- Global maritime traffic is increasing, and the development of Maritime Autonomous Surface Ships (MASS) is progressing. Demonstrations have been carried out, and the first fully autonomous voyage under human supervision was completed in Norway in 2023. The International Maritime Organization (IMO) is developing regulations for the introduction of MASS and aims to issue a mandatory MASS Code in 2032. Research is being conducted on the actual management of engine plants and maintenance methods for the realization of MASS, but research on how to safely operate and manage ships is still lacking. The aim of this paper is to capture an overview of the changes in ship management with the advent of MASS by means of a questionnaire survey of seafarers in ocean shipping companies. Cooperation was obtained from 100 captains and deck officers to clarify this objective. - Current stern lights can be used during night lookout to gauge the presence of an approaching vessel, but since the light emission range of the stern light is wide at 67.5° on each side, it is difficult to estimate the direction of travel of vessels with these types of stern lights. This study aims to investigate more effective ways to determine if a vessel is approaching, and utilized a questionnaire survey to see if the introduction and expansion of side passage lights, which are currently used on Ultra Large Container Vessels (ULCVs), would solve the problem of the current stern lights. Analysis of the survey results discovered that these side passage lights contribute to a more accurate estimation of the approximate heading in nighttime overtaking conditions, although the accuracy is lower than that in the daytime. Furthermore, based on the results of the questionnaire, if side passage lights are widely adapted, it is unlikely that confusion will arise in the future, even if side passage lights are widely used by other vessels besides container vessels.Japan Institute of Navigation, 2023年, Transactions of Navigation, 8(2) (2), 63 - 72, 英語[査読有り]

Abstract Demonstrations and local tests of several maritime autonomous surface ships (MASS) have recently been carried out. From a technological standpoint, MASS are becoming able to handle actual operations in certain sea areas. Since 2017, the MSC (Maritime Safety Committee) of the IMO (International Maritime Organization) has been discussing legal problems with the Regulations for Preventing Collisions at Sea (COLREGs) with regard to MASS operation. The purpose of this paper is to clarify the rules from the perspective of seafarers, who need to interpret COLREGs when dealing with MASS in ship handling situations on the sea, and also to discuss possible required amendments to COLREGs. This paper attempts to clarify the extent of current interpretations while also taking into account the answers to questionnaires received from 130 pilots, ship captains and navigation officers concerning COLREGs for MASS operation. - Impacts of Commitment and Goal Setting on Pro-Environmental Behaviors (PEBs) Toward Ocean Conservation: An Exploratory StudyWe rely heavily on our oceans for food and natural resources, trade and commerce, recreation and tourism, biodiversity and clean water, as well as carbon storage and climate regulation, among many other critical life-sustaining and enriching functions. However, awareness efforts to get people to modify their behaviors toward ocean conservation are typically ineffective [1], often because people cannot see the direct connection between their actions and global conditions [2]. Commitment and goal setting are two techniques borrowed from consumer behavior research that have demonstrated an ability to enhance pro-environmental behaviors (PEBs) [3]. This study examined how goal setting and commitment influenced PEBs (or pro-comploiance) attitudes and behaviors of seafarers. Using an experimental design borrowed from safety culture research [4] and adapted to a shipboard environmental compliance setting, this survey measured ocean literacy [5] as a proxy for awareness about ocean issues and conservancy. Then a randomly-assigned treatment group was subjected to commitment condition using the Clean Seas pledge [6] and a goal setting exercise about ocean conservation. After a period of four to six weeks, a follow-up survey was administered to participants to determine the degree to which PEBs were sustained. Those that received the treatment and made commitments were 8.5 – 10.4% more likely to better sustain their PEBs well after the intervention. This research shows how a small, carefully planned intervention may have a desired impact on PEBs and potentially MARPOL compliance behaviors. Our study finally aims for the actualization that salivary NO3- can evaluate the mental workload of people in maritime society; navigators (captains), helmsmen, sea pilots, port-coordinators, and so on. The evaluation of salivary NO3- is currently not common as a physiological index, but it is reliable method for numerically expressing mental workload at any given time. People in maritime society sustain heavy mental workload on duty because they engage in duties around the clock. The analysis of salivary NO3- enables people in maritime society to recognize specific points in time where they themselves feel mental workload, and subsequently investigate methods to relieve stress caused by this workload. This paper will focus on port-coordinators as candidates in maritime society who deal with heavy mental workloads. Port-coordinators engage in keeping the safe of specific harbor/port around the clock in turns. This paper utilizes the evaluation list of port-coordinators' duties in our study for the first time. This paper finally aims to revise and complete the evaluation list for port-coordinators themselves to locate, accumulate, and classify the navigational risky situations in the harbor/port, and finally to recognize and avoid the most risky situations. By doing so, this paper clarifies and accumulates specific points where port-coordinators feel mental workload from the analysis of salivary NO3-, and tries to classify those points into the evaluation list at the first onset. However, most items in the evaluation list did not correspond to the port-coordinators' much mental workload. We need to consider and revise items in the evaluation list so that the list can be useful for port-coordinators' duties and our study.
