    Low product quality is frequently a problem during the development of manufacturing industries. The tendency to ascribe this to moral-hazard behavior by producers is often substantially correct. However, technological factors could also be involved, as in the case of the textile industry of the early Meiji era. In other words, low quality was at least partly caused by the attempts of enterprising producers to introduce new technology in the form of chemical dyeing materials from Europe. The result was poor-quality products which cost Japanese textile manufacturers their good market reputation. In this paper, the report of a competitive exhibition of 1885 is used to provide an objective evaluation of textile products. Efforts were made to establish quantifiable standards for the exhibits in respect to elements such as weaving, yarn quality, dyeing, length and weight, design, and price. One of the most important findings is that dyeing posed more serious problems of quality for silk textile products than for other kinds. For this reason trade associations, especially in silk textile industry districts, established institutions to teach producers how to apply new technology.

    The general implication and conclusion of the project are three-fold. 1) Industry has its own time and space. A single universal theoretical framework to explain the dynamics of diverse industries does not exist. However, generalization and theorization are possible, as long as one aims at identification of appropriate combination of a variety of determinants and theoretical frameworks for each industry, by mobilizing an adequate periodization. 2) The “industry” is not a concept based on real entity, but an analytical category defined by the purpose of the analysis. Analysis of competitiveness requires systematic analysis of the nature of a given industry. 3) In many industries, the competitiveness and its key determinants changed at the end of 20th Century. The transformations in the global value chain were often attributable to it. However, even inclusive of such, there are many industries in which long-lasting competitive advantage of a specific region was observed.

    We have studied function of internal labor markets, with special attention to interaction between the firm organization and the product and labor markets. Theoretically, we have placed organizational economics in the context of economics of market, and inserted dynamic factors, to scrutinize historical implication of path-dependency. Empirically, we have shown that the deepening of internal labor market practice was consistent to flexible labor market in the 1920-70s by a micro data set, and that, in the national level, internal labor market practices have structurally diminished since the 1990s. Our research provides a viewpoint to consider possible and better work organizations for the future beyond a organizational model very specific to Japan in the 1980s and in a general context.

  • Historical study on institutions of markets and organizations of production in modern economic development.

    This project has pursued to clarify both empirically and theoretically how modern, or "impersonal," governance of trades that supports market economy has been formed and how firm organization and production organization has developed along with the market expansion. The project leader and the cooperative members have progressed their own portions, and met at monthly "Workshop on Economics of Institutions and Organizations" at Graduate School of Economics, Osaka University, to share each progress. Given that continued effort, in 2009, the last year of this project, first, we held the Tokyo Conference on Economics of Institutions and Organizations in August, with additional financial support by JSPS as an international meeting. Second, also in August, we organized the "Session J7-States, institutions, and development : Standardization and enforcement of trades in diverse markets," in the 15^ World Economic History Congress at University of Utrecht, the Netherlands. Third, we held a panel titled "Institutions, organizations, and market : arbitrage of difference in the market and creation of difference in the organization" in the 78^ annual meeting of Socio-Economic History Society. The "Tokyo Conference" intensively discussed the achievement of this project with concentrating on theoretical aspects. In the World Economic History Congress, the biggest academic meeting of economic history in the world held every 3 years, economic historians of this project provided their works from this project at a session exclusively for this project and exchanged with forefront researchers in the field. In the socio-economic history society meeting, younger members presented their unique works from the project. At all of these opportunities, we have made effort to create new insight about governance of trades that supports market mechanism and its interaction with firm organization and production organization, based both on theoretical and empirical works.

    アルプス周辺の工業地域の一つである高ライン地域について,繊維から金属・機械・化学・電気へと至る(1)商品,(2)技術,(3)市場,(4)人的資本・社会関係資本,(5)金融各面での歴史的産業連関が,省エネルギー・高付加価値の産業構造と生産システムを産み出したことが明らかとなった。同地域は総力戦の時代にもその自立性を維持したが,それらのいわば「越境への習熟」が,同地域に本拠を持つ欧州企業の重要な競争資源となっていることも示された。

    本プロジェクトでは、現代の開発途上国および戦前の日本をフィールドとして、土地・金融・労働市場におけるさまざまな契約形態の含意を理論的・実証的に分析した。戦前日本では、減免付定額契約がマーシャルの非効率性を解決しつつ土地市場の機能に寄与したこと、現代のアフリカでも土地市場が機能しつつあることが明らかになった。また現代のアフリカでは共同体関係が小企業の信用へのアクセスを支えていること、現代の東南アジアで現物賃金が労働者家計のリスクを低減する役割を果たしていることなどが明らかになった。

  • A Historical Analysis on Economic Regulations: The Government-Firms Relationship in Japan's Industrial Development

    The purpose of this research ("A Historical Analysis on Economic Regulations: The Government-Firms Relationship in Japan's Industrial Development") is to make clear the real state of economic regulations and to analyze the government-firms relationship in Japan's industrial development The research has four characteristics as follows. The first is examining a very long term. Twelve chapters of the final report of this research, published in March of 2008, cover about 140 years from the Meiji Era (1868-1912) to today. The second is analyzing lots of industries. Each chapter of the final report examines railroad, silk, synthetic dye, radio, shipping, electric bulb, fire insurance, automobile, electric machine, nuclear generation, utility, or telecommunications industry. The third is studying not only large firms, but also small and medium-scale enterprises (SMEs). The final report includes case studies on the relationship between the Japanese government and SMEs in radio, shipping, and electric bulb industries. The fourth is combining historical approach with theoretical analysis. The final report introduces historical perspective as a whole, and has some chapters based on genuine economics.

    昨年度、一昨年度までの基本的な作業を受け、本年度は、機屋経営におけるおかみさんの役割についてインタビューを行った。その成果と文献サーベイに基づく英語論文(Okamisan's role in family business : the importance of the owner's wife in the management strategy of the modern weaving industry)を執筆し、ヘルシンキで2006年8月に行われたXIV International Economic History Congressにおけるセッション(Beyond Chandler ; The Survival of the Family Firm in Europe, Asia, and North-America in the XIXth and XXth Centuries)に参加し、口頭報告をした。本セッションの組織者が中心となって、セッション参加者による論文集の刊行計画が現在進行中であるが(その際、本研究代表者も寄稿予定)、日本語論文としても雑誌への投稿を準備している。 さらに、家族小経営における組織と技術に関しても研究を進め、その成果はThe rise of the power-loom factory in the traditional silk-weaving district : Change in demand and labour market (Tetsuji Okazaki ed. Production Organizations in Japanese Economic Development, Routledge,2007)として公表した。また、『経済発展と産地・市場・制度』(ミネルヴァ書房、2007年)では、家族経営をとりまく産地や市場、ならびに組織や制度といった広い枠組みで織物業の発達を考察した。

  • Economic History of Production Organizations : Comparative Institutional Analysis of Factory System

    Since the 1980s, economic analysis of institutions and organizations has substantially progressed, based on the development of game theory. At the same time, it has come to be widely accepted that the modes of coordinating economic activities are diverse and comparative study on those modes is important. This new perspective requires the conventional views on the economic history to be reexamined. In the field of economic history, whereas emergence of the factory system has been considered as one of the largest historical epoch, efficiency and inefficiency of the system compared with alternative production organizations has been rarely analyzed. In this project, we have analyzed the production organizations in Japan and China from comparative and historical perspectives. The results of the projects were presented at the panel session of the Socio Economic History Society Meeting in 2002, which Tetsuji Okazaki organized. The final results of the project will be published as a book edited by Tetsuji Okazaki from the University of Tokyo Press (History of Production Organizations, Tokyo : The University of Tokyo Press, 2005, in Japanese).
