    After the fall of the New Order regime in 1998, Indonesia changed from a centralized government system to decentralization. By the issuance of Grand Design of Bureaucratic Reform Year 2010-2025 in 2010, public sector innovation cannot be neglected due to the needs for new, innovative, adaptive, and entrepreneurial approaches to bureaucratic reform. Many innovations have been produced in local government to improve their performance. Surakarta City Government is recognized as an innovative city, produce innovative programs, often become examples of good practice in public sector innovation, and appointed as Innovation Laboratory in 2017. This study aims to describe public sector innovation in Surakarta City Government and what factors influencing it. The study was conducted using qualitative research methods with a case study approach and collecting data from interviews and document analysis. The findings of this study reveal that most of the public sector innovation in Surakarta City are ICT based innovation and provides benefits in improving the performance of local governments. Even though there is shifting leadership, the visionary leadership supported by upper-middle managers still plays a crucial role in encouraging innovation in local government, followed by supportive regulations from both central and local government, as well as participation and strong cooperation between sectors. Further, this study draws some recommendations to create an integrated policy to strengthened, evaluate, and maintain the sustainability of public sector innovation in the local government. The local government may provide opportunities to collaborate with NGOs to create public sector innovation.

    Batam as a region with a strategic position, located on the international trade route, was developed to become one of the engines of economic growth in Indonesia. However, in its development, Batam faced governance problems that had an impact on the decline in its economic performance. Not only at the local level, but its influence reaches the national level. This study explains the causal relationship of Dual Governance, focusing on aspects of formation, relations between institutions and their impact on development. Using the framework of Holzinger, Kern and Kromrey (2016), this study captures the issue of institutional dualism that has occurred for years and is considered to be the cause of the decline in development in Batam. The study was conducted using qualitative research methods with a case study approach and collecting data from interviews and document analysis.There are several concluding points in this study regarding institutional dualism and its impact on economic development based on Batam’s case. They are the implementation of decentralization, the significance of the pre-existing institution, the similarity between two institution in respect of interpreting and implementing policies and the relationship between intergovernmental relations and economic development. These three factors affect the degree of intergovernmental relations which is directly proportional to economic development. The more intergovernmental relations are, the higher economic development is.

    This research aimed to know how the "section chief exam", am early stage selection of future executives affects to Japanese local governments and their policies. Survey to prefectures and large populated cities are conducted and interviews to local government related persons were done. We conclude that the role of the section chief exam has been changed significantly in recent years.

    By analyzing various public policies from the horizontal angles such as time, space, knowledge and technology, goals and outcomes, policy types, etc., which are different traditional and vertical angles such as environmental policy, monetary policy, education policy, etc., we attempt to establish a public policy study as an integrated discipline as well as to learn each other among other policy areas. For example, from the point of view of space, we got the point of view to measure the style(hukaku) of the city, was published a monograph to measure and compare the local cities. From the viewpoint of goals and outcomes, we got the point of view of "political success - policy failures" and "political success - political failure".

    本研究は、わが国の政治行政システムにおける中央-地方関係の位置づけ、中央と地方両レベルの政治行政構造の重層的なリンク、また両レベルの政治過程の連動等を、全国市区町村長調査の量的分析および行政・団体関係者へのインタビューによる質的分析を通じ、明らかにした。これにより、「政策受益団体・地方政府連合」論の有効性を確認し、今後、この概念を用いた日本型経営、日本型福祉国家、一党優位制の総合的な分析の手がかりを得ることができた。
