    Japan is a country highly prone to disasters. The effects on individuals, families, and communities of March 11th, 2011, a massive multiple disaster including an earthquake, tsunami, and a nuclear crisis, can barely be calculated. Individuals and communities are the main concern of disaster studies, it being expected that families will deal with their problems by themselves. In the recovery process, most governmental support for victims is provided on the day on which the disaster occurs and is based on Disaster Victim Certificate and its head of household, so direct victim support offered to a household member is very limited. That the suggestion of focusing on individuals does not come up when considering support for disaster victims is deeply related to how Japanese social security is based fundamentally on household units. It may be related to the lack of assistance for well-organized families managing without support for family care, such as that for the elderly and children. Now, however, is the time to assist in rebuilding the community using the concept of 'machi-zukuri' and at the same time facilitate a liberal 'family-zukuri' by establishing the 'Family Cafe' in society.

    本科研は社会学、建築学、法学など学際的に災害後の被災者への住宅供給と平時の住宅政策について日本とニュージーランドでの現地調査を通じた国際比較研究を柱としている。本年度も新型コロナウイルス感染症拡大と防止対策により社会活動の制限があり、計画を変更して研究会(オンライン)や資料調査などを中心とした研究を進めた。 今後の研究展開と社会への発信・共有を目的とし神戸大学 RCUSSオープンゼミナール(ウェビナー)および国際シンポジウムin神戸を共同で開催した。中央防災会議は2021年5月の『防災基本計画』修正において「既存住宅ストックの活用を重視して応急的な住まいを確保することを基本とする」旨が書き加えられた。これにおいても本研究の重要性は明らかであり調査研究を進めている。 1つめは「災害時社会保障と住宅政策研究会」をオンラインで開催した。テーマ「公営住宅制度の課題と今後の可能性について」では専門家と法的制度設計について意見交換し考察を深めた。それにより準公営住宅を定義化、現状と実態を把握するための方策、今後の研究展開の方向性を検討でき、次年度現地調査での研究課題を明確にできた。 2つめは災害公営住宅の空室課題である。東日本大震災被災地において災害公営住宅の課題は建設・供給数の対応課題から一転し、人口減少とも関連する空室増加への課題へと変化している。早期生活再建の後押しとしての災害公営住宅の供給は災害直後から長期的なスパンで考察するとともに地域コミュニティの視点からのアプローチが求められる。 3つめは、当事者の声を取入れる仕組みである。そのため災害後の住宅が社会課題として着目されるきっかけとなった阪神・淡路大震災被災地の兵庫県神戸市において「全国被災地語り部国際シンポジウムin神戸」を開催し災害を知らない世代へ伝えることの必要性をテレビ、新聞、webメディアを通じて全国、世界に発信できた。

  • Sociological Approach on Housing Revitalization towards Nankai Mega Earthquake; Focusing on Disaster Public Housings

    This research project aims to public-housing and neighborhood community specialized in disaster recovery in Japan, S Korea, the United States and New Zealand. Housing recovery is the crucial for the livelihood of victims since the 1995 Great Hanshin-Awaji Earthquake. It is revealed in this project that the differentials have turned into disparities in recovery process among disaster-hit local governments. Looking at housing policies designed for disaster victims of the 2011 Great East Japan Earthquake and the 2016 Kumamoto Earthquake tells that the progress and the difficulties of applicant requirements, details of application process, household units in disaster victim certification, and feeding pets inside public housing. Public Housing is common assets for the people. It is time to develop comprehensive housing policies in both public housing and private rental housing at the ordinary time and at the disaster time. It has been proposed flexible renting housing policy in the project.

  • International Comparison Study on Natural Disaster Victims Relief Regime / Post-Disaster Recovery and Culture by Gender Perspective

    In this study, we carried out a long-term follow-up survey in the natural disaster affected areas such as Great Hanshin-Awaji Earthquake, Great East Japan Earthquake, Kumamoto Earthquake, Seoul City, Gangwon Province, Hawaii Island, Oahu Island, and Christchurch City of Japan, South Korea, Taiwan, the United States, New Zealand, and Italy, and conducted interviews, material collection, and analysis of the survivors, supporters, public administration, and media. International collaborative research and exchange meetings are held with local researchers, and the findings are presented in international conferences, conference reports, papers, reports, books, newspaper articles, television commentators, etc. during the project. The symposium, workshop, reconstruction talk, reconstruction cafe for women, reconstruction music cafe, panel exhibition of storytellers were also held with survivors that is special feature of this project.

    (1)The draft of guide book for pregnant women and nursing mothers was completed in cooperation with NPO Baby Smile Ishinomaki in Miyagi Prefecture. It was based on assessment of many guide books in the last academic year, and several trials were done by the NPO. (2)The article 'Natural Disasters and Esteem of People's Diversity' was written in consideration for diversity of people including pregnant women under natural disaster, and issued in the book "Challenge of Social Welfare and Education" (Seseragi Shuppan). (3)The article 'Toward Building of Disaster-Resilient Support Networks for Pregnant Women and Nursing Mothers' was uploaded on the applicant's website(http://www.tama-saminar.jp/).It is an English version of the article which was reported at the 2nd Higashinihon Daishinsai Kenkyu Koryukai in 2016.Its Japanese version was issued as "The Report of the 2nd Higashinihon Daishinsai Kenkyu Koryukai" in 2017.

    This research project aimed to gender issues in natural disaster recovery and disaster risk reduction by the long-term field research in Japan (the Great Hanshin-Awaji Earthquake, the Chuetsu Earthquake, and the Great East Japan Earthquake), South Korea (Seoul city), Taiwan (Taichung city, Kaohsiung City and Taipei City), the United States (New Orleans city and New York State), Italy and Germany. The project pointed out that natural disaster victims take special assistances such as providing and support house and measures for livelihood reconstruction by governments and others. There are some cracks between the disaster victim assistances and the social security system. So it can be named “Disaster Victims Regime.” We also advanced the policy proposals, opinions and suggestion of the law revision according to the international comparative research outcomes.

    This study carried out gender issues and clarified gender role problems in natural disaster recovery and disaster prevention systems in Japan (the Great Hanshin-Awaji Earthquake, the Chuetsu Earthquake, and the Great East Japan Earthquake), South Korea (Seoul city and Gangwon prefecture), Taiwan (Taichung city, Kaohsiung City and Taipei City), and the United States (New Orleans city and San Francisco city) Soon after the Great East Japan Earthquake, our project had submitted several policy proposal, opinions and suggestion of the law revision based on the result of international comparative researches.     This research intends to carry out interdisciplinary reconstruction for the postwar history of Japan-Korea relations through the oral history to South Korean intellectuals. The intellectuals who know postwar Japan-Korea relations have retired a line one after another, and need to record the testimony. Their testimony taught us the history between the both countries which do not understand the official announcement or official document by the government, and a part of policy decision. We can also understand the ambivalent South Koreans emotion for Japan.

  • Academic research on disaster recovery in isolated villages in hilly and mountainous areas involving pre-disaster risk reduction

    Seventy percent of the land mass of Japan is designated "hilly and mountainous areas." Many of the small villages in these areas are rapidly aging and becoming depopulated. Also, many of the villages have a high risk of becoming isolated in the event of a natural disaster. Measures to build up community strength in these villages must be taken before any disaster occurs with a view toward facilitating the post-disaster recovery process. This study takes a multifaceted approach that includes factors from ethnology, sociology, finance, architecture, and other fields. This comprehensive approach is directed at discovering useful criteria for reducing risk prior to a disaster occurring in the villages in hilly and mountainous areas. In particular, we sought to rediscover and use traditional wisdom and devices employed in the running of the villages, called "folk mechanisms ," as a way to rebuild community strength.
