Japan workshopに出席し、アジア各国のデータレスキューに関する研究者と研究交流を行った。研究分担者の塚原東吾、財城真寿美と研究協力者のClive WilkinsonとAlice de Jongとオランダ公文書館に所蔵されているオランダ海軍の航海日誌の調査を行った。また、ライデン大学にてWorkshop on Climate in History in Asiaを開催し、最新研究の情報交換を行った。明治初期の灯台の気温データについて整理を行い、品質管理を実施した。

  2019年度における本研究プロジェクトは、準備年度であった2017年度を踏まえ、2018年度、2019年度の各研究分担者、各研究サブセクションにおいて国内外での調査研究を後半に重点的に行い、成果発表に向けた検討を行う予定であった。 1)ロケット開発技術者のオラリティデータの整理、検討を行い、これまで得たロケット開発技術者についてのインタビュー調査に加え、有人宇宙飛行関係者、宇宙関連産業、そして宇宙基地周辺の地域住民（種子島、内之浦）などに対するフィールドワーク、インタビュー調査。（2）国内では内之浦、種子島および名古屋と東京の宇宙関連産業における調査、研究機関での資料収集（国立科学博物館、国立天文台、JAXA）である。国外調査としては、ドイツおよびブラジルの宇宙機関、宇宙産業に関する調査を実施、ついでフランス、そしてアメリカでNASAおよびNASA宇宙関連施設、スミソニアン博物館での資料調査などを共同で行う予定であった。（3）平行して関連のある学会、宇宙惑星居住科学連合、宇宙科学技術連合会、日本航空宇宙工学会、自然史アーカイブ研究会へのメンバーの出席を通して、、現在の宇宙開発の動向の把握、情報、資料を収集した。また、英国のUniversity College Londonを中心とする研究者と2020年度共同でセミナーを行う方向で合意に達した。 ただし、研究代表者及び分担者の公務のスケジュールから、2019年内は個別の調査研究を行い、2020年1月～3月にかけて集中的に共同調査、研究会を実施する予定であった。研究会では研究情報の共有、プロジェクトの進展についての議論、データの分析、解釈を踏まえ、3月には科学史研究者が参加するミニワークショップを企画準備を進めていた。 2019年度の個々研究分担者が勧めた研究調査については、2020年度にその成果を発表すべく、on-line等を利用しつつ打ち合わせを行った。

  In this study, Okinawa, which was occupied by the United States, is regarded as "overseas." This research demonstrated the overseas development of technology in "postwar" Japan as "conflict" between the inheritance of Imperial Japan (continuity) and the influence of America (discontinuity) in all fields.Through the examination of post-war Okinawa's TB control, milk policy in Imperial and post-Imperial Japan, development and export of nuclear technology in post-war Japan, conversion of military technology to civilian life, and restructuring process of meteorological project in post-war Okinawa, it became clear that each conflict differed in concreteness.


• Reconstruction of 19th century Japanese weather maps and typhoon events based on lighthouse meteorological records.

  Old meteorological records (from January 1878 to December 1882) taken at Japanese lighthouses in the late nineteenth century have been digitized. The records contain sub-daily readings of temperature, atmospheric pressure, wind force and direction, and precipitation. Corrected and homogenized data were used for reconstruction of daily weather maps in the 19th century around Japan, and analysis of typhoons affecting Japan. It was also revealed that typhoon landfall frequencies were relatively less during 1870-1880s, 1970-1980s and 2000s.

  There are a number of new findings. We have found that there are three stages of the History of Meteorological Observation in Asia.The key wordsare: British Colonial Network: Coastal Ports. Honkong, as British base to the coastal network; 5 open port at Nanking Treaty （1842）, Gwanzhou, Fuchou, Amoi, Ninpo and Shanghai; Its extention to Nagasaki, Kobe and Yokohama, after Perry, 1853; Meteorological report in Newspaper , “the British Media Network”; Telegraph, as a “Tool of Empire", connected these colonial networks. Also about Okinawa (Ryukyu Kingdom), we have presented preliminary resutl as follows: Gaston R.   This project had dealt with the History of Scientific Instruments. We have carried out research on telescope and microscope, and also so-called "philosophical instruments", mathematical instruments. A preliminary result of this research project has published in a book, History of Science Instruments: Telescope and Microscope, ed. by Togo Tsukahara. In that, Nobuo Miura discussed about Italian Mathematica Instruments, with special reference to Galileo's geometric military compass; Hideto Nakajima contributed an article on Robert Hook's opitical instruments, and his astronomical research; Togo Tsukahara investigated 17-18th century instrument makers, and discussed Dutch "agency".; Sayaka Oki examined 17th century French geometry and map making by Cassini's. She gave sepcial emphasis on an innovative quadrant which attached telescope. Ryuji Hiraoka especially contributed to us on history of Japanese telescope and glass makers of Nagasaki.

  The years between the 1920s and the 1960s saw a transformation of chemistry in several aspects. These included the development of biochemistry, polymer chemistry, quantum chemistry, and computational chemistry, as well as the instrumental revolution. Chemistry was greatly influenced by World War II and the Cold War. These years also saw developments in Japanese chemistry. In addition to historical studies on three important fields of chemistry, namely organic chemistry, inorganic and geochemistry and polymer chemistry in Japan by the members of this project, the international workshop “Transformation of Chemistry from the 1920s to the 1960s” was held to stimulate a discussion of the transformation of chemistry in Japan and/or in the world during the period with comparative perspectives. In the workshop 22 papers was read by 9 Japanese and 13 historians from abroad with three keynote lectures by prominent historians of chemistry from overseas.


• Organization of historical experience related to the control of Japan schistosomiasis and recommendations to global health

  In this research work on schistosomiasis in Japan, China and Philippines, we collected various materials in the archives and hospitals and accumulated the basic experiences, how was the epidemic and endemic, how to control schistosomiasis in each regions. After the collection of materials and “historicalization” of the experiences, we discussed together by multiple approaches such as epidemiology, medical informatics and history of science. We confirmed that our approach also will play an important role to control infectious diseases including schistosomiasis. In the Leyte Island, Philippines, we conducted the repair works of basic materials in the Schistosomiasis Control Center. Unfortunately, many materials were destroyed by the typhoon in 2013. Now we continued to conduct the repair works of basic materials. By the research works and discussion in this project, we found out a new way of history research in the field of medicine, public health and medical informatics.


• A General Study of Linguistic and Cultural Intercourse of 1860's Japan

  Among the reasons for the cultural transformation in the early 1860's in Japan, the'Posadonic Incident', which occurred in 1861, was the most important. The big conceptual historical change in the early 1860's is caused mainly by Japan's necessity to build a modern navy, and the study of Western natural science, military science, international law, and Western languages were stimulated by Japan's strong intention to build a powerful navy of its own. They were regarded, so to speak, as the peripheral science of naval science. As the specific outcome of our study, I only indicate this : Katsu Kaishu worked in secret in the diplomatic negotiation of Posadonic incident, and this gave him a great opportunity to train himself to become the most important diplomatic specialist in the last days of Tokugawa Shogunate.

  本研究は、科学史・STSの分析方法を用いて、日本における地球・防災科学の歴史的展開を考察するものである。 まず19世紀後半の日本における地球物理学的調査については、本年度に調査研究を行い、平成20年1月18〜19日に米国ジョンズ・ホプキンス大学にて開催予定の国際会議"Locating Japanese Science and Technology: Place and the Production of Knowledge"で"Instrumentation of the Asiatic Field: Geophysical Practices in Japan during the Late Nineteenth Century"という発表を行う予定である。 また気象現象と関連して注目している紫外線については、平成19年5月26〜27日に京都産業大学で開催された日本科学史学会第54回年会にて、「『人工太陽』を求めて-1920〜30年代の日本における紫外線発生装置」という発表を行った。また、この研究を発展させ、『現代思想』2007年10月号に「紫外線をめぐる知識・技術・言説」という論文を掲載した。 一方、植民地台湾における地震研究については、二人の査読者のコメントを基に修正を行い、本年度中にEast Asian Science, Technology and Societyに"Seismicity Within and Beyond the Empire: Japanese Seismological Investigation in Taiwan and Its Global Deployment, 1895-1909"として掲載される予定である。 なお本研究は、研究分担者のB,Kimが平成19年10月16日付で東京大学に着任することになり、10月15日を以って終了した。


• Organizing the Network of Women in Science and Technology in Asia

  The first aim of this project was to hold an International Workshop on Women in Science and Technology in Asia. We invited 9 researchers from Korea, China, Taiwan, Indonesia, and India to the workshop, which was held in Nagoya, September 29-October 2, 2006. The rather small size of this workshop which, including Japanese participants, involved about 20 members, encouraged attendees to engage in a free and frank discussion of the issues. Although the themes were broad-physics, medicine, the ICT industry, science in general, and science policies-the discussions were lively and positive. Prof. Torikai of Japan and Prof. Park of South Korea introduced some enlightening activities for high school girl students hoping to major in science and technology at university, which surely proved inspirational to the members from other Asian countries. Another fruit of this workshop has been the clear identification of emerging problems. One of these is a lack of sex-degenerated statistics. China and India, for example, are having difficulty in collecting correct data at the national level. In Indonesia, on the other hand, science for women is a much more urgent issue than women in science. Finally, the workshop has enabled us to put together a website reflecting our collective interests: http://www.wstna.org/.We believe this will be a useful tool in the development of our network in the future.

• Collection of 19^ century meteorological data in Japan and historical climatological analysis

  This research aims at collecting and data-basing old meteorological instrumental data in early 19th century during which no official instrumental data were available in Japan, and the purpose of this research is to clarify the climatic variations in the final stage of Little Ice Age based on our database. Most of the previous studies which discuss the recent climatic variations use official meteorological records by Japan Meteorological Agency, which could get back to 1880's at the earliest. However, in global scale, there have been many studies which pointed out the rapid warming occurred at around 1850's and 1860's based on the instrumental data in Europe and North America. In our research project, we also found evidences for cooling in the 1830's and warming in the 1850's. These results indicate good agreement with those previous studies in European countries.


• 帝国大学の科学技術史的研究のための国際ネットワーク構築への企画

  本研究では、日本植民地期における「帝国大学」とそれに準ずる高等教育機関を、科学技術史の観点から本格的に研究するにはどのような企画が適切であり、研究遂行のために、どのような計画が有効であるかを、研究の対象となる機関や地域の側面から、そして研究の対象となる学問領域(ディシプリン)の面から、検討し、総合的な企画を立てることに努力した。 具体的には、現在、申請中の「日本楠民地期の帝国大学の科学技術史的観点からの研究」の研究計画に結実したのだが、目的1、帝国大学の旧蔵文献の調査と、東アジアでの研究者に共用の可能なかたちでの文献データベースを構築すること、また目的2 東アジア国際ネットワーク上での帝国大学の科学技術論(STS)的な検討を行なうことを企画した。 そのために、対象の地域と関係の機関としては、韓国班・台湾斑・中国班をおのおの構成し、ソウル大学、台湾大学などの調査を企画している。 また研究ディシプリンとしては、データベース作成には電子情報班があたり、おのおのの研究の分析には、電気・通信班、物理・基礎科学班、農学・農芸化学班、気象学班、STS的諸概念班を構成した。 これらの研究は、植民地期の遺制が、その後の科学技術的な構成に、どのような影響を及ぼしたかを、人材面や科学技術の側面から光をあてるものであり、東アジアの工業化や経済発展における日本植民地期の位置づけについて、従来、看過されがちであった科学技術の側面からの本格的な省察を狙うものとして、内外からの注目を浴びている。

  The idea that "deficit model" is inappropriate has become widely accepted during 1990s in Britain While the model conceived that lay people are those who simply lack scientific knowledge and all to be done to them is providing "proper" and enough scientific knowledge, new types of campaign which has gamed impetus recently put emphasis on mutual communication between lay people and professionals in science and technology. This means that science education has become to be conceived in the context of science communication. This trend leads up to some innovative activities, such as providing various types of science education, instead of focusing on education for would-be scientists, and improving displays at science museums around the country. Particularly worth noting is an attempt in the Welcome Wing at Science Museum in London, where an interactive way of displaying was newly launched which deals with interactions between science, society and, everyday life. An attempt named "Cafe Scientifique" is another example, which is a nationwide project and has been launched in more than ten cities around Britain. In science-technology-related social issues, "citizen participation" and "consensus formation" has become key-words in these days, as exemplified in the emergence of consensus conference. This trend has its root in a fundamental change in society that has ever more come to produce new types of problems that are unsolvable in science even though relating to science, as a physicist Weinberg pointed out. This suggests us that the mode of science communication and science education in particular need to change in response to such a new trend. In this regard, our suggestion we acquired in our study is the importance of teaching "how science works in society" in science courses in schools.

  In this project, we have finished digitization of the Siebold Date, Hazama Date and Tenmongata Date. It was successful. Together with Professor Mikami Laboratory, Tokyo Metropolitan University, and with Doctor Konnen from Koninkelijk Meteorological Instituut (Royal Dutch Meteorological Institute), these analysis is successfully carried out, and professionally examined. In the process, data corrections and homogenization are done, and appropriate examiniation is performed. As a result, we have presented several academic papers to the International journals as well as domestic ones. We have also had some sympojium, both at home and abroad.

  We have had varieties of products and presentations, as well as symposium and public appearances, and some of books and influential journals. In the process of formation of STS Society and STS research community, discussions about GMO is key issue and there are several different aspects of analysis are provided, and some interesting theoretical and practical interface are seen. Also at some international conferences, GMO issues and case studies are presented by our members, and attracted some attentions.


• Social Epistemology Applied to Analyzing The Production, Distribution and Consumption Processes of Techno-Scientific Knowledge

  1.We made an investigation into how techno-scientific knowledge is produced, distributed and consumed between governmental, industrial, university and civic sectors from the point of view of economics and organization study. We also examined the possibilities of mediating between these sectors each of which has different end of knowledge pursuit, that is the possibilities of public sphere. 2.We made it clear the disunity of science by comparatively investigating scientists' view of science in different research fields. This will prepare for the public sphere. 3.What is the relationship between scientific validity and social validity in the administrative process of the regulation and risk assessment of techno-sciense? From this point of view, we examined the regulatory sciences at Japanese administrative offices.


• 比較科学史としての「科学と帝国主義」研究

  本研究計画は、ほぼ当該の研究成果に到達した。これを以下の点についてまとめておきたい。尚、業績については、ここではこまかくふれないが、大きな反響を得ている。 (1)国際的な研究の現状の調査: これについては海外渡航による調査、レヴューなどを通じて、おもに18、19世紀の当該領域の研究の進展状況を把握できた。また所記のコンピューターを利用した情報検索についても、近年の検索エンジンの発達、データー処理能力の飛躍的向上により、有為な成果を得た。 (2)比較科学史の方怯論的基盤の検討については、業績欖に示したように科学の文化的基底というキーワードの論文で明らかにした。現在、科学社会学、STS研究などから提起されている鍵概念がその中では歴史的文脈におかれて検証され、科学の社会的背景が明らかにされた。なかでも殖民地における科学的活動の分析のための基礎ができた。科学史の広がりが望まれる。 (3)近代科学が世界化することを総合的に考察する上での殖民地における知的活動の意義は大きく、今回は知的優位性というキーワードでこれを分析する可能性が明示的に示された。


• 舎密とオランダ科学:蘭学の基層の研究

  本研究実績の概要は、以下の通りである。 (A)オランダ科学史についての最近の成果についての研究は、主に、K.van Berkal,H.A.M.Sneldersによる諸著作を中心に、それらの梗概をインデックス化できた。これらは、オランダ人の協力者の助言を得て、日本では従来から、本格的な紹介・検討の遅れているオラン科学史の、最近の成果について、特に17世紀から19世紀にかけてのおおまかな見取り図が得られた。この件については、本研究者を中心として、オランダ科学史優れた概説書であるK.van BerkelによるIn het Spoor van Stevim:Geschiedenic van be natuurwetenschap in Nederland 1580-1940(邦訳仮題:「オランダ科学史1580-1940」)の完全な訳稿が製作されたので、本研究の一端として、この翻訳の発表の企画も進行中である。 (B)オランダ原書の検討については、岐阜・くすり博物館、大阪・杏雨書屋、京都大学図書館などでの、広範な書誌学的調査をおこなった。この悉皆的な書誌学上の検討にもとずき、内容の科学的な用語にかんしての、系統的な分析がなされ、特に、化学用語について、今後のコンコーダンス的な発展研究への展開のための基礎となるデーターの蓄積が、コンピューターを利用するかたちでおこなわれた。これらのフォーマットの検討を通じて、化学の概念的分析における、いわゆる「概念地図」(コンセプチュアル・マップ)が、研究対象とした、Segur,Isfording,Buijsらの各書目について画定され、今後のさらなる研究への、重要な礎石が築かれた。


• 舎密から化学へ:蘭学の重層性の研究

  当該年度のまとめとして、研究実績は以下のように項目別に概要を示す。 1 青地林宗の諸著作の検討は、岐阜・川島町のくすり博物館に収蔵されている資料の調査、検討を行った。また、川本幸民による注釈の過程についても、特に本当該年度については、書誌的な面からの調査を行い、一定の成果を収めた。これらにより、オランダ書との比較の準備が完了し、いくつかの概念について、語彙の面からの比較・検証を現在も継続しておこなっている。これについては、さらに研究を深めるために、平成8年度の奨励研究に研究計画を申請中である。 2 宇田川一門でのオランダ語力の検討については、コンコーダンス的な手法での分析がすすんでおり、これについてはさらにデーターベース的な形で研究成果の発表の方途を現在のところ試行中である。また、熔庵に特に顕著である仏教的な語彙・概念の利用等についての分析・検討については、特に江戸期のみならず、インド哲学の担体としての仏教的な思想環境のなかでの日本での自然哲学の諸相から、すなわちそのような重層性を持つという側面が明らかにされ、今回の研究の中では検討された。 3 ディシプリン・フォーメーションの問題として、「物理」的な物質観と「化学」的な物質観のディマーケーションを、「海上砲術全書」、「理学提要」、「舎密便覧」などを概観することで、いわゆる「舎密」の領域設定と「窮理」の分離という問題意識から分析を加え、検討を行った。これについては、明治期の化学書を検討した最新の論文である管原国香、板倉聖宣、「明治初期の化学書、著訳書と原著者:「化学簡要」「新式化学」「(新式)化学要理」」、「科学史研究」、1995が発表されたので、ここに繋げてさらなる比較・研究の方向性が示されたところである。 4 リッテルの「化学」書、およびガノ-の「物理」書の検討については、日本における自然科学研究が、オランダ語からドイツ語・フランス語・英語での研究環境となってゆく際の状況への一視点を提供するものと考えられることを明らかにした。
