経済協力開発機構（OECD）開発協力局援助政策審査部(1991-1993)、在フランス日本大使館(1993-1996)、獨協大学法学部(1996-2002)を経て、２００２年より神戸大学大学院法学研究科教授。フランス政府給費留学生、安倍フェロー。

Abstract The prioritization of economic development, considered as a key in understanding the co-existence of heightened security situations and growing economic interdependence in Asia, should be considered as a political strategy among many chosen by political elites in their own political context rather than a consensus implying general acquiescence to the idea. The recent competition between the Belt and Road Initiative by China and the Free and Open Indo-Pacific by the United States, Japan, Australia, and India confirms and reinforces the tendency toward the mobilization of development policy for increasingly strategic purposes in the context of rising tension between the United States and China. - 日本学術振興会, 科学研究費助成事業 基盤研究(A), 基盤研究(A), 神戸大学, 2002年 - 2004年世界の予防外交の総合的研究本共同研究によって得られた知見は、第一に、欧州の予防外交体制が、世界で最も進んでおり、しかも実質的な成果を挙げている、という点である。第二に、アフリカでは、予防外交体制は整備の途上にあるが、「弱い国家」、「破綻国家」から発生する紛争は、まさにグローバル化時代の「新しい戦争」そのものであり、予防外交の展開が困難であることが明らかとなった。第三に、非民主的国家がひしめく中東地域での予防外交は、いまだその制度化がすすまず、特に水資源をめぐる紛争が、今後とも、多発することが予測された。第四に、多民族国家の紛争後には、紛争が再発する傾向がみられること、そして一見、平穏ではあってもそれは多国籍軍の存在の結果であり、いつ何時、紛争が再発するかがわからない不安定な状況であることが明らかになった。このことは、欧米の自由主義的民主主義的制度構築の、また市場経済導入の平和構築の手法が、多くの場合、失敗に帰していることを意味する。よって多民族国家でのエスニック紛争後に平和構築が困難であることが検証できた。そのことはまた、地域、国家の特殊性を考慮した、紛争予防措置の考案がいかに重要であるかを改めて認識させることになった。世界各地の紛争予防の現状を、紛争原因、予防外交パワー、そして予防外交体制の制度化といった視点から比較分析すると、紛争予防への取り組みの地域差がいかに大きいかが明らかになったことが本共同研究で得られた最大の知見であろう。世界の紛争地帯を調査して回ったこの三年間、本研究の分担者は、単に文献で情報を収集することではとうてい得ることのできないような、貴重な体験をした。紛争現場に身を置くことで、紛争原因、そして紛争そのものを実感できたし、また現地で政策担当者や専門家と直に面談調査したことで、予防外交の現状およびその課題を直に検証できたのは貴重な経験であった。
