- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Early-Career Scientists, Grant-in-Aid for Early-Career Scientists, Kobe University, Apr. 2021 - Mar. 2025, Principal investigatorAssessing the Effect of Educational Practices for the Inclusion of Migrants and Refugees in Africa: The Case of West Nile Sub-region in Uganda本研究の目的は、移民・難民を包摂する教育実践の現状とその効果について、移民・難民が多いウガンダ北部西ナイル地方の難民居住地外の都市部で行われている中等教育を事例に、(1)移民・難民生徒の包摂に関わる教育実践や地域社会の取り組み、(2)既存の教育実践や地域社会の取り組みの中で移民・難民・受入国民の生徒が持つ関わり、(3)受入国民生徒の非認知能力に既存の教育実践や地域社会の取り組みが及ぼす影響の3点の検証を行う。 当該年度(1年目)は、コロナ禍に伴う渡航制限が解除されれば現地調査を行い、ウガンダ北部西ナイル地方の学校で、移民・難民生徒の包摂に関わる教育実践や地域社会の取り組み、さらにはこれらの中で移民・難民・受入国民生徒が持つ関わりを明らかにする質的調査を実施予定だった。しかし現地調査実施が困難だったため、文献レビューを進めるとともに、利用可能な2次データを用いた関連テーマについての量的分析と、国内外学会での成果発表、成果をとりまとめた論文の執筆・修正を行った。 このうち国際NGOのUwezoがウガンダ北部西ナイル地方で収集した学力テストデータを用いた分析からは、教員補助者の存在が難民の子どもの英語の学力向上に寄与していること等が明らかとなった。マケレレ大学の研究協力者との本国際共著論文は、査読付論文として海外学術誌(International Journal of Educational Development)に掲載された。 ウガンダで実施された世界で最も長い学校閉鎖下の子どもの学習の実態を明らかにすることは、学校再開後の状況を対象する本研究のテーマとも関連する。このことから、ウガンダ統計局が世界銀行と共同で収集した高頻度電話調査データを用い、難民データ分析の前段階として受入国民の学習機会の決定要因を明らかにする量的分析を遂行し、成果の一部が国内学術雑誌に掲載された。
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (A), Grant-in-Aid for Scientific Research (A), Osaka University, 01 Apr. 2019 - 31 Mar. 2023International Comparative Study on the Universalization and Disparities of Education in African and Asian Countries本研究の全体目的は、初等・中等教育の普遍化が進展する一方で、種々の国内格差が生起している現実において、その普遍化と格差の構造を解明することである。より具体的には、次の3つの研究目的を設定し、段階的に実行する。①教育の普遍化が進展するなかでの格差の類型化と社会構造の把握、②教育格差を是正するための政策・実践例の抽出と成功要因・課題・発展性の分析、③政策的示唆・含意、実践上の課題の整理、および公正で質の高い教育提供モデルの検討。 2019年(第1年度)は、準備段階として、教育格差に関する先行研究を各研究分担者がレビューし、研究対象国の国別レポートを全体で共有すした(4~5月)。そして、日本比較教育学会大会(6月、東京外国語大学)の場を活用し、研究の基本方針を打ち合わせた。その後、現地調査(2週間程度)をそれぞれが実施した(7~9月および2~3月)。この間、各研究者は国内外の所属学会で発表を行い、フィードバックを受けた。そして、格差や是正策の類型化、国際比較分析の枠組みの検討を始めた。 今年度のまとめとして、国際開発学会『国際開発研究』誌(2020年11月発行)において「SDGs時代の教育普遍化と格差」の特集を組み、先行研究をレビューし今後の研究の方向性を展望した総説論文に加え、アジア(タイ、バングラデシュ)およびアフリカ(ザンビア、マラウイ、マダガスカル)の5か国の国別論文を発表した。新型コロナウイルス感染症拡大が続く中、教育の普遍化と格差の問題は、あらたな局面を迎え、当初想定しなかった視点も積極的に取り入れる。
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Research Activity Start-up, Grant-in-Aid for Research Activity Start-up, Waseda University, Sep. 2020 - Mar. 2022Examining the effects of educational assistance to refugees and host communities through national education system in developing countries: The case of Northern UgandaEducation generally used to be provided for refugees through parallel education systems, separate from the host country natives. However, given the protracted nature of displacement, this approach is being viewed as impractical. Including refugees in the national education system has been mainstreamed in many developing countries. The paper examines the effects of this approach, which, in theory, can simultaneously improve the quality of education for both refugees and the host communities. The study uses learning assessment data collected in West Nile, Uganda. The results show that refugee pupils attending local schools do not perform differently in English but score lower in math than those in donor-aided schools, while native pupils attending local schools with higher refugee concentrations score lower in both English and math. Overall, the evidence from Uganda, which is known as a showcase country in implementing this scheme, unveils both potential and challenges.
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for JSPS Fellows, Grant-in-Aid for JSPS Fellows, Osaka University, Apr. 2017 - Mar. 2020A Study on low fee private schools under free primary education policy in Uganda本研究の目的は、ウガンダ農村部の低学費私立学校が初等教育無償化政策下で果たしている役割に関連し、低学費私立学校による初等教育提供がさかんな地域の文脈・背景、親・保護者が子どもの就学先として低学費私立学校を選択する経済的・非経済的要因、低学費私立学校と公立学校の教育の質と費用効果の違いを明らかにすることである。調査を予定していた県のひとつに大量の数の南スーダン難民が流入し世界的注目を集めていることから、1年目から難民の子どもが通う私立学校や周辺の公立学校を対象に含めた研究を遂行してきた。 当該年度(2年目)はまず、1年目の第一回現地調査で収集したデータの分析を引き続き行い、教育の需要側の視点に関係する研究成果をまとめた論文が、国内ジャーナルに掲載された。また第二回現地調査(9~10月)を、マケレレ大学の研究者と国際NGOの協力を得て実施した。この中では調査対象県の教育事務所の担当官や私立学校を運営する国際NGOの教育担当者へのインタビューを行うとともに、第一回現地調査で対象とした初等・中等学校と新たに抽出した周辺の公立・私立初等学校を訪問し、校長や教員、親・保護者、児童・生徒への半構造化インタビューと調査票調査を実施した。本調査の暫定的結果に基づく研究成果は、国内の研究会で共有し、査読付きの国際学会での発表にも採択されている。 さらに、公立・私立学校間の教育の質の違いに関する学力テストのデータを用いた分析を継続しており、固定効果モデルによる分析結果の発表を国内の研究会で行った。くわえて、第二回現地調査時には、調査対象県の位置する地域で収集された新たな学力テストのデータの利用許可を得ることができた。1年目から実施してきた定性的分析の結果を加味して立てられた仮説を検証することを目的に、本データを使った教育の質に関する定量的分析も行い、暫定的分析結果に基づく発表を国内の研究会で行った。
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, Grant-in-Aid for Challenging Research (Exploratory), Kobe University, 30 Jun. 2017 - 31 Mar. 2019Comparative Research on Early Childhood Education and Care (ECCE) Finance in Developing Countries: From Perspectives of Private Financing and EquityThis study analyzed financial issues on early childhood education and care (ECCE) from a demand perspective in Vietnam, Laos, Cambodia, and Bangladesh, and provided policy recommendations based on the findings to policy makers and education experts in the aforementioned countries. We shared our findings in academic conferences and international symposia held inside and outside of Japan, and we established theoretical frameworks and evaluation indicators based on each developing country's context. We also contributed to the ECCE policy reforms and projects by sharing our policy recommendations to policy makers and international organizations' education experts through various workshops in Vietnam, Laos and Cambodia.

We attempted to understand the realities of such education particularly from the perspectives of students, teachers, and parents. The investigation revealed that there are so many people who are taking action on their own initiative without solely resorting to external supports. The study results were presented in four categories: (1) Education of refugee children, (2) Education of children with disabilities, (3) Education of children at risk, and (4) Education of children from poor families.
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for JSPS Fellows, Grant-in-Aid for JSPS Fellows, Kobe University, Apr. 2013 - Mar. 2016Cost-effectiveness analysis for improving quality of primary education in rural Uganda本研究の主目的は、ウガンダの初等教育で周縁化された農村部の学校において、どの投入物が、生徒にとって最も重要な教育の質の効果的改善に貢献し、最も費用対効果が高いかについて明らかにすることである。研究実施計画では、3年間の採用期間の最終年度となる当該年度に、これまでに行った2次データによる定量分析結果とフィールドワークの結果の取りまとめが中心の博士論文完成にむけた執筆、必要に応じたウガンダでの追加のフィールド調査、国際ジャーナルへの投稿や国内外の学会での発表を通じた研究の最終成果報告を行うとしていた。以下、各項目毎に当該年度の研究実績の概要を示す。 1 定量分析においては、これまでの分析の取りまとめに加え、本研究において重要となる教育費用に関する変数を含むパネル家計調査のデータを用いた解析を、1、2年度目に引き続き実施した。この中では因果的推論を行うための手法を取り入れた推計にも取り組んだ。またフィールドワークの結果の取りまとめでは、調査を通じて手に入れたデータや政策文書、インタビュー調査の結果に基づき定量分析の結果を補完する内容の章を執筆し、論文を完成させた。 2 当初の計画では追加のフィールド調査を、大学の夏季休業期間に1か月間程度実施するとしていた。しかし、データ・資料の解析に予定以上の時間がとられたこと、大統領選が始まり秋以降の現地の治安が悪化したことなどから、本追加調査は実施しなかった。一方、1年目に在外研究を実施したアメリカ合衆国の研究機関を訪問し、更新が必要なデータ・資料・文献収集、高度な専門知識習得を行うとともに、ピッツバーグ大学のアフリカ研究プロブラムが主催したセミナーで、招聘講師として本研究成果の一部の口頭発表を行った。 3 査読付き国際学会で1回、国内の学会・研究会で多数、本研究に関する成果の口頭発表を行い、活発な意見交換を通じて研究の高度化に大きく貢献した。
