Shadow education, or private tutoring, is a growing global phenomenon, especially in developing countries like Cambodia. It refers to informal academic support that complements school lessons. Since the 1990s, private tutoring has become increasingly prevalent, with many regular teachers engaging in it to supplement their income. However, the underlying factors behind teachers' participation and regional differences remain unclear. This study adopted a mixed-methods approach to analyze these factors. Quantitative data from the 2018 PISA-D and qualitative data from questionnaires and in-depth interviews were analyzed. Quantitative analysis revealed that having a side job, dissatisfaction with wages, and participation in training are factors that increase the likelihood of providing private tutoring. Qualitative analysis showed that teachers provide tutoring not only for income but also to support students and improve their teaching skills. Regional differences also emerged, with teachers in rural areas primarily tutoring students from their own classes, while teachers in urban areas also tutored students from other schools, suggesting the commercialization of education. These results provide valuable insights for the formulation of education policies and contribute to the international discussion on the role of private tutors in public education systems.

This study investigates the influence of home-based parental involvement on secondary school students’ academic achievement, accounting for factors including gender, grade, repetition, siblings, parental literacy, working in paid jobs, family resources, school type, and location. It focuses primarily on four activities at home, namely (a) discussing school performance, (b) eating meals together, (c) encouraging children to get good grades, and (d) talking about future education with children at varying frequency levels. It uses Hierarchical Linear Modeling (HLM) to assess the associations between these activities and academic outcomes. The findings reveal that activities such as discussing a child’s performance, eating meals together, and encouraging children positively correlate with test scores. In contrast, frequent discussions regarding future educational plans are negatively associated with academic achievement. These results underscore the nuanced influence of home-based parental involvement on educational outcomes, providing evidence to inform targeted parental engagement strategies in the context of developing countries.

Abstract The current study examines teacher deployment strategies in Cambodian preschools and identifies challenges related to the supply and deployment of teaching staff in early childhood education by assessing the adequacy, efficiency, and quality of teacher deployment. This study employs multiple approaches in data collection, including desk review of existing policies and literature, analysis of school-level administrative data, and in-depth interviews at the national, sub-national, and school levels. The findings from the study highlight the severe teacher shortage, uneven distribution of qualified teachers and disparities in teacher quality in Cambodian early childhood education. Newly graduated and well-trained preschool teachers are disproportionately deployed in urban areas, while preschool teachers in rural schools are not adequately trained to be preschool teachers. Existing efforts to expand preschool access are insufficient without simultaneously addressing the urgent need for properly trained preschool teachers. Based on these findings, the study offers policy recommendations, including scaling up pre-service training, strengthening teacher workforce planning through improved data systems, and implementing targeted incentives to ensure a more equitable and sustainable ECE teacher workforce.

Purpose This study aims to report the quality of Bangladesh's science and technology universities (STUs) in ensuring sustainable employment of graduates during the Fourth Industrial Revolution (4IR) by assessing their vigilance in skill development activities and exploring students’ perspectives on the university. Design/methodology/approach This research used mixed methods: a close-ended five-point Likert scale questionnaire to understand students’ perspectives and a thematic analysis of the interviews of students, faculties, policymakers and relevant stakeholders. The data was collected through a random sampling method where 1,000 university students took part in the quantitative analysis along with other respondents for the qualitative portion. The analysis was done with a 99% confidence level and a 4.5% margin of error. Findings Bangladesh's STUs still have a long way to go to ensure quality education and generate sustainable employment for their graduates. The universities' preparation to comprehend the 4IR is not at the expected level. In addition, despite students' favourable perception of universities as providers of qualified labour, there is a significant mismatch between supply and demand. Research limitations/implications This research has some limitations regarding time and resources. Due to the limited number of responses from a few universities, this study's findings might only apply to some of the STUs of other countries. This study provided several recommendations for providing quality education to the STUs of Bangladesh. Practical implications The findings of this study indicate that there is still a crucial gap between the initiatives of STUs and the employment market, which prevents graduates from offering the necessary skills to achieve sustainable employment. The findings also support the idea of significant changes in the approach of these universities to address the mentioned issues. Social implications This study suggests collaboration among social actors, relevant stakeholders, STU authorities, education experts and government officials to ensure a demand-based curriculum for the students. The relevant stakeholders should come forward to ensure advanced technologies and internet connectivity in the STUs. Originality/value The data set used in this study is significantly large and varies in the number of institutions, departments and socioeconomic backgrounds of the students, faculties, policymakers and various stakeholders. Furthermore, the capacity of scientific and technology institutions to guarantee sustainable employment through quality assurance in education has also not been recently evaluated in Bangladesh.

This study explores the determinants of the export performance of Indonesia’s low-, medium-, and high-technology manufacturing industries by focusing on the role of raw-material imports and technical efficiency. Micro firm-level data from 2010–2015 were utilized for the analysis in this study. The stochastic frontier analysis was employed to measure technical inefficiency and to determine its effect on export performance. Our findings indicate that in all categories of industry technical efficiency, raw materials imports, foreign direct investment (FDI), location, firm size, labour productivity, and concentration of industries were significant determinants of export performance. While high efficiency increases exports in low- and medium-technology firms, exports decrease in firms with high efficiency accompanied by high imports, FDI, size, and labour productivity. Furthermore, in high-technology industries, efficiency reduces exports and again increases them when mediated by a concentration of industries and location. The empirical strategy also supports the positive effect of imports on export performance in both industries, which also aligns with decreased exports in firms with high imports accompanied by high FDI, efficiency, labour productivity, the concentration of industries, and size. To this end, the study has implications for low-, medium-, and high-technology manufacturing that are mainly concerned with increasing exports.

Abstract Children from three years to the age of five are considered pre-primary students when their emotional, social, cognitive, linguistic, and other skills are built and developed, which helped determine the future behaviors of a child. Children are heavily impacted by their surroundings and the people around them throughout this critical stage. In the 21st century, Bangladesh’s pre-primary education system has been heavily shaped and developed, following Western pedagogy. Parental aspiration remains a crucial path in developing the ECE curriculum in Bangladesh. The ECE curriculum is being remodeled under the influence of the national culture, considering the parental aspiration for the betterment of their children. Cultural components, such as customs, beliefs, social norms, regulations, and religions, have signifi-cantly influenced education. This study aims to investigate the pre-primary education system and identify the changing patterns influenced by culture globally and nationally. In this study, a mixed-methods approach has been employed for the data collected. This exploratory study used inductive reasoning to weave latest information into innovative ideas. Since the parental perspective varies in division wise needs and progress enhancement aspirations, the participants were selected from four divisional headquarters of Bangladesh: Dhaka, Chittagong, Khulna, and Rangpur. For the comprehensive development of cognitive and behavioral patterns, children must be exposed to the history and culture of the community by making the curriculum more engaging. Thus, a refined early learning through ECE has been vital to building a dynamic, economic, and strong nation for the future of Bangladesh.

Purpose This research has been conducted to determine the core reasons for gender inequality and to evaluate the effectiveness of higher education as a sole solution to ensure gender equality. Design/methodology/approach This qualitative case study research explores the causes behind gender inequality, and interviews were conducted with 20 male and female graduates and five stakeholders. Liberal feminism theory has been employed to understand the phenomena. Findings The findings show that receiving a university degree cannot ensure gender equality and empowerment of women in Bangladesh. The key factors contributing to gender disparity are societal and a general deficiency of technical knowledge. Practical implications More policies should support women in every aspect of life, and the existing policies should be carefully followed. The government must ensure high-quality education, and people must show more significant concern by acquiring knowledge from quality education seeking gender equality. Originality/value This research fills the gap in the current literature by providing knowledge about the practical effectiveness of quality higher education in solving the problem of gender inequality, its core reasons and possible solutions in Bangladesh's context.

Early childhood education (ECE) contributes to all young children’s cognitive and non-cognitive development. Most developed countries invest in early childhood education to boost human capital development. In countries such as Bangladesh which are impoverished and underdeveloped, the government has not provided enough access, enrollment, and quality early childhood education. Consequently, parents motivate early childhood education, whose financial circumstances alter to enroll children in school. This study examines the parental aspiration that encourages and motivates them to enroll their children in ECE schools. FGDs and KIIs were conducted with the individual respondents using a qualitative case study method. The findings indicate that parental aspirations, anxieties, and socio-economic conditions significantly affect children’s enrollment in ECE schools. The probability that a child will be enrolled in an ECE school is heavily influenced by the socio-economic position of parents, social recognition, quality of service, and the school’s reputation. This study argued that parental aspiration for children’s enrollment and non-enrollment in ECE impede social justice in education for all children. Finally, all the stakeholders should take innovative policy initiatives to ensure institutional justice and equal enrollment opportunities for children aged 3-5.

Research shows that learning achievements inequalities exist between students from gold mining areas and those from non-gold mining ones. However, there is no evidence on factors that explain this "new" geographic educational inequality. Exploiting the gold mining boom in Burkina Faso, this study employed re-centered influence function decomposition to explore students' background and school factors which explain these learning achievements inequalities and also estimate the proportion of inequalities explained by unmeasured factors. Findings suggest that, relative to student background factors, most of the learning achievements inequalities between the two types of areas are explained by school factors. Moreover, unmeasured educational factors explain a non-negligible proportion of the inequalities, higher for students on the lower and upper tails of the learning achievements distribution. Suggestions for policymakers are discussed based on the findings of the present study.

How does an individual choose to pursue tertiary education in Indonesia in an era of mass tertiary education? What factors affect this decision? In thisarticle, we analyze the determinants of access to tertiary education in Indonesia from the demand side using household survey data. We also examine theimpact of regional and family background factors on inequity of access to tertiary education. In order to analyze the demand side factors for tertiaryeducation, we use a multi-nominal logit model to examine what factors influence an individual’s decision to pursue a sarjana (bachelor’s) program, diploma program, or work after s/he graduates from high school. The data used is from the fourth Indonesia Family Life Survey (IFLS4) which wasconducted by the RAND Corporation and others between 2007 and 2008. Key findings of the analysis are as follows: (1) the education level of the head ofhousehold and family income per household member have significant positive effects on the choice of pursuing tertiary education; (2) in urban areas, theeducation level of household spouse and students’ test scores in high school are positively significant; (3) living in urban areas per se does not have acorrelation with entry into tertiary education; (4) access to bachelor’s programs for urban residents is most likely affected by the family backgroundfactors; (5) holding everything else constant, the tendency is for females to enroll in diploma programs, but not for bachelor’s programs.

Are there strategies to measure the unbiased impact of a particular project, program or policy in such a way as to prioritize public action and maximize the outcome? The decision to expand, reduce or maintain the size of a particular project is based on impact evaluation. How an evaluation can eliminate potential bias and assess the impact of intervention in an accurate fashion is extremely important for the implementation of project, program and policy by development communities and government officials.Randomized experiments are generally thought to be the "gold standard" in policy research. Experimental designs that involve randomly assigning participants to one or more treatment conditions and a no-treatment control group for comparison allow researchers to more confidently answer research questions about whether or not a certain policy or intervention has an influence on observed changes in the population of interest. Selection, or the possibility that an individual's unobserved characteristics are actually explaining the observed association between the intervention and the outcome, is largely ruled out in a randomized experiment. This paper introduces recent randomized experiments of eight educational projects in the primary education sub-sector in Kenya to demonstrate how this experimental design works to reduce potential bias. Further, using the average treatment effect on the treated (ATT) estimated by the experiments, this paper runs a cost-effectiveness analysis in terms of (i) quantitative measures expressed as gains in school attendance and (ii) qualitative measures expressed as gains in test scores. The analysis reveals that education projects diminishing the burden on parents of educational costs are more cost-effective than alternatives to improve quantitative measures at primary education in Kenya. On the other hand, those providing appropriate incentives for both students and teachers are more cost-effective to improving qualitative measures. We confirm the same result from the cost-effectiveness analyses using data obtained by randomized and quasi-experiments, in other developing countries.

This study investigated how school, classroom and pupil factors infl uence pupil achievement in mathematics, English and Chichewa. Tests in the three subjects were administered to 6,000 pupils in 100 primary schools. The results indicate the follows: low achievement in English and mathematics; greater achievement in urban schools, especially in English; better pupil performance in schools with teacher pupil ratios below 50 in standard 7; better pupil performance in classes with trained teachers; and better pupil performance in classes with textbooks in any ratio than those without textbooks. At the upper level, pupils at an appropriate age performed better than overage or underage pupils; boys consistently performed better than girls, although the differences were small; a pupil's family socioeconomic status had a positive infl uence on achievement; and the mother's education was also positively related to performance. The study concludes that basic education with rudimentary structures requires appropriate trained teacher pupil ratios to promote cognitive growth.

In many developing countries, one of the major challenges facing public institutions is the efficient and equitable reallocation of public resources. This paper addresses the issue of how public resources are employed efficiently and equitably in Zambia as a case study. First of all, the study examines the extent to which public resources for education are used efficiently, particularly as a linkage with educational outputs, in comparison to other sub-Saharan African countries. Secondly, because teachers' salaries constitute a large share of public spending on education and teacher themselves are very important inputs in the delivery of education services, the study investigates the degree to which public resources are disturbed efficiently and equitably by evaluating teacher allocation.

Contributor, Access or Quality? New Challenges in Sub-Saharan Africa, Palgrave Macmillan, Nov. 2024, pp 45–66, English, This chapter mainly utilises cross-sectional data to descriptively review the history of educational development in Africa, where many countries achieved independence in the 1960s, and summarises the remaining and newly emerging challenges in the Sustainable Development Goal era. It also discusses the rise of low-fee private schools, a topic receiving increasing attention, the background of this trend and the impact of COVID-19 on education. The results revealed that children’s access to education has improved significantly over the past 50 years. However, several challenges remain, including a learning crisis due to declining quality in public schools, medium of instruction, overage students and inequality. Moreover, during the COVID-19 pandemic in 2020, children’s access to education was severely disrupted in some countries, forcing them to respond to challenging situations. The progress in the years since then, the post-COVID era, has highlighted Africa’s potential for growth and job creation, with youth identified as key players in this trajectory. Owing to the increasingly pivotal role of education in the future, enhancing its quality is imperative.

Contributor, Analysis of Student Retention in Primary Education Level Under Mongolia’s Automatic Promotion Policy, Palgrave Macmillan, Nov. 2024, pp 221–245, English, Mongolia has implemented free and compulsory education alongside an automatic promotion policy at the primary education level. Analysing the impact of these policies on student retention is essential to evaluate their effectiveness and identify influencing factors. A key concern is the low teacher salaries, supplemented by performance-based bonuses, which may incentivise malpractice. This study utilises a longitudinal approach, employing tracing techniques and univariate analysis on 5 schools and 840 students. The findings reveal that these policies have limited effectiveness, as evidenced by a primary education level retention rate of 62.9%. Additionally, students exhibit high academic performance across all socioeconomic status (SES) groups, which is atypical compared to global trends where low SES groups and schools in rural areas often underperform. This anomaly suggests that the performance-based bonus incentives for teachers may contribute to higher reported academic achievements. The findings suggest that the government must take action to increase the retention rate by increasing internal efficiencies for schools and education as well as reducing indirect costs for primary education. Simultaneously, the incentive structure for teachers requires reassessment. Ensuring fair and adequate teacher compensation is crucial. This will help prevent malpractice and ensure the reported academic performance reflects students’ learning., Co-authored internationally

Contributor, Analysis of Students’ Flow Patterns from Primary Through Lower Secondary Cycle Under Automatic Promotion Policy in Uganda, Palgrave Macmillan, Nov. 2024, pp 261–279, English, This study examines the flow patterns of students from Grade 1 through Grade 7 in primary education, and up to Grade 11 in lower secondary using a tracer approach on a sample of 300 learners from 13 schools. The findings reveal that 72.7% of the learners survived up to Grade 7, while 29.7% survived up to Grade 11, signaling low internal efficiency in schooling. A significant association exists between learners’ completion at grades 7 and 11 as well as conventional socioeconomic characteristics such as parents’ education and learners’ entrance age at Grade 1, among others. Repetitions are mostly observed in grades 2–4, while dropout cases are observed in grades 5–9, respectively. Therefore, mitigation measures are needed to improve cycle completion beyond merely providing access., Co-authored internationally

This study aimed to reveal individual children’s enrollment situation in developing counties by implementing the true cohort analysis with longitudinal data. As a result, we could see the effect of school, home, and social economic factors, national educational policies, etc. on children’s enrollment patterns. For instance, low-SES (Social Economic Status) schools had worse enrollment situation and received negative effect of overage easily than high-SES schools in Myanmar. Also, existence of children who temporarily dropped out of school due to home factors was revealed in Nepal. Moreover, various peculiar enrollment patterns, which cannot be found from cross sectional data, were observed in Africa such as Malawi and Zambia.

We attempted to understand the realities of such education particularly from the perspectives of students, teachers, and parents. The investigation revealed that there are so many people who are taking action on their own initiative without solely resorting to external supports. The study results were presented in four categories: (1) Education of refugee children, (2) Education of children with disabilities, (3) Education of children at risk, and (4) Education of children from poor families.

Findings in Honduras and Indonesia, there are influences on children's enrollment patterns such as socio-economic situation and educational policies depending on years. Also, children's patterns of enrolment fall into two categories: graduation without repetition and dropout after a short period of attendance. However, as the present age is getting closer, children could enter a school with official age and graduate without repetition and temporary dropout. In Bolivia, a repetition in the first grade in the first year often happens and leads to dropout. In Malawi, it is appeared that various peculiar enrollment patterns which are not observed from cross sectional data.

The main finding of this research is the growing importance of global and regional level governance of education, in which policy decision was traditionally made only in the national level, reflecting rapid political, economic, and social globalization. This research provided some implications for the actual practice and policy processes of international exchange, cooperation and linkage of education in Japan and the international society through various settings of international conferences and publications.

Provided that an ultimate vision of educational development and cooperation in the 21st century would be to develop indigenous capacity in engineering education reforms, this research analyzes the overall education reform context and capacity, including the status of sector program support using sector-wide approach (SWAp) /program-based approach (PBA) in developing countries. The research also addresses how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization. Based on analysis of the global trends of educational development and cooperation, the research proposes an Integrated Framework of international cooperation to education in developing countries. It is expected that by applying this model to assess current conditions of international cooperation to basic education in developing countries, donor countries and international agencies could clarify their roles in the process of promoting education reforms and enhance their aid effectiveness. Furthermore, the research includes preliminary case analyses of those less developed countries in Southeast Asia, especially Cambodia, Lao PDR, and Vietnam, which are preparing or receiving sector program support using country-specific forms of SWAp/PBA. Country cases briefly examine how the stakeholders in political arenas of each country have been interacting in the process of promoting education reforms focusing on basic education. Both the conceptual and analytical framework and the country case analyses are intended to help developing countries simultaneously meet twin challenges of ensuring equitable access to quality basic education and of developing competitive workforces by renovating technical and vocational education and training, and higher education, in an era of globalization

The main objectives of this study is to investigate the roles of governments and private sector of human resources development in West Asia and East Africa where geographically and historically have had close relationship. Particularly the following four areas were covered: 1) Analysis of public expenditure on the education and health sector, 2)Analysis on public management on the education and health motors; 3)Analysis on Education and labor market; and 4)analysis on health sector with focus on HIV/AIDS and ICT (information and communication technology). In 2005, we conducted field research in Turkey, Yemen, Tanzania and Malawi. We visited government organizations such as Ministry of Education and Ministry of Health, and obtained documents and data. We also visited local education schools and private companies. In Japan, we did desk study and compared the level of education/health development of the four countries. In 2006, we focused on Yemen and Turkey and had field research by: 1) conducting interviews to officials in the Ministries of Labor, Education, Health, and Finance; 2) conducting interviews to state-level government officers of Ministries of Labor, Education, Heath, and Finance; 3) visiting local educational institutes and hospitals/health clinics; and 4) having interviews to the private company related to education and health. In 2007, we conducted a field research in Turkey and Malawi and collected further documents and data. We analyzed the data and wrote papers and published as books and in the journals; then, we presented our findings in the academic conferences inside and outside of Japan. We have many results from this research since each study was case study. For instance, in Turkey, Women's level of education is lower than male' and the women is less participated in labor market. When we look at the level of education, it is less likely for graduate from secondary vocational education in comparison with university graduates to find jobs that directly to what they have learned in school. In terms of job performance, it is more likely for the later than the former that their education has helped them in their work.

This research project has two major purposes. Firstly, it tries to analyze how poverty and vulnerability of people's life, body, and welfare have been changing under transformation in contemporary developing countries. Secondly, it aims at designing social institution framework to cope with new forms of poverty and vulnerability. For these purposes, the project team has focused upon Southeast Asia and Sub-Saharan Africa, and has conducted field works in Laos and Tanzania. It has paid special attention to women, children, peasants, micro-, small, or medium-sized enterprises in the urban informal sector. Through earlier stages of research, it came to place importance on spread of infectious diseases, notably HIV/AIDS, population increase making resources for livelihoods relatively more scarce, urbanization, and government's regulation and restriction, as major factors causing changes in poverty and vulnerability. It also proposes human resource development or individual empowerment as a channel viable to reduce and overcome poverty and vulnerability. Through empirical explorations, we have come to recognize strongly that governments in the respective countries lack capacity to build social institutions required to reduce poverty and vulnerability. It implies that we will have to review how governments or states in the countries are formulated. Nevertheless, governments' human resource development policies, especially education promotion measures, are one of those which have been associated with concrete actions and results, and, therefore, it is necessary to focus on the said policies in future studies related to poverty and vulnerability. As with regard to these points, there has been little knowledge accumulation in academia, it is significant for us to have raised them as themes of research. On the basis of these findings, it is desired to organize multi-disciplinary research activities.
