    In this study, the process of generational change and the support system for successors in a small-scale community-based farming corporation in a hilly and mountainous area are considered. For this purpose, several interviews were conducted with the successors and other people concerned. As a result of the analysis, the following points about generational change were revealed. First, in order to secure successors from within the community, it is necessary to provide them with opportunities to be involved in agriculture from an early age. Second, after securing successors, management resources should be concentrated to provide a friendly working environment for them. Third, generational change is usually accompanied by a long period of time for successors. However, more time is needed for tasks where experience is required. Therefore, support from former manager and executives is necessary to continue after a generational change.

    The purpose of this study is to clarify the barriers and the process of supports obtained in starting the farm-stay businesses with inbound tourism from the perspective of migrants. In- depth interviews on entrepreneurship of farm-stay businesses among local vitalization cooperators (LVC) were conducted, and the following results were found. First, there are two main types of barriers when starting farm-stay businesses namely barriers caused by new businesses start-up and barriers caused by local life. The barriers caused by local life have three aspects: an inadequate understanding of the ways to interact with local residents, insufficient information on community rules, and insufficient agricultural knowledge. The barriers to receiving foreigners include lack of understanding by neighbors, publicity, service and activities supplied, and matching facilities. Second, supports can also be divided into two categories: supports in local life and those in business start-up. The network and trust relationship established with local residents during the first stage of overcoming local life barriers can help overcome the barriers faced when starting businesses. Meanwhile, supports in business start-up deepen the relationship between migrants and local residents, thus playing a supportive role in life stabilization. Third, by analyzing the LVC cases, we conclude that ordinary migrants need ample time to undergo the process of accommodating to local life, thereby building a network and trust with local regions before starting new businesses. This research provides references on the study of starting new businesses in rural areas from the migrants’ views and issues to farm-stay businesses and inbound tourism at the starting phase.

    This paper aims to analyze consumers' subjective evaluation of the characteristics of local agricultural products. Analysis of the data collected from a questionnaire based on the characteristics identified by previous research reveals that consumers' subjective evaluation is based on certain criteria. It is shown that women evaluate area-related characteristics more highly than men. Further, households with high annual income have a higher evaluation than low-income households. In conclusion, it may be inferred that it is necessary for the actors to consider such characteristics in order to develop local agricultural products in the future.

    In this study, we clarify the acquisition process of the local characteristic in developing special products. We make both the acquisition processes clear, by comparing the category of products with local characteristic breed with the category of products without local characteristic breed. The results showed that there are three phases: In the first phase, the members connect the products and their history, discovering their historical relations with the local characteristic. During the second phase, the products acquire the local limitation as well, and the products are distinguished from the others. Lastly, in the third phase, the properties of products can be diversified through activities for acquiring the various properties. It is also suggested that more local relationships are made in the case without local characteristic breed than the one with it.

    This research paper analyzes and considers the current situation of the changing social structure and the issues in the basic rural organizations, using Guandi and Beigou villages as the developing urban areas in China. Furthermore, it considers the role played by the tourism organization toward the decline in the functioning of the basic rural organizations. Analysis results show that these basic rural organizations cannot respond appropriately to the changing social structure. Guandi's tourism organization was established by the local residents, accepts a cross-section of residents, and it is a part of the function of the basic rural organization. On the other hand, Beigou's tourism organization was established by the basic rural organization, and conducts business activities, which contribute to improving its fiscal circumstances. Therefore, it is evident that Guandi's tourism organization is complementary to the functions of its basic rural organization, while Beigou's tourism organization contributes to widen the functions of its basic rural organization.

    This study identifies the property of committed non-permanent residents through a case study of the Community-Reactivating Cooperator Squad (CRCS) away from the region. As the results show, the CRCS have studied the property's behavioral aspect and established that there are purposes to visit the region such as "Parts of the work" and relation with the region without actually visiting it, such as "Mediation of the different region." In addition, they have studied the property's psy­chological aspect wherein there are emotional rela­tions such as "Contribution will" and utility-like relations such as "Side bet." From these analyses, we examine that an individual could be one of the local leading figures. Lastly, we indicate two factors to utilize non-permanent residents. First is to evaluate and support people "who commit to the region." Second is to promote not only the relative need to visit the region, but also the relative need not to do so.

    This study examines the internal effects of and framework for the evaluation of coworking local actions with university students. Based on the analysis of annual reports from the past 10 years in Enactus Japan, coworking of local actions with university students has made economic, envi­ronmental, and social contributions. Among these contributions, such coworking actions have provi­ded opportunities for the capacity development of individuals, organizations, and local communities. There are five ways in which coworking local actions with university students can help create sustainable internal effects. First is the construction of a developmental system in which trainees grow into trainers. Second is coworking with companies. Third is coworking with non-profit organizations. Fourth is coworking with the university center. The fifth is the establishment of a company by univer­sity students. Based on the above findings, this study demonstrated the internal effects of and framework for the evaluation of coworking local actions with university students.

    Amid the increasing demand for self-governing organizations in Japan's hilly and mountainous areas, the government has implemented the community support staff system, in which local governments are responsible for supporting self-governing organizations. This comparative case study on three local governments in Hyogo prefecture shows that community support staff are highly committed to their assignments without regard to payment. We also find significant relationships between the community support system's design and staff activities. The study employs two axes (task-orientation and volunteer-orientation) to characterize the system's design, revealing that community support staff do not always find their activities rewarding and consider their management system to be poorly organized, indicating that further efforts are needed to communicate the importance of the system.

  • NAKATSUKA MASAYA
    新たな国土形成計画の策定がすすめられている。10年先の国土のあり方を考えるにあたって,農山漁村およびその集落をどのように位置づけるのかは,これまでになく大きな課題となっている。改めて述べるまでもなく,急速な高齢化と人口減少がすすむなか,集落は大きな転換点をむかえようとしている。本稿では,いま将来の国土の方向性を考えるにあたり,その基礎となる「集落」に焦点をあて,その連携を含めた可能性や展望について論考をすすめることにする。そこで,まず集落の将来像と展望について既存推計に基づき概観することからはじめたい。その上で,国土形成計画上における集落の位置づけを,「小さな拠点」に関する議論とともに確認する。さらに,こうした計画策定がすすむ一方で,現場で展開される集落再編の動きや問題を確認する。それらを通して,計画と現場のギャップの一端を表出化し,今後の集落とその連携に関する課題を示していく。

    This research paper analyzes how management systems implementing rural community support have evolved and considers important points and issues seen within these management systems. Then, the cities Fujiyoshida and Hitachiota are empirically studied as established cases for management systems toward rural community renewal cooperative group projects. The analysis results indicate the following critical points in implementation systems: (1) the distribution of activities often undertaken by individuals in central leadership positions to the central support structure; (2) performance evaluations of individuals playing central roles in the systems and allowing for continuous participation; and (3) the establishment of maintainable relationships with university faculty. The following issues were determined: (1) the placement of individuals in central roles of the program and their development is critical; (2) cooperation must be strengthened between local citizens and the organization; and (3) local rural community supporters' career growth and continued supporter recruitment must be conducted.

    In villages, fruits such as persimmons draw animals to the fields. It is expected persimmons were harvested earlier than monkeys would eat them to prevent crop damage. However, persimmons remain for a long time because local residents have not been motivated to use it. We carried out a social experiment to investigate how can local residents collaborate with the outside peoples in the persimmon harvesting. The questionary survey of outside peoples and local residents revealed follows. One is that outside peoples were satisfied both of that they help solve local problems and they can get persimmons. Second is that this event contributed to helping local residents recognize the resource value that persimmons and monkeys have. Finally, local residents want such an event to not only mitigate the damage but also allow for sharing idea about countermeasures and damage among local residents.

    In order to identify problems in rural areas, this study analyzed reports on community support activities in Hyogo Prefecture by using text mining methods.We collected 320 reports on community support activities conducted between 2007 and 2011 in the areas of Tanba, Tajima, and Awaji. After classifying the reports according to their sphere of activity (e.g., a village, several villages, a town), we used text mining methods to identify local problems specific to each level.The main findings were as follows:(1) All three levels shared problems related to children, the elderly, exchanges among local residents, and tourism.(2) At the village level, the management of living environments and farming were the problems.(3) The problem unique to the several-village level was with regard to the elementary schools.(4) At the town level, food and welfare were the local problems.

    This study focuses on the difference in moving expenses by examining past instances, and considers effective community contributions and support problems of effective university. I classified the support into four models: (1) solving problem model, (2) interchange model, (3) knowledge management model and, (4) discovering value model. Even when the activities were intermittent, I was able to confirm and categorize the activities according to intent. Results showed that the tendency of local cooperation, without considering moving cost, is the same for any traffic distance. Those deciding on an appropriate strategy to facilitate local cooperation should be conscious of these four models to get a proper sense of the moving costs suggested in this study.

    We study regional student support communities in terms of challenges faced by students and propose how regional support may be made more effective. First, depending on the background of such communities and the circumstances they operate under, we classify student communities into four types: seminars, educational programs, circles, and clubs. We find that each classification type has its own unique problems. Second, we discuss 1) the establishment of a daily counseling center to help dispel any fears the students might harbor, 2) provision of recruitment support and mentoring for students, to help them plan for the future, 3) fostering student inclusiveness and partnerships with communities so as to create safe and caring environments, and 4) the provision of region-wide resources, including funding, counseling, and networking among various student associations, so as to improve student experiences and learning outcomes. A future challenge would be to escalate the development of student communities from organized support to strategic management.

    This study identifies some of the key requirements for a rural experimental learning program that involves a university and a rural community. An action research method was applied to a case study involving a learning program run by Kobe University and Sasayama city. Empirical data, consisting of meeting minutes, field reports, forum presentations, and feedback notes from students involved in the program, were collected from 2007 to 2011. The results highlight the optimal number of students per farmer in group activities, suitable host associations, the need for events that facilitate cross-regional participation, the need for a rotation of community hosts, and the need for an appointed program coordinator. Furthermore, to ensure the long-term continuation of such a program, it is essential that there is a dialogue between the university and rural community, which is facilitated by the program coordinator.

    This paper focuses on the factors affecting countermeasures against monkey crop raiding that have been implemented voluntarily by residents. Two factors affect these countermeasures: the interaction between village residents and experts, and the funding of participatory methods through which villagers could implement these countermeasures. Some village residents had devised innovative counter measures drawing upon experiences of crop raids by animals in the past. However, currently, there is no system to facilitate the dissemination of successful countermeasures against crop raiding by animals. We argue that establishing such a system would help the development and spread of effective countermeasures. Accordingly, we offer a number of policy recommendations. Firstly, an effective network enabling knowledge sharing about countermeasure techniques should be established. Secondly, a person should be employed locally to facilitate and enhance village-based crop raiding countermeasure plans and activities.

    Increasing vacant houses are one of the critical issues in rural area in Japan. This paper discusses the chief factors determining continual houses renovation linked with community development. The results by the case in Fukusumi village are as follows. The continual learning and practice about housing problems were related to get the new actors from inside and outside of the village. The structure of the development became clear by considering the renovating houses as one of actors. There were three types of network groups: native, technical expert and public relation, and the groups were connected through the hub persons.

    With respect to black bean production, this study discusses the relationship between age, mastery, and knowledge acquisition among farmers. A total of 320 questionnaires were collected in Sasayama city, Hyogo prefecture, to explore the degrees of knowledge acquisition and mastery among farmers. The main findings are as follows: (1) Inexperienced farmers are more likely to acquire knowledge from farmers'cooperative community (FCC) or agricultural improvement and growth center (AIGC) activities (e.g., cultivation information, training programs) or from individuals in their own village and family; (2) Middle-class farmers acquire knowledge from FCC or AIGC activities, and from individuals in their own village and family; and (3) Expert farmers acquir e it from FCC or AIGC activities, and from individuals in their own village, family andcity-level agricultural community.

    Networking multiple sectors is important for rural development. This paper draws on a case study of the Northern Rural Network (NRN) founded by the Centre for Rural Economy at Newcastle University, northeast England, in 2000. This network wasestablished with the aim of bringing together researchers and practitioners to share knowledge about pertinent issues in rural development within neo-endogenous approaches. Through participant observation and interviews of the managers of this network, this study shows that the NRN has successfully created an active learning network and substantial value in terms of knowledge transfer. Although the cost and the qualty of the university's engagement from an academic point of viewsremaincommon problems, this type of network should be created in rural areas in order to promote rural development in Japan and worldwide.

    Aging problems and depopulation in rural areas are said to lead to loss and deterioration of regional knowledge.This study discusses (1) the level of knowledge acquisition among different age groups in villages,(2) the relationship between the level of knowledge and village characteristics, (3) the main factors of village characteristics that contribute to knowledge acquisition.A total of 232 questionnaires were collected from16 villages in Sasayama city, Hyogo prefecture, toexplore the villagers' knowledge on the natural environment, culture, and village life.Three hypotheses were tested: (A) active villages have a higher level of knowledge acquisition; (B) larger villages have a higher level of knowledge acquisition; and (C) depopulated villages have a lower level of knowledge acquisition.The results differed among age groups, and the age group of 60-70 had tendency of (A) and (B), while the group of 40–50 only showed (B).

    These days, almost everyone uses the Internet.Communication tools such as Social Networking Service (SNS) have been developed in the last few years. However, information and communication technology (ICT) literacy is a problem, because many people in the rural areas are so old that they find it difficult to use. The purpose of this paper is to improve the user friendliness of SNS specifically designed for community development in rural areas and to consider the effects and problems in a practical case study at three residents' associations inSasayama city, Hyogo prefecture. The results show that the SNS is satisfied with actual conditions and an easy-to-use interface for the registrant. It acts as another platform for interaction among young residents and the urban people who interact with their community. Additionally, it serves as a management tool for regional information and knowledge.Although SNS will have to be improved with time, it is one of the useful communication systems for rural community development.

    Rural areas are facing serious problems of aging and depopulation, and universities are expected to play an active role in supporting and activating these areas. This study explores the roles and achievements of four university satellites in rural areas. By conducting interviews on (1) the process of their foundations, (2) their activities, (3) their management systems, (4) their achievements and challenges, and (5) the roles of their resident officers, the reliability, interactivity, and ripple effects of the satellites are analyzed. To enable and maintain regional partnerships, support systems from local governments, network platforms, local organizations, and universities are needed. In rural areas, university satellites provide reliability through resident officers, interactivity through educational projects, and ripple effects through lifelong education, all of which are directly related to regional needs.

    The function of a settlement is being broken because of ageing and declining in population in recent years, so a reorganization of the autonomous organization is needed. Therefore, the community support staff system is made recently. Then, this paper studies the problems of a support staff system. In conclusion, it was clarified that there are problems of disagreement between supporter's and inhabitant's awareness, and a supporter's role is not clear. It is further suggested that it will be necessary to give publicity of a supporter's importance and role to inhabitants.

    This study pursued the development of an on-farm experiential learning program through an empirical study of an agricultural educational program in Kobe University. The study was undertaken for two purposes. One was to show the management factors that are essential for operating an on-farm experiential learning program. The choice of educational sites, traffic access, team separation, and time management of farming activities were the main concerns. The other purpose was to show the essential factors of program planning through an analysis of the learning process. The study results showed that an on-farm experiential learning program should include activities such as village roaming, biological surveys, sequential experience from food production to sales, and communication between farmers and students.

    The role of the community leader gains importance under the severe socio-economic environment prevalent in rural areas. How does the leadership shown while the variety of the community increased? In this paper, we explored the behavior of these leaders and the manner in which they were nurtured over the stages of community development through interviews and surveys.
    Our study showed that in addition to acquiring the trust of their community, it has become important for today’s rural leaders to acquire knowledge and establish a network by carrying out work outside the community. The emerging problems that they have to face are with regard to the formation of agreements and promotion of community participation, the variety of and the differences between community inhabitants, etc. Furthermore, there is greater emphasis on M-oriented behavior than P-oriented behavior today.
    These results clarified that knowledge management and the reformation of the age-grade system (construction of social OJT) are the challenges in the path of the nurturing of new leaders.

    In recent years, measures for supporting reconstruction of regional autonomous organizations have been conducted by municipalities to activate local communities in the rural areas. This paper clarified the classification of bylaws adopted by the regional autonomous organizations in Tamba city and Asago city, by comparing the bylaws adopted by the organizations. As a result, we classified the bylaws into three groups, and clarified the activities of the organizations which adopt each bylaw. Consequently, we indicated difficulties in the process of adopting bylaws.

    The objective of this paper is to inquire into the evaluation framework and methods of regional partnership activities in order to establish the PDCA cycle of regional partnership activities in the field of agricultural science.
    First, we examined the evaluation framework of regional partnership activities by reviewing the articles related to the evaluation of CSR and NPO.
    Second, we interviewed and analyzed the opinions of major stakeholders in regional partnership activities, taking the regional partnership activities of Kobe University’s Graduate School of Agricultural Science as an example.
    With respect to the gaps in the expectations of stakeholders, the regional partners want faculty members to contribute new solutions to regional causes while the faculty members want to contribute by utilize their expertise.
    On the basis of the understanding of these gaps, we should strategically select regional partnership activities that are committed to innumerable social causes.

  • 韓国における一社一村運動の展開要因と課題

    韓国の農村地域では、日本と同様、農産物市場開放による農産物価格下落によって、農業所得の減少、若者の離農による過疎化、高齢化で農村地域の活力が低下している。そうした中、農山村地域を活性化させるための方策として、一つの企業と一つの農村が姉妹提携して、農村体験や農産物直接取引、相互訪問などの活動を行う一社一村運動が韓国全土に広がっている。一社一村運動は、政策として実施されていない「運動」にもかかわらず、急速に広がりをみせているが、その展開要因をはじめ、実態や課題、農村地域の活性化への寄与については、不明な点が多い。しかしながら、先行研究をみると、宮崎や浦出らによるマウル単位でのグリーンツーリズムに関する研究はあるものの、一社一村運動を直接対象とした研究はほとんどない。本研究では、まず、一社一村運動の仕組みや展開の実態を、推進主体である韓国農協中央会の取り組みとともに整理し、韓国における運動展開の要因を考察した。その上で、事例調査とアンケート調査を実施し、一社一村運動の効果と課題について分析し、今後の継続的な発展の要件について考察した。また、同じような運動は、日本の静岡県でも行われており、本研究による一社一村運動の発展要因と課題の解明は、本運動を国際的な運動としていくための意義があると考える。

    In rural areas, there are emerging reformation processes in regional autonomous organizations. However, the question of facilitation and management of these processes remains unsettled. In this study we applied the model of "Ba" to analyze the processes in 10 elementary school divisions in Sasayama city. Results showed the gradations of achievements in different divisions, from successfully functioning cases which have generated "Ba", to those with difficulties after the first support from the public administration. Two elaborated cases clarified the basic conditions and the elements in different stages of the model to facilitate and manage the reformation processes.

      When a government works on people to participate in the community development, their responses is different often. So there are some factors that determine the responses in their community. The aim of this study is to clear these factors by using the results of survey in Kamikawa town, Hyogo prefecture. In Kamikawa town, there is a project named “Community Salon Project” that is aimed at making Salon where varied generations cooperate to resolve their concerns. As a result of this study, we indicate that “Social Capital” is one of the factors which provide community's response.

  • 属性と経験による地域コミットメントの相違に関する実証分析 : 篠山市K地区を事例として

    地方分権の流れのなかで、新しい地域自治や地域経営の確立が求められている。その一方で、過疎化、高齢化の進行する中山間地域では、基盤となる人口、人材の確保が困難になっており、定住促進、多様な主体の協働促進が重要な政策的課題となっている。定住促進については、近年では団塊の世代をターゲットとした多自然居住の促進など都市部からのいわゆるIターンを促す側面が注目されている。さらに、他出子弟など帰村を促すUターンや他出しながらの出身地域への関与の強化、離村の抑制という側面も重要と考える。後者の課題については、従来から地域への帰属意識や愛着心の醸成の必要性が指摘されるが、個人の価値観や地域との関係性が多様化するなか、地域と個人との望ましい関係について改めて検討することの意義は大きいと考える。以上のような問題意識のもと、本稿では兵庫県篠山市のK地区を事例対象として、地域における多様な主体の属性や集落の役職経験と地域へのコミットメントの関係性を分析することを目的とした。

    近年、農学分野をはじめ様々な研究分野で地域連携活動が積極的に推進されている。その理由の一つは、「産学官民連携」という言葉に象徴される社会の大学に対する直接的な知的貢献の要請である。大学の知識を価値源泉に、大学のシーズと地域のニーズをマッチングさせ、新たな産業育成や地域の知財管理を行い、知の実用的な問題解決や価値創造をはかり、社会還元をすすめることが、大学の使命として期待されている。これは、農学分野に限ったことではなく、すべての研究分野に対して要請されるものである。「研究」、「教育」につぎ、「社会貢献」を大学の第3の使命として強調する流れに位置づけられるものである。もう一つは、農学分野においては、特に「フィールドサイエンスの推進」のための地域連携への期待である。農学研究と現実・現場との乖離に対する反省から、研究・教育フィールドの発掘と活用を通じて、実学としての農学への回帰をはかる流れに位置づけられる。現場を知の源泉とするフィールド科学の推進は不可欠であり、大学の農学分野独自の仕組みづくりのあり方が問われている。本研究では、まず、農学分野における地域連携活動は、現在どのように行われているか、その枠組みと課題を整理する。そのために、既往研究の整理と全国の農学分野における主要な地域連携活動の分析をおこなう。次に、神戸大学と篠山市の地域連携活動の事例分析をとおして、今後の農学分野における地域連携システムの展望について一考することを目的とする。

    近年、農山村地域の再生の論議において、「新たな公」としての集落自治組織(以下、自治組織)が改めて注目されている。地方分権化の流れを受けて、小地域の自治組織が担う役割は大きい。他方、自治組織の規模や性質は多様であり、地域づくりにおいて、既存の自治組織が機能的に活動していくためには課題も多い。特に、これまでの縦割り型行政の受け皿として、事業毎に乱立した組織が重層的に存在することに対して、自治組織を効率的に機能させるための再編に関する課題はかねてから指摘されている。このような背景から伺えるように、農山村地域の過疎化・高齢化が進む中で、現在の集落の枠組みを超えて、新たな自治組織の再編を画策していくことは、中長期的には妥当な考え方であろう。しかしながら、各々独自の文化をもつ集落同士が一つになり、自治組織を形成すること自体にも困難が伴う。

    The depopulation is one of the biggest problems in the rural areas. In this study, we made a questionnaire survey on Region Characteristics to the representatives of rural communities in Sasayama city, Hyogo prefecture. We also calculated the population ratios of the thirties in each community that we regard as an important index of settlement. Then, we classified rural communities of Sasayama city into 3 using their own Region Characteristics. After that, we analyzed the relationship between each type and the population ratios of the thirties and other indexes of settlement. As the results, we found the settlement must be promoted by Region Characteristics.

    In these days, a neighborhood has been drifted apart even in rural community. This would be caused by decreased networks that are formed by settlement of residents. Therefore, the place to communicate is needed for the people who have their various histories. In this research, we compared the effect of the new relationships of parents, whose children are entering an elementary school, on the community building between rural and urban regions. The obtained results suggested that new partnerships among parents by entering school greatly affected on the activation of the social network. This newly formed network in elementary school might be one of the strategies for reorganization of the village including new residents.

    Through a case study of an elementary school division in Sasayama city, this paper clarified the actual situation and the problems of autonomous organizations. The problems were; 1) The inhabitants were burdened with too many posts for the size of the community. 2) The present mechanism of administrative assistance and autonomous organization didn't fit the needs peculiar to each area. Therefore the inhabitants, especially who were deeply involved in the community, sought a breakthrough. Based on this analysis, we showed a direction for the independence and the activation of the community with the reconstruction of the autonomous organization in an elementary school division.

    近年、都市居住者を中心とし、自給自足、田舎暮らしなど農山村地域における生活への関心の高まりとともに、UIJターン、二地域居住といったライフスタイルが広まりつつある。一方で、農山村地域では、進学や就職を契機に若年層が大都市圏へと進出し就職・定住することが多く、若年層の人口減少・人材不足という問題をこれまで抱えてきた。このような都市と農村のそれぞれの要望や課題を調整し、地域活性化を図る取り組みの一つとして、農山村地域でのインターンシップ制度が期待を集めている。本研究ではまず、我が国の農山村におけるインターンシップ制度の現状分析と既存研究のレビューから、制度の設計と運用の要点を明らかにする。次に、得られた要点から草山地区を対象として、インターンシップ制度を仮説設計し、試行する。さらに、試行結果の検証から要点の修正と補強を行い、制度設計手法としての妥当性を高め、インターンシップ制度の効果的な設計手法を提示することを目的とする。調査対象地とした草山地区は、兵庫県篠山市の最北部に位置する。

    本研究は以下の3つ視点から、若者を中心とする農山村移住の実態、プロセス、課題を総合的に明らかにする計画である。すなわち、①農山村移住は、どの程度、なぜ、どのようにして発生しているのか(人アプローチ)。②移住者はどのように仕事を確保し、それを通じてどのように地域との関係性を持っているのか(なりわいアプローチ)。③農山村移住が頻発する地域はどのような地域であり、また移住を契機として地域はどのように変わっているのか(コミュニティアプローチ)、加えて、④欧州諸国で以前から持続している田園回帰は、上記の視点からすれば、わが国の実態とどのような異同があるのか、差異があるならばそれを生み出す本質は何か(国際比較アプローチ)。そのために、それぞれのアプローチに対応した研究班を設けて研究活動を進めるとともに、総括班(全員)での情報や認識の共有化を進めてきた。 初年度は、主として研究のフレームワークの確認と強化、そして理論的検討のステージとした上で、特に次の内容を実施した。第1に、全員による研究課題の確認等の研究会を行い、田園回帰をめぐる理論の到達点について集中的に討議し、その意義と今後の課題を明らかにした。第2に、人アプローチ班において、総務省の事業として実施されてきた「地域おこし協力隊」のOB・OG隊員に対する独自アンケート調査を行い、その実態や課題を整理した。第3に、なりわいアプローチ班においては旺盛な現地調査を実施し、移住者による起業・継業の実態と課題を明らかにして、既に研究成果を複数公表した。第4に、国際比較アプローチ班は、欧州における田園回帰研究における第一人者と目される英国の研究者からのヒヤリングを行い、主に欧州における田園回帰の現状、また田園回帰をめぐる最新の研究状況を学んだ。 加えて、各班毎に既往研究の整理やデータ収集を進め、次年次以降の研究に資する基礎的な活動を実施した。

    We conducted a comparative study aimed at establishing a new comprehensive rural planning science in the monsoon Asian region. For that purpose, we conducted literature surveys and on-site surveys on laws, institutions and projects related to rural planning for each country. For Korea, Taiwan, Indonesia and Vietnam, in particular, we clarified the actual situation and problems of detailed land use plan. When conducting the research, we established a network with researchers from various countries, conducting surveys jointly, and holding research groups. In all countries, the relative reduction of rural population, the necessity and difficulty of land use plan are common, and we presented a new paradigm of rural planning, in particular to cope with the declining population.

    Endogenous development theory, which underpins many rural revitalisation schemes, has been criticised, as the local dynamics of rural areas both in Japan and UK evolve beyond the socio-spatial boundaries of the rural. This study aims to examine the rural realities that diverge from endogenous development theory and redirect rural development strategy and practices. Dialogue between theoretical review on the one hand and case studies in Japan and UK on the other, reveals historical contexts and causalities, as well as new challenges for effectively capturing today's ever-changing rurality. An edited book with research findings will be published in 2017.

    The purpose of this regional planning study is to explore a little further into the needed policy reform for agricultural reconstruction to recover the beautiful and vital rural area in Japan, making use of the multi-purpose use structure of rural space. Economic, environmental and social perspectives were taken. Arrival points of regional planning theory, the reality of rural area and agriculture, the content of the reform aimed for agriculture reconstruction that is needed in the future, were summarized. Based on field work, field survey and discussion among research members, a final report was prepared. In the spring meeting of the Association of Rural Planning, which is the most relevant academic society, the final report was distributed to the participants.

  • 東アジア諸国におけるコミュニティ計画論の比較研究

    東アジア4ヶ国(日本、韓国、中国、台湾)からコミュニティ計画論の研究者を招き,2010年8月22日から26日にかけて京都大学で国際ワークショップ(WS)を開催し、各国のコミュニティ計画論について濃密な意見交換と比較考察を行った。日本からは「集落自治組織の再編」と「まちづくりにおける自治組織の機能」に関する報告があり、韓国からは「農村マウル総合開発事業」に関する報告(2事例)があった。また、中国からは「新農村建設事業」に関する設計事例の報告(2事例)が、台湾からは「2010年に制定された農村再生条例に基づくコミュニティ計画の取り組み」と「文化的資源による社区発展の比較分析」がそれぞれ報告された。各国の報告はコミュニティ計画と地域づくりにかかわる最新の事例を取り扱っているが、計画論を規定する各要素(計画の区域、事業主体、住民組織、参加のスタイル、専門家の関与、行政の関与、助成)に着目してこれらを整理したところ、それぞれの共通点と相違点が鮮明となり、東アジア各国のコミュニティ計画論を包括した枠組みの設定が可能であることがわかった。他方、報告内容から重点的な関心を読み取り、それを比較するならば、中国では計画策定の方法論(狭義の計画論)が、韓国では、地域づくりのマネジメント(広議の計画論)と関係主体の連携が、台湾と日本では住民主体の形成(キャパシティ・ビルディング)がそれぞれ中心的な課題として扱われていたが、これは、各国のコミュニティ計画論がおかれている環境条件に大きく左右されていることが推察された。これらの成果は、『比較農村計画論』の確立に貢献するものである。

    So far, scheme of rural planning has been developed to target only the formal knowledge though actual plan making has been largely dependent on the tacit knowledge. The aim of this research project is to establish a new methodology of rural planning by introducing the concepts and methods of knowledge management (KM). Potential applicability of KM methodology in the field of rural planning is thought to be very wide. It is expected that KM can be applied to various aspects of rural planning. We can classify the research issues that were implemented in this project into six groups mainly by the type of knowledge, that is,: (1) Knowledge of rural district planning, (2) Knowledge of institutions and policies taken by local governments, (3) Knowledge of rural community revitalization, (4) Knowledge of local officials, (5) Knowledge of local residents and (6) Building knowledge bases by Information and Communication Technology.
