• International Norms and Standards on Humanitarian Civil-Military Coordination (CMCoord) in Responding to Natural Disasters

  This paper presents basic international norms and standards that need to be fully understood and applied when managing relationships between humanitarian and military actors responding to natural disasters. Such guidelines related to humanitarian civil-military coordination (CMCoord) include the Oslo Guidelines (1994) and the APC-MADRO Guidelines (2014). By using case studies from Typhoon Haiyan (the Philippines, 2013) and the Great East Japan Earthquake (2011), this paper examines how the key components of these guidelines are being applied at the operational level, with an emphasis on the critical role played by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

  昨年度は計6回の国内研究会（対面およびオンライン）を開催し、知識の共有、理論枠組みの構築、研究手法の探究などを行った。また、ユニバーシティ・カレッジ・ロンドン（ロンドン大学）およびクイーンメアリー大学の研究者達と国際ワークショップ（Hybrid workshop: Democratic transformation of global governance through reflexivity）を開催し、各自の専門的知見を持ち寄って自省性を軸とした共同研究のブレインストーミングを行った。 代表の西谷は全体の総括と理論構築を行いつつ、気候変動の緩和を推進する非国家制度であるレース・トゥ・ゼロ（RtZ）を中心に気候変動ガバナンスの自省的仕組みを分析し、国際学会で中間報告を行った。渡邉は、シップリサイクルについて、主にIMO（国際海事機関）とバーゼル条約それぞれのアリーナにおける議論を整理する作業を行った。特に、IMOにおいてシップリサイクルが当初自らの管轄の問題として次第に認識されるようになった過程を明らかにすることができた。西村は、知的財産権をめぐるグローバル・ガバナンスが、昨今どのように変化しているか、過去のガバナンスと比べてどのような特徴があるのかを確認した。また、その変化の中で先進国の産業界および世界知的所有権機関（WIPO）の位置づけを明らかにした。赤星は、人道支援ガバナンス全体、および、人道支援改革の契機となった世界人道サミットの先行研究レビューを中心に行った。加えて、同サミットで各国が誓約したコミットメントの進捗状況に関する報告書の全体的な概要を明らかにした。


• グローバル・ガバナンスの複雑化過程とメカニズム―マクロ・ミクロ間フィードバック

  国連気候変動枠組み条約の下で排出権取引に関わる様々な実施枠組みが普及し、企業のサステナビリティやESG投資に関わる取組が林立している。この構造の複雑性は、①問題領域の複雑化、②ガバナンスの手段の多様化、③アクターの多様化という3次元での「密度」の増加によって特色づけられる。本研究は、SDGsにかかわる主要な問題領域（気候変動、人道、難民、保健等）を事例として「GGの複雑化とアクターとの間にどのような相互作用が見られるか」という問いに取り組むものである。持続可能な開発にかかわる主要な問題領域（気候変動、人道、難民、保健等）を事例として、「GGの複雑化とアクターとの間にどのような相互作用が見られるか」という問いに取り組んでいる。GGの複雑化の下での、①アクターの認識・動機・行為・相互関係の変容（ミクロ・レベル）と②それがGGの複雑化にもたらす影響（ミクロ・マクロ間フィードバック・メカニズム）を解明に着手した。 こうした研究の成果として、2023年度中には学術論文４件、学会報告２件、図書２冊（分担執筆含む）が成果となった。学術論文４件のうち、査読付きが２件、国際共著が１件、英語で執筆されたものが３件であった。また、初年度でもあり、各メンバーが学会等での報告の機会をえて、研究のブラッシュアップを行った。例えば、学会報告６件のうち、４件が国際学会（Academic Coundil on the United Nations System, ISA-Global South Caucus Confererenceなど)での英語報告であり、国際的成果発信を積極的に行うという本研究の目的に沿った進展であるといえる。また、2023年12月には、本研究テーマと密接な課題を扱う、Japan Association for Human Security Studies 年次研究大会を共催した。

• 人権・環境ガバナンスにおける「共感」メカニズムの解明

  2023年度には、本プロジェクトを構成する環境グループ及び人権グループのそれぞれにおいてサーベイ実験を設計・実施し、共感のレベルと国際協調のレベルとの間にどの程度の因果関係があるかを検証した。環境に関しては、環境投資における共感の作用を見るために日本人とドイツ人に対して同実験を実施した。日本人に対しては共感が環境投資を促す一方、ドイツ人にとって自尊心が環境投資を後押するという結果が得られた。人権グループの方も同様に、日本人の難民支援をめぐる共感の作用を解明すべくサーベイ実験を実施した。その結果、共感は、日本人が難民に対して根本的に抱いている偏見を和らげる方向にはたらくことがわかった。環境投資に関する実験結果をまとめた論文は現在国際雑誌による査読中である。難民支援に関しては現在論文を執筆している段階であり、2024年度中に国際雑誌に掲載することを目指している。なお、2024年度には、両グループの研究において得られた知見を比較検討し、環境と人権において共感メカニズムのはたらきかたにどのような共通点及び相違点があるのかをメンバー間で検討する予定である。 これらのサーベイ実験と並行して、廃棄物・化学物質に関する多国間環境条約締結と批准速度との相関関係を手掛かりに、共感に影響を与える諸要素に関するデータの収集に着手するとともに、環境問題における国家間の共感の希薄化の可能性についても検討した。さらに上記のサーベイ実験の結果を「現実社会」の文脈で理解するために、気候変動ガバナンスの有効性を高める情報開示レジームの形成過程について、金融機関のネットワーク分析を通じて明らかにした。その結果は、日本国際政治学会の季刊誌『国際政治』に掲載が予定されている。

  初年度の平成30年度は、まず研究対象となる「ゆらぎ」の分析を可能にする統一的な理論枠組みの構築を試みた。その過程で「ゆらぎ」を増幅する自己組織化のメカニズムに関して、すでに先行研究の蓄積がある社会学の自己組織性論を参考に概念化を試みた。 「ゆらぎ」の概念化にあたっては、最初に、多中心化した国際関係における秩序形成・維持を説明する既存の理論であるオーケストレーション論や実験主義的ガバナンス論などを批判的に検討した。その結果、システム優位論ではなく、アクターの主体性を重視するアクター中心的なアプローチを採用した。そして、以下のようなアクターを概念的に想定した。第一に、既存の規範に異議を唱え、「差異化」を図るアクター、すなわち「異議提唱者」が存在し、彼らが「ゆらぎ」を発生させると仮定した。そして、その「ゆらぎ」に同調して、それを増幅するアクター、すなわち「増幅者」の存在を想定し、さらに、その増幅を検知し、自省作用によって既存の規範・知識構造を問い直す「開放的な制度設計者」の存在を仮定した。「異議提唱者」、「増幅者」および「開放的な制度設計者」が相乗的に相互作用することにより、はじめて秩序が「変態」すると仮定し、このプロセスを自己組織化プロセスと定義づけた。昨年度の後半には、この暫定的な分析枠組みを研究チーム内で共有し、その上で、人権、環境、移民、民間航空、腐敗防止の問題領域において「ゆらぎ」現象を特定化する作業を実施した。そして年度末の研究会において、各自が実証研究の成果を報告し、各領域で観察された「ゆらぎ」について理解を深めた。


• What kinds of effects does a "weak" international organization have? A case study of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA)

  本研究は、「弱い」国際機構が国際社会においてどのような役割を果たし、どのような影響を与えることができるのかを、国連人道問題調整事務所（OCHA）を事例として解明しようとするものである。予算規模や職員数、権限が極めて小さいOCHAは、国際社会に対して影響力を発揮することが難しいと考えられるものの、世界人道サミットなどを通して、アクター間の学習を促し、人道支援の考え方の転換を図った。このOCHAの活動の分析を通して、「弱い」国際機構が果たしうる役割・影響力に関する暫定的な仮説構築を行い、将来的な比較分析につなげていきたい。 第1年目は、（1）「弱い」国際機構の影響力に関する予備仮説の構築、（2）事例に関する文献調査を行った。なお、（3）国内での聞き取り調査は行うことができなかったものの、学内の個人研究費を用いてパプアニューギニアでの聞き取り調査を行った。この目的は、常駐調整官事務所（RCO）の役割をパイロット的に調査しようとしたものであったが、本研究が対象とするOCHAの比較対象となりうる可能性を持っており、本研究を相対化することにつながった。 （1）予備仮説の構築については、オーケストレーション論や実験主義ガバナンス、目標設定型ガバナンスなど、近年のグローバル・ガバナンス論で議論となっているガバナンス手法を中心に検討を試み、その暫定的な成果を国際学会にて報告した。理論的検討を進める中で、視野の狭さを感じたこともあり、社会学理論の検討なども順次進めている。 （2）事例に関する文献調査については、現在もなお進行中である。まだ動き出して数年ということもあり、ようやく進捗報告書などが出揃ってきたという段階であり、引き続き体系的な調査を行っていきたい。こちらの暫定的な結果も上述のように国際学会にて一部報告を行っている。


• 日本の国際関係論における「ゆがみ」の発見とその意味-「観察批判論」からの接近

  初年度の平成30年度には、2000年度以降に刊行された日本国際政治学会編集の『国際政治』に掲載された論文のうち、コーディング結果の最終判断を残し、2015年から2011年までの掲載論文の全てにつきコーディングを完了させた。これに加えて、当該論文の著者の経歴（CV）データも収集した。理論パラダイムや方法論の分布と研究課題の分布の関係性についての本格的なデータ解析および、他国のデータとの比較やTRIPサーベイ・データとの比較は、これからであるが、特定の理論パラダイムに依拠しない研究が多いことや、理論を記述するための道具としてのみ使う論文が多いことなど、幾つかの特徴は可視化された。 また昨年度は、合計で４回の研究打ち合わせを行った。まず7月末に、研究補佐員を対象とするコーディング研修を実施し、それと並行して、研究代表者と研究分担者の間で第１回の研究打ち合わせを開催した。そして11月初頭には、連携研究者も交えて、第２回の研究打ち合わせを日本国際政治学会年次大会と併せて開催し、データ構築の進捗状況を確認するとともに、各自の研究テーマに関して意見交換を行った。さらに11月末には、研究代表者および研究分担者がベルリン自由大学に赴き、同大学で同類の研究を行っている研究者と意見交換を行った。その結果、今後日本とドイツの比較分析を共同で実施し、その成果を本年度新潟県で開催される日本国際政治学会年次大会の部会で発表することが合意された。これを受けて、同学会の企画委員会に研究報告の企画案を提出したところ、審査の上承認された。年度末には、初年度の研究成果の総括を行うため、連携研究者を交えて研究会を開催し、今後の研究の進め方について意見交換を行った。


• Overview of Japan's economic diplomacy, its historical verification, and proposal of a theoretical model

  Although economic diplomacy is an important component of Japanese diplomacy, its research has stagnated and has not captured the diversified and complicated phenomena of recent years. Behind this is the lack of theoretical and historical analytical frameworks. Therefore, in this study, we reexamined the conventional theories and analytical models, searched for an appropriate analytical framework, clarified the aspects of new developments in economic diplomacy and the important aspects of the past, and analyzed their determinants.
