- The influence of the so-called “Airbnb effect” on local housing markets has grown into a global concern for affordability crisis, gentrification, and displacement. We analyzed the impacts of short-term rental (STR) on the rental housing market and explored the relative factors for the rent gaps in Tokyo and Osaka: two major metropolitan areas in Japan. This research builds upon the rent gap theory by Neil Smith and clarifies the rent gaps by following previous work. Our results demonstrate that landlords in Osaka, more depopulated with unoccupied housings, have already removed a significant number of residential rental units from the housing market, and those of Tokyo, less depopulated with less unoccupied housings, is likely to evict their tenants to shift more profitable touristic short-term rentals when their long-term rentals' rent revenue decreases. We concluded that the rent gaps affected by the depopulated societal context require tougher limits on touristic short-term rentals to mitigate “transnational displacement.” The future of community livability depends upon municipalities' ordinance as well as their strategies: how to leverage unoccupied housing to survive an era of shrinking economy.Lead, Wiley, Jan. 2022, Japan Architectural Review, 5(2) (2), 212 - 224, English[Refereed]Scientific journal

- GROWTH AND SHRINKAGE PRE AND POST TSUNAMI IN FUKUSHIMA PREFECTURE, JAPAN.Depopulation is a severe problem in many urban areas globally. Massive population migrations can occur due to relocation after natural disasters and significantly change the demographic composition of regions and cities. The 2011 Great Tsunami in Japan resulted in a combined total of deaths and missing persons of more than 24,500. Post-tsunami recovery efforts resulted in widespread population relocation of high-risk communities into lower-risk areas. Using the Fukushima Prefecture in Japan as the study area, a region characterized by several depopulating cities both pre and post-tsunami, this research examines how the population relocation efforts have either exacerbated or assisted in lessening the effects of urban shrinkage and decline after the earthquake and tsunami of 2011. The results show that 30 municipalities have seen population and economic growth since 2011, and 12 municipalities are underdoing trends toward decline within Fukushima. Negatively affected cities tend to have larger populations than positively affected cities. Most of the small towns and villages closer to the inundation area are fall into the category of negatively affected areas. Moreover, the population increases in many post-disaster cities are primarily due to significant increases in elderly populations with minimal young persons that will inevitably decline in the next decade. - 東日本大震災後における住宅再建地の整備状況にみる地域の災害リスク形成に関する研究:岩手県陸前高田市と宮城県気仙沼市を例にThis study examines the disaster risk formation by residential area development after the Great East Japan Earthquake We analyze the relationship between residential area development situation and hazards including fire and landslide. It clarifies the different disaster risk formation in two cities as follows. New housing reconstruction is concentrated in mountainside area where the designation of landslide warning area is delayed and water supplies for fire-fighting is insufficient in Rikuzentakata-city. - This study examines the spatial characteristics of sold properties through property transfer and regeneration programs by New Orleans City government after Hurricane Katrina. Property transfer and regeneration programs, the Lot Next Door Program and Auction, function to bring blighted properties into managed empty lot and new/renovated housing stock. It is demonstrated that location of sold properties have a strong correlation with neighborhood attributions such as income, race and property value which implies that government's programs function well only where has strong real estate market. This study focused on the self-help housing reconstruction with relocation in Rikuzentakata City following the Great East Japan Earthquake in order to elucidate residential movement before and after the earthquake, changes in land use associated with the changes, and the process of the series of decisions made until reconstruction. In the case of residents with children or elderly family members, the decision making of residents revealed a progression in comparison with housing reconstruction projects due age limitations concerning loans, etc. Moreover, the resources that enabled the selfhelp housing reconstruction with relocation were enrollment in earthquake insurance, presence of family members with parent-child loans, transfer of land and provision of information by family members, relatives, or acquaintances.
[Refereed]Scientific journal - This study clarifies the spatial distribution and characteristics of new constructed building in 9 cities along the coast after the Great East Japan Earthquake. It is demonstrated that aggregation of self-help housing reconstructions with relocation gives significant influence for transformation of urban built environment which is inconsistent with the future spatial planning vision developed by local government's post-disaster recovery planning. It is found that new developments in agricultural and forest area trigger urban sprawl that is physically unsustainable in depopulated region. - This study focuses on homeowners who reconstructed housing with self help relocation after the Great East Japan Earthquake. It aims to clarify why they have decided to relocate, what kind of action they took in their housing reconstruction process, and how they are satisfied with the results. It is proved that the motivation for relocation is a fear of the next tsunami and the aggressive withdraw from governments' group relocation projects because of its slow speed. - This study examines how did “the Relocation of dangerous buildings in the near-cliff area project” function as housing rebuilding assistance, and how it was utilized after the Great East Japan Earthquake. Based on the questionnaire and interview survey for local governments and homeowners, it is clarified that this project functions as housing rebuilding assistance for individual who wanted to self-determine the timing, place and land area of the housing rebuilding for resettlement. It is also found that local governments intended to utilize this project as helping survivors who drop out from prolonged group relocation project in which local governments generally have decision-making authority. - This study clarifies the founding background and characteristics of housing rebuilding assistance subsidy programs by local governments after the Great East Japan Earthquake. The motivation and objective to prepare these programs are gap adjustment between survivors, which is based on achievement of fairness supported by government sector in Japan. This exposes the instability of governmental housing rebuilding assistance philosophy that encourages survivors' self-help housing reconstruction. - This study clarifies the housing rebuilding situation in three neighborhoods in City of New Orleans after Hurricane Katrina (2005). The most distinctive trend is that the housing rebuilding percentage in all neighborhoods was almost same as 50%, and there is significant difference in percentage of abundant housing and vacant lots. - This study clarifies the annual change of housing rebuilding and homes sales in three neighborhoods in New Orleans after Hurricane Katrina (2005). The percentage of annual change in housing rebuilding is low, however, there is wide gap between neighborhoods in terms of progress of housing rebuilding and home sales, the latter means the turnover in residents. The neighborhood without decreasing blighted properties and with positive vacant lots were found and this indicates the future widening disparity between neighborhoods. This study examines the situation and challenge of cross-sectional structure and command & coordination function of Emergency Operation Center both of which would be one of the requirements to implement Management by Objective in disaster response through case study of Nigata-Chuetsuoki Earthquake (2007). In conclusion, those requirements enabled top-down decision-making to enforce all government personnel to follow the disaster objective, and accomplish effective coordination and flexible personnel distribution. We point out that it is necessary to expand more proactive information analysis function for incident commander's to support his/her decision-making and clearly define the way of coordination between cross-sectional structure and daily government structure.

- 米国の地方政府におけるIncident Command Systemの適用実態-ハリケーン・カトリーナ災害に着目して-This study aims to analyze and evaluate emergency response of local government following 2005 Hurricane Katrina Disaster from Management by Objective and Command & Control perspective, which are both one of the characteristics of Incident Command System. As a case study, we conducted interview for City of New Orleans, LA and Hancock County, MS, and analyzed the framework and contents of Incident Action Plan prepared by each local government in order to clarify how local government managed emergency operations. - 新潟県中越地震における県災害対策本部のマネジメントと状況認識の統一に関する研究-「目標による管理」の視点からの分析-This study aims to analyze and evaluate emergency management from Management by Objective perspective in the 2004 Mid-Niigata Prefecture Earthquake. In the result, there was little support for incident commander to make quick decisions in emergency operation in Niigata. We analyze Common Operational Picture (COP) of City of New Orleans in Hurricane Katrina, 2005, and find that information integration was established by the use of COP that enables proactive operation. "The Basic plan for Disaster Prevention" compiled by the national government serves as the emergency disaster plan for the national government level, as well as the basic requirements to be complied by the emergency response plan compiled by prefecture governments and municipality governments. By employing Flow-chart system as the tool for describing the plan, this paper examined the emergency management section of Basic Plan for Disaster Prevention to identify operational models to be used as the basis for a standardized emergency management system. [Refereed]Scientific journal - This study aims to examine the historical development process, programs, and funding of Community Technical Aid Centre, which is non-profit organization in the U.K that provide architectural and planning technical aid, and also to compare with Community Design Centers in the U.S to clarify its similarity and difference. Community Technical Aid Centre has developed in parallel with community-based organizations since 1960s, and has played important role mainly in architectural design and feasibility study for community-based organizations through strong community participation. - This study aims to examine the programs, organizational structure, and funding of Community Design Centers- Non-profit type (4), Volunteer practice type (2) to clarify the organizational structure and activities of Community Design Center. We found that Non-profit type conduct fee-for service to earn their funding to enable to promote service for low-income to provide affordable housing, which is main activity of Non-profit type. On the other hand, Volunteer practice type coordinate architects and planners to help community-based organization to handle their activities. Non-profit type have bigger annual budget than Volunteer practice type. - This study aims to describe the historical development process and organizational structure of Community Design Centers in the United States: As Community Development Corporations (CDC) have enhanced their roles as affordable housing provider since 1980s, the role of Community Design Centers, providing architectural and planning technical assistance to CDC, has enlarged and this led to HUD's assistance programs for Community Design Centers in 1990s. - The purpose of this study is to show that the residential instability layer has expanded due to the coronavirus crisis, and to analyze the issues by organizing the programs of housing support groups in response to the process of rebuilding the lives of housing poor. In Chapter 2, we showed that the residential instability layer has expanded due to the coronavirus crisis based on the results of the provision of housing security benefits and the actual use of public housing for other than its intended purpose. In Chapter 3, we organized and categorized support programs based on interviews to support groups. The collaboration was categorized as led by the government, real estate, or NPO, and the method of providing properties was categorized as either using their own properties, subleasing, or a combination of the two, and we considered their issues. - In this study, we will clarify the home of multi- habitation practitioners and the meaning of the base for them, and consider the living style that they seek, targeting users of ADDress, which provides a housing subscription. The home of a multi-habitation practitioner is formed by a combination of a spiritual home and a spatial home, and multi-habitation has the power to change users' homes. Also, it was revealed that the multi-habitation base has nine meanings. - This study clarified the process by which residents of Important Traditional Building Preservation Districts implement disaster prevention measures. Important Traditional Building Preservation Districts revealed that the purpose of residents' home renovation work differs depending on the region. We also considered the necessity of varying support depending on the purpose. It has been made clear that residents' interest in fire prevention measures for their homes is not directly related to their decision-making. We considered the possibility that two patterns exist in the process of residents implementing disaster prevention measures. - In this study, we will consider how the functions of “House”, “Dwelling” and “Home” are connected in fluid multi-habitation lifestyle, which is a non-settled lifestyle, compared to the conventional settled lifestyle. It is thought that the function of the home as a place to gather spiritually is fluctuating in the fluid multi-habitation life. - The purpose of this study is to clarify the process by which multihabitation living platform is transformed into community place . We found that for local residents, a platform is (1) a place that accepts people who are different from the local community, (2) a place where they can stop by and enjoy values, knowledge, skills, and appreciation of the local community through interaction with multi-site dwellers, and (3) a place where they can express and discuss things that are difficult to achieve individually through daily fluid interactions with multi-site dwellers. (iii) a place where local residents can express and discuss things that are difficult to achieve on their own through fluid daily interactions with people living in multifocal areas. Multisite residents with diverse attributes, aspirations, and objectives visit the community, interact with the community through the center manager, and enjoy the values, knowledge, skills, and appreciation of the community by local residents, thereby promoting the acquisition and transformation of meaning toward the center. - This paper reports the results of a questionnaire survey, regarding changes in place of residence, conducted in Rikuzentakata City, Iwate Prefecture and Ishinomaki City, Miyagi Prefecture, where the Tsunami Reconstruction Memorial Park was constructed. We identified places of residence, names of living areas and specific places by the data obtained from the questionnaire survey visualize the spatial transformation through geocoding. We revealed that the Tsunami Reconstruction Memorial Park, which was embedded with the meaning of passing on disaster legacies and memories, used to be a place of residence for residents, a source of pride for the community, is no longer a place for people. - Two cases of citizen-led placemaking in the City of New Orleans after Hurricane Katrina in 2005 - Lafitte Greenway and Sankofa Wetland Park are reviewed and its process and the role in the recovery period are discussed. Urban void was restored through the placemaking, bringing diverse values to the community, including disaster mitigation, active transportation, environmental conservation, equity, community revitalization and economic benefits. The lost identity of the place was found by placemaking and the act of placemaking led to the improvement of surrounding environment. - This study clarified the process of land use transformation and post-disaster placemaking in the disaster harzadous zones and the factors that contribute to placemaking. In the Arahama area of Sendai City, where the case study was conducted, we found that diverse stakeholders gave new meaning to the former residential area and involved the surrounding community through various activities and innovations, resulting in the revitalization of the area as a "place. - This study clarified the actions and spatial characteristics of water resistant housing in Takeo City, Saga Prefecture, which experienced consecutive floods in 2019 and 2021, and discussed the factors that enabled the housing mitigation were suvivors' insurance coverage, information gathering through proactive communication with neighbors, and risk perception of flood damage. Regarding spatial characteristics, the respondents tended to be older, had lived in the neighborhood longer, and were more aware of the expected depth of flooding. - Mabi district of Kurashiki City was seriously damaged by flood in 2018. Over 4,000 houses were completely damaged. Questionnaire survey was conducted to study housing recovery behavior of victims in reconstruction of damaged houses after flood. Housing recovery behavior was analyzed whether they applied water-proof countermeasures or not in relation with the knowledge about flood hazard information, acquirement of river improvement construction works and the risk perception towards flood. It was found that only 20% of respondents applied water-proof countermeasures, such as raising level of ground, elevation of foundation in housing reconstruction. The purpose of this study is to clarify the factors and mechanisms that encourage the encounter between people living in multiple locations and residents. - The purpose of this paper is to clarify the following two questions: 1. What kind of changes will be produced in local residents through the relationship between the bases and local residents via the Multibase Residential Platforms? 2. How will the " activities of the base manager to promote the relationship between local residents and the bases " and " the setting of the base as a place for local residents " at each base relate to changes in local residents? How do " activities by the manager " and " the setting of the base as a place for the community " relate to changes in local residents? - In this study, we clarified the reality of livability on sloping land and evaluated the plan by analyzing the relationship with the location normalization plan. The data is mainly from the National Land Information System and e-Stat, and the current situation is analyzed using QGIS from the viewpoint of population coverage in the area where slopes overlap with the residential guidance area defined in the location normalization plan. Many towns on sloping land experienced a decrease in population, while many towns on non-sloping land experienced an increase in population. This shows that there is a relationship between the slope and the increase or decrease in population. - This study focuses on housing reconstruction of victims of the heavy rains in July 2018. In order to reduce the damage caused by frequent floods, it is effective not only to carry out embankment construction but also to take measures such as moving to land with low risk and making their houses water resistant. It is thought that they are affected by Risk perception. Therefore, we conducted a questionnaire survey on households who were damaged and rebuilt their homes in Mabi-cho, Kurashiki City. It was found that various factors are involved in the return to the original area, which differ depending on the age. Although the number of residents taking water resistance measures for housing has increased compared to before the disaster, the majority of households did not take measures due to financial reasons and prioritizing early evacuation and flood compensation. - Private Lodging Business law is enforced in June 2018. This law established for permitting lend a house and collect the accommodation fee as a hotel. It is called Private Lodging Business. The number of the registered houses has been increasing since Private Lodging Business law was enforced. The purpose of this study is to consider the reasons of increasing the number of registered houses in Osaka City from the housing characteristics and the regional characteristics. As the number of registered houses increase, the ratio of the number of registered houses to the total number of houses increases as the number of registered houses, and it clear that Osaka City has areas with many registered houses. The area has some tourist spots and principal stations, and similar trends are seen in Sapporo City. We collected five interview and three questioneer's data of adiministrators who faced the disaster response as the top of the local government. As result of analysis of these contects, their function was classified into five major types as follows: 1. Spokesman to transmit a message for sufferes, 2.Acqurement of external resources for disaster response, 3.Uplift of morale of civil servants, 4.Monitoring of situations in disasre areas, 5.Ditermination of action principle of the society and the public organization. It is urgent and important to cultivate the capacity of citizens in reducing damage due to disasters, especially under the pressing threat of the Tokai or Tonankai Earthquake disaster. This study established a workshop program, which developed citizens' capacity to mitigate and prepare for disasters in their local community. This program contains three workshops; 1)awareness of hazards and enumerating local vulnerability and possible damage, 2)listing objectives of disaster mitigation and preparedness of the region, 3)embodying a disaster action plan for the area. We applied this method to the project of increasing the capacity of disaster reduction by citizens living in Nagoya, Aichi prefecture, Japan. The result was that they succeeded in producing their own disaster action plan. However, the awareness of extending disaster action to other people living in the same area did not increase.

- 日本学術振興会, 科学研究費助成事業 基盤研究(B), 基盤研究(B), 東北大学, 01 Apr. 2020 - 31 Mar. 2024被災沿岸地域から学ぶ移転復興計画論の構築:台風ハイアン・スラウェシ島地震を対象に本研究は、住民移転を伴う復興を進める2013年台風ハイアン被災地(タクロバン市周辺)と2018年スラウェシ島地震の沿岸部(パル市周辺)を対象に、4ヵ年の研究を計画している。タクロバン市とパル市の復興経年には5年の差があるが、この復興経年の違いを活用した研究フローとしている。第1年次にあたる2020年度は、2019年度に終了したタクロバン市対象の移転研究による解析結果を活用し、移転・復興計画論の枠組みで不足する必要な情報を収集し、本研究の枠組みともなる分析・検討を行った。パル市の移転・復興については、予備的調査を行った。
以下に成果を簡潔に記す。 復興での減災に尽力したタクロバン市の移転・復興の履歴を検討し、本研究作業のため、復興の時間的な枠組みを、被災時から2年前後は「復興計画策定期間」、被災後2年から4年前後は「復興事業実施期間」、被災後5年前後からそれ以降は「事業実施後の減災空間での生活期間」、との仮説を立てた。また、移転・復興での時間経過と、住民の意識・生活の関係では、「復興計画策定期間」にはハザードの低減、「復興事業実施期間」には各世帯の生活再建、「事業実施後の減災空間での生活期間」には新たな生活への適応が中心課題となっていることも明らかにした。さらに、移転・復興計画と事業実施後の大きな差異を提示する事業・項目について、①防潮堤、②移転先住宅地、③沿岸部の元居住地、があり、これらを詳細に調べることの重要性を明らかにした。なお、タクロバン市の事例からは、移転・復興を統括するガバナンスとして、「設立」「資金」「調整」「政治」「リーダーシップ」「達成」「設立後」の7つの項目が重要であることが分析の結果明らかになった。 - 一般財団法人 第一生命, 都市とくらしの分野研究助成, Apr. 2022 - Mar. 2023, Principal investigator災害後の計画的被災跡地のプレイスメイキングを通した復興に関する研究-東日本大 震災を事例にして

- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), Grant-in-Aid for Scientific Research (B), Kobe University, 01 Apr. 2017 - 31 Mar. 2021, Principal investigator以下5つが平成30年以降の研究計画とその結果である。 1.居住環境の変容を決定づけた因子構造の解明:東日本大震災を事例として自主住宅移転再建者の世帯属性、動機と満足度に関連する要因、災害危険区域内外や意思決定時期で分類されるグループ毎の特性を明らかにした。市町村、災害危険区域指定有無、意思決定時期によって、その動機、防集事業申し込み有無、復興計画の内容による影響度が異なる。災害危険区域指定有無によって動機に影響を与えた関連要因は異なり、区域内は復興計画のスピードや内容が動機に作用しているのに対して、区域外のほうがより多くの世帯属性に強い影響を受けている。 2.移転再定住による移動軌跡の可視化とそれによる居住環境の変容分析:東日本大震災の沿岸市町村の居住環境変容を災害前後の建物ポリゴンデータよ国勢調査メッシュデータを用いて可視化した。ただ、移動軌跡の可視化は出来ていない。 3.居住環境の復興プロセスを形成するレジリエンス(4R)とその作用分析:各主体の適応力・復元力の発揮が被災地の住みやすさ(L:Livability)、持続性(S:Sustainability)にネガティブなインパクトを与えるというトレードオフを明らかにした。 4. 低頻度メガリスク型沿岸域災害による居住環境再形成のメカニズムの解明:上記2.の再定住分析がまだのため、まだ解明できていない。 5.居住環境の変容を21 世紀都市モデルの3 指標から評価:低頻度メガリスク型沿岸域災害として東日本大震災とハリケーンカトリーナ災害を事例として、住み続けることができる都市(Livable City)、持続可能な都市(Sustainable City)、レジリエントシティ(Resilient city)を特徴づける指標都市モデルの評価を行った。いずれの被災地も三指標において大きな課題があることを明らかにした。Competitive research funding
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), Grant-in-Aid for Scientific Research (B), Kobe University, 01 Apr. 2017 - 31 Mar. 2021本研究は、国連仙台減災枠組みの5年評価、東日本大震災の復興10年総括評価に当たる2020年度に照準を当てつつ、4年計画で海外学術調査を実施し、これを通じて日本とアジア一帯の災害危険地域における地域コミュニティの叡智を活かした減災型社会の制度枠組みを探究し、また今後の制度的改善の方向性を提言する実践的な研究である。方法として、法制度の構造的問題の把握に依拠しつつ、被災地における行政・住民コミュニティに対する聴取り・質問票による制度動態の実証的把握を組み合わせ、応用的な比較法社会制度論的アプローチを意図する。アジア諸国における現地調査に際しては現地機関との連携による文理混成チーム(法・経済・防災工学)で臨み、災害復興に影響を与える科学的安全基準・法規・予算・行政ガバナンス等の多角的視野を総合化する問題把握を通じて、制度的課題点の診断を行いつつ、地域コミュニティの叡智から学ぶ。 2018年度前半は、7月に岩手大学との連携で東日本被災地における地域防災について現地調査を続行し、また盛岡市における国際防災シンポジウムで特別セッションを企画実施した。7~9月にインドネシア・アチェのシャクアラ大学津波防災研究センターとの研究交流を実施した。 年度中盤は、8月にミャンマーにて、2008年サイクロン・ナルギス復興や2015年洪水復興につき、内務省・社会福祉災害救助省他の関係者との連携により、末端行政であるタウンシップや村落レベルに下り入って調査を実施した。 年度後半には、3月にベトナムの洪水被災地にて現地行政・大学研究者とのワークショップや住民聴き取り調査を行なった。また神戸にて中国四川省の研究協力者とともにワークショップを実施し、2008年四川大地震後の近年のコミュニティ防災の展開について研究交流を行った。Competitive research funding
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), Grant-in-Aid for Scientific Research (B), Meijo University, 01 Apr. 2015 - 31 Mar. 2020広域巨大災害における持続可能な自律住宅再建メカニズムの解明前年度は,自主住宅移転再建の世帯(ひと)に着目し,質問紙調査および聞き取り調査に基づいて,移転の動機,再建行動プロセス,満足度などを明らかにし,自律的な個人単位の移転再建を前提とした復興プランニングの必要性などを指摘してきた.しかし,市町村,災害危険区域指定の有無,意思決定時期などが,自主住宅移転再建の動機や再建行動,満足度に与える影響分析は残された課題であった. そこで本年度は,後発群を含む東日本大震災5年までの岩手県および宮城県下の9市町における自主住宅移転再建者の意思決定と満足度に関する質的調査を実施し,それらに影響を与えた関連分析を行った.また,自主住宅移転再建の世帯(ひと)の移動過程(帰着点)をGISおよび動画を用いてアニメーション化し,個人の水平・垂直方向への移動やそれに伴う市街地空間形成への影響を検討した. 以上の結果から,申請者らによる東日本大震災後の住宅再建に関する現地調査,ならびに,阪神・淡路大震災や新潟県中越地震後の住宅復興評価に関する既往論文を踏まえて,「長期的に見れば,地域主導の防災集団移転事業が,個人による自主住宅移転再建,行政主導の防災集団移転と比較した場合,個人の生活再建感と共に,空間的・社会的な持続可能性を高める」という当初仮説が補強された.また,検証精度を高めるため,防災集団移転事業を地域主導型/行政主導型に分類し,協議会役員/行政担当者を対象として,移転先の土地の選定,地権者との交渉,土地利用や区割計画,脱落者への対応などの経緯とノウハウ,一連のプロセスにおける説明会や移転再建者の参画状況についてヒアリング調査を行い,検証に向けた質的データの収集までを実施した.得られた成果は,日本建築学会や地域安全学会への口頭・論文発表を行い,地域安全学会論文賞(受賞は前年度)に伴う基調講演の機会を得た.

This research aimed to solve the problem of housing reconstruction and develop recovery planning methods based on that countermeasure. First, we clarified the actual conditions and problems of temporary housing supply in the Great East Japan Earthquake, and we showed the model of the large area evacuation movement of the Great East Japan Earthquake residents were performed.Second, we analyzed the actual conditions of community development related to housing reconstruction in the Tokyo Metropolitan Earthquake and constructed a temporary housing supply model for the Nankai Trough huge earthquake.Finally, we developed some scenario after each huge earthquake. As a result, we clarified the situation where probably appear regional collapse and urban concentration through the reconstruction process.

The “mechanism” includes that how has property transfer and regeneration program function to promote built environment recovery in New Orleans, and decision-making process and its spatial characteristics of self-help housing reconstruction with relocation in Tohoku region. The research demonstrates the effectiveness of built environment planning techniques which mobilizes self-sustained and resilient housing reconstruction actions by survivors and non-survivors. At the same time, it points out the significance and its challenges of spatial guidance for aggregation of self-help housing reconstruction which should be designed based on the urban vision.Competitive research funding
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), Grant-in-Aid for Scientific Research (B), Osaka Prefecture University, 01 Apr. 2013 - 31 Mar. 2016Gender in Disaster Recovery and Disaster Reduction: An International Comparative study on Institutional Design and Livelihood ReconstructionThis research project aimed to gender issues in natural disaster recovery and disaster risk reduction by the long-term field research in Japan (the Great Hanshin-Awaji Earthquake, the Chuetsu Earthquake, and the Great East Japan Earthquake), South Korea (Seoul city), Taiwan (Taichung city, Kaohsiung City and Taipei City), the United States (New Orleans city and New York State), Italy and Germany. The project pointed out that natural disaster victims take special assistances such as providing and support house and measures for livelihood reconstruction by governments and others. There are some cracks between the disaster victim assistances and the social security system. So it can be named “Disaster Victims Regime.” We also advanced the policy proposals, opinions and suggestion of the law revision according to the international comparative research outcomes.

It aims to clarify why they have decided to relocate, what kind of action they took in their housing reconstruction process, and how they are satisfied with the results. It is proved that the motivation for relocation is a fear of the next tsunami and the aggressive withdraw from governments' group relocation projects because of its slow speed. This decision-making and reconstruction action has given significance influence for post-disaster recovery plan developed by local government that need to be revised.

And the new method to evaluate comprehensive impancts including damage and recovery process after disaster were also developed.

- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), Grant-in-Aid for Scientific Research (B), Kwansei Gakuin University, 2010 - 2012Gender in Disaster Recovery:An International Comparative study on Institutional Design and Livelihood Reconstruction Gender in Disaster Recovery of Inquest for Institutional Design and LivelihoodThis study carried out gender issues and clarified gender role problems in natural disaster recovery and disaster prevention systems in Japan (the Great Hanshin-Awaji Earthquake, the Chuetsu Earthquake, and the Great East Japan Earthquake), South Korea (Seoul city and Gangwon prefecture), Taiwan (Taichung city, Kaohsiung City and Taipei City), and the United States (New Orleans city and San Francisco city) Soon after the Great East Japan Earthquake, our project had submitted several policy proposal, opinions and suggestion of the law revision based on the result of international comparative researches. It pointed out factors that results in these gaps, such as the number of alternatives for housing rebuilding limited by property values, the housing compensation program that have an advantage for middle-high income people, and deficiency and delay of methods for eliminate and regenerate blight properties before and after disaster.Competitive research funding

- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Young Scientists (B), Grant-in-Aid for Young Scientists (B), The Great Hanshin-Awaji Earthquake Memorial Disaster Reduction and Human Renovation Institution, 2005 - 2007米国WTC同時多発テロ後のステークホルダー参画型の復興プロセスと都市空間の変容同時多発テロ後のロウアーマンハッタン地区の復興プロセスと都市空間の変容について明らかにするために,復興計画プロセスに関与した専門家に加えて,ニューヨーク市都市計画局(CPD),市住宅修復開発局(HPD),地元のビジネス・インプルーブメント・ディストリクト(Alliance for Downtown New York)などにインタビュー調査を実施すると同時に,集収した関係資料を用いて復興事業を分野別に分類し,その事業の内容と成果について分析した。 復興の名のもとに行われた災害直後の人口回復を目的とした住宅に対する家賃補助政策や,住宅のリノベーション事業に対する補助金の支給,オープンスペースの創出や河川整備事業や周辺の開発などの復興事業を通して,同地区はビジネス地区から住宅や商業機能を含めた用途混在型の地区へと変貌を遂げており,これは災害前から進められていた市の方針である「複合開発路線」を一層加速することにつながったことを明らかにしている。同地区における復興は,自然災害とは異なり,米国本土を襲った初めての大危機に対する連邦政府の威信をかけた政治的意図が大きく影響し,単なる復旧にとどまらない事業に資金が投入された点も特異な点である。また,復興事業の推進にあたってはニューヨーク市当局にとどまらず,地域のコミュニティ開発法人に直接補助金を支給することによって地域の復興を支援しており,復興の推進者は地元行政組織だけではなく地域の非営利組織も大きな主体として関与していた。ただ,人口の入れ替わりをみると,若年世帯が増加し,同地区の居住者の収入は上昇しており,同地区の居住者層の年齢構成や収入階層には変化が見られ,空間変容だけではな居住者階層において変化があったことが明らかになった。
