- Purpose Social assistance programs have been implemented in Madagascar to assist the most vulnerable and neediest poor in achieving a minimum standard of living during critical times. In the Grand South and Southeast Madagascar, where climate change, price fluctuations and sociopolitical instability threaten the population’s livelihood, the effectiveness of such aid-based programs is uncertain because of possible mistargeting. This study aims to assess the accuracy of the targeting methodology of four different types of social protection programs in Southern Madagascar. Design/methodology/approach The authors draw evidence from a national representative data set and use multiple techniques that integrate targeting performance and regression-based analyses. Findings Results show that cash transfers constitute the only program that effectively reaches the poorest 20% living in drought- and cyclone-affected regions. However, mistargeting is likely to occur in food, seed transfers, and the HIMO public works programs. Social inclusion information related to proximity to urban zones, religious affiliation, and number of long-lasting insecticide-treated nets are significantly associated to all program participation. Nevertheless, a serious under-coverage of the eligible poor is noted for Southern Madagascar. Originality/value This study is among the first to evaluate the targeting effectiveness of social programs in Madagascar. It introduces a novel approach to evaluating the poverty rate by utilizing a composite-based wealth score. The authors enhance the classic targeting assessment methodology by incorporating geospatial covariates, categorical, geographical and social network information into an econometric model. - This paper aims to form a hypothesis about factors that affect the dietary lives in mother-to-child households by qualitatively analyzing information obtained from face-to-face interviews about the current daily lives in these households and the dietary lives experienced by the mothers in their childhood. We conducted semi-structured interviews ranging from one and a half to two and a half hours long with eight mothers from mother-to-child households living in the Hanshin region, all of whom were either introduced directly by NPO organizations or by other interviewed mothers. Although all participants were experiencing economic hardships in their daily lives, their educational attainment was high and their childhood dietary life was good. Since they were trying to provide their children with well-balanced meals at regular times, their children generally enjoyed a favorable dietary life. However, almost all of the participants who had to work to support their families in addition to undertaking various domestic duties on their own suffered from mental instability and chronic fatigue as a result of objectively limited time, along with negative experiences-such as divorce and harassment from ex-husbands-and anxiety about the future. In addition, they felt strongly that their time is limited subjectively due to mental instability, poor physical conditions, insufficient family support, and/or objectively limited time. In the case of mental instability and/or poor physical conditions, it can be difficult for individuals to perform domestic duties, such as cooking and shopping, which can temporarily aggravate the dietary intake of mothers themselves as well as their children. - This study aims to clarify the characteristics of dietary awareness and eating behavior peculiar to children and mothers in mother-to-child households. We conducted quantitative analyses using individual data from several large sample surveys. The major findings of the statistical analyses are as follows: (1) Junior high school students from mother-to-child households are more likely to skip breakfast than their counterparts from two-parent households. In addition, mothers from mother-to-child households are more likely to skip meals and less likely to have a nutritionally balanced diet, pay attention to food safety, and spend time on housework, compared with mothers from two-parent households. This may be attributed to the fact that such mothers tend to work longer hours to support their families and must do many things on their own. - This study aims to investigate the food security situation, and to identify the determinants of household food security in the rain-fed lowland rice farms in the rural areas of Lao PDR. We interviewed 88 households using a semi-structured questionnaire in two rural areas of Pathoumphone district, Champasak province. We used a daily calorie intake as an indicator of food security, and a logistic regression model to examine the factors influencing household food security. The result of this study showed that the average calorie intake per capita was 1,815 kcal per day, in which 88% derived from rice. On the other hand, other food such as meat, eggs, oils and fat are eaten in small portion. As a result, about 55% of the respondents were food insecure. The empirical model showed that dependency ratio, rice yield, number of relatives, and rice-farming experience were significantly correlated to food security. - Married Women's Subjective Autonomy and Household Food Security in Java : Quantitative Analysis Using the Fourth Wave of the Indonesian Family Life Survey本稿では,第4次インドネシア家族生活調査の個票データを用いて,ジャワ島における既婚女性の主観的自立性と世帯の食料消費支出額との関係を明らかにすることを目的とした。家計支出に関する意思決定力を自律性の代理変数として分位点回帰を用いて分析した結果,低中位支出階層―とくに最貧層―では,家計支出に関する既婚女性の意思決定力が野菜類・果物類・魚類・肉類・乳製品類の1人当たり消費支出額にプラスの影響を及ぼすことが明らかとなった。また中位支出階層では,既婚女性と夫が協力して意思決定をしている世帯は,既婚女性のみが意思決定をしている世帯よりもさらに食料支出額は高くなる傾向が認められた。こうした分析結果から,低中位階層―とくに最貧層―のフードセキュリティを改善するうえで,家庭内における女性の自律性や意思決定力を高める施策が効果的であると考えられる。さらに中位階層については,家計支出の決定に妻とともに夫も関与するように促す啓発活動を推進していくことでより効率的な政策効果が期待される。日本国際地域開発学会, Jul. 2012, 開発学研究, 23(1) (1), 23 - 31, Japanese[Refereed]Scientific journal
- インドネシア山間傾斜地域における世帯のフードセキュリティ―ジャワ島中部A村の事例―This article clarifies factors affecting the level of household food security, measured on a subjective basis, in a mountainous area of central Java. Results of our analysis clearly indicate that economic shock affects negatively household food security, and relation networks, size of cultivated area, number of off-farm workers outside the village, numbers of clove trees and the varieties of crops create a positive influence. In addition, regardless of the cultivated area, there is a positive relation between household food security and the numbers of trees and varieties of crops. - アジア経済危機後における食料消費支出の変化―マレーシアを事例として―The overriding objective of this paper is to clarify changes in household food consumption expenditure after the 1997/98 Asian Economic Crisis, with special reference to Peninsular Malaysia (West Malaysia). We estimated Engel's expenditure elasticities for food items using aggregated cross-sectional data from the 1993/94, 1998/99 and 2004/05 Household Expenditure Surveys. The estimated results clearly indicate that the expenditure elasticities of away-from-home food for upper and middle classes increased after the Asian Economic Crisis. In addition, we found that elasticities of at-home expenditures for meat, fruits and vegetables, milk and dairy products are relatively high, those of rice is low. - Profitability and Sustainability of the Emerging Poultry Business in Developing Countries: A Case of a Poultry Grower of Nepalいくつかの途上国では、経済発展に伴う所得向上によって鶏肉消費が急速に拡大しており、養鶏経営の大規模化や垂直統合が進みつつある。しかし管見の限りでは、途上国における大規模養鶏経営の収益性や持続性については十分に実態調査が行われていない。そこで本稿では、鶏肉生産が急拡大しているネパール・チットワン郡の平野部を調査地として養鶏業者の経営データを詳細に検討することによって、大規模養鶏経営の収益性と持続性を明らかにすることを主たる目的とした。年間96,000羽(2カ月聞に16,000羽×年6回飼育)のブロイラーを飼育している大規模養鶏業者の経営分析を行ったところ、次のような結果を得た。調査対象の大規模養鶏業者によると、資材供給会社は一部後払いで鶏雛や養鶏用飼料を供給してくれると同時に、成鶏の出荷先も確保してくれるとのことであった。この事実から、ネパールの調査地における養鶏業においても、ある程度の垂直統合が進んでいると推察される。貸借対照表を作成した結果、資産額と負債額は各々459.9万ルピー(1ルピー=1.5 円~1.6円)と122.5万ルピーであり、純資産額は337.4万ルピーであることが明らかとなった。また養鶏の損益計算から、年間収益は100万ルピー程度であると推定できる。これに加えて、財務比率、流動性比率、ソルベンシー比率、投資の収益率等の各評価値も概ね良好であった。さらに、内部収益率が市場利子率と要求収益率(required rate of return)を上回っていること、損益比率が1を上回っていること、投入資材の価格上昇などの悪条件に対して脆弱でないという感度分析の結果なども勘案すると、ネパールの調査地における大規模養鶏経営は収益性が高くかつ持続性があると考察できる。食農資源経済学会, 2008, 農業経済論集, 59(1) (1), 89 - 100, Japanese[Refereed]Scientific journal

- 大規模農園(エステート)企業の経営類型とアジア経済危機の影響―マレーシアの事例―アジア経済危機下にあって,輸出用農産物を生産している大規模農園(通称エステート)部門が東南アジア経済の不調を緩和したと指摘されている。しかし,こうしたエステート部門のマクロ経済への貢献にもかかわらず,アジア経済危機が個別のエステート経営に及ぼした影響について,具体的な経営データに基づいた議論はほとんど行われていない。そこで本報告では,パーム油などの主要輸出国であるマレーシアを取り上げ,同国のエステート経営を行う企業の会計決算報告に依拠しつつ,アジア経済危機がエステート企業の経営に及ぼした影響を具体的に解明することを主な目的とした。エステート企業の多くは,1980年代半ば以降非エステート事業に参入することによって,経営の多角化を積極的に推進してきた。このことを考慮して,エステート事業と非エステート事業を各々どの程度拡大したかを基準にエステート企業の経営展開を類型化し,経営類型ごとにアジア経済危機の影響を検討した。 得られた知見を要約すると,次のとおりである。 (1)ドル高・リンギ安に伴って,先進国からの輸入依存度が高い投入財の国内価格(リンギ建て)は急騰した。しかし,最大の費用項目であると同時に人手不足によって上昇基調にあった農業労働者賃金は,経済危機による景気低迷もあって安定的に推移した。結果的には,生産コストの上昇よりもリンギ換算した生産物価格のそれが上回ったことから,エステート事業からの利益は大幅に増加した。 (2)エステート経営を行う企業の多くは,1980年代半ば以降,不動産開発などの非エステート事業に参入することによって,経営の多角化を積極的に推進してきた。しかし皮肉にも,企業の思惑とは反対に,アジア経済危機による景気後退の影響を最も被ったのは,経営多角化のために推進された非エステート事業であった。研究対象としたエステート企業の会計決算報告からも,非エステート事業の営業利益が大幅に減少した,あるいは最悪の場合には黒字から赤字に転じたことが確認された。こうした状況下にあって,経済危機下に営業利益の大幅純増を達成したエステート事業が非エステート事業の業績悪化を相殺することによって,景気後退による企業全体の業績悪化を緩和あるいは回避したといえる。Lead, 農林省農業綜合研究所, 2000, 農業総合研究, 54(4) (4), 57 - 77, JapaneseResearch institution

Main findings are as follows: 1) It is found that individual attributes, lifestyle/independence, dining environment/atmosphere, family relationships, and living place affect the habits of skipping meals and picky eating observed among high school and junior high school students. Further, the frequency of skipping meals may increase while the tendency towards picky eating may decrease as students progress to higher grades. 2) It is suggested that the main determinants of irregular eating behavior in female high school students are irregular lifestyle habits, insecure friendship, an insecure parent-child relationship, and stifling atmosphere during meals. Among the above four factors, irregular lifestyle habits and insecure friendship adversely influence the eating behavior of female high school students to a greater extent than the other two factors do.

The results showed overall classification accuracy as 74% with kappa coefficient of 0.66, which discriminated categories of paddy field, upland, mix vegetation, forest, bare land and water. In combination with elevation data obtained from ASTER/GDEM2, distribution of high hazardous area of soil erosion was mapped and rank of soil erosion productivity was estimated by small watershed unit. Using estimated input-output relation table, appropriate development strategies were examined. Comparison of development scenarios implies that promotion of the sectors with less power to induce upland crops production and the sectors of high value addition such as exportations of fair trade commodities and agro tourism is recommended.

The statistical analyses, based on the household or individual data obtained from intensive structured survey conducted by the International Food Policy Research Institute (IFPRI) and World Bank, clearly suggest that the higher the social capital levels are, the less the poor are likely to go hungry.

- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Young Scientists (B), Grant-in-Aid for Young Scientists (B), Shimane University, Apr. 2003 - Mar. 2006, Principal investigatorFarmers' Political Behavior and Its Impact on Agricultural Policy Making in East and Southeast Asiaわが国農村部に居住する有権者の政治行動を解明するために、調査データの信憑性に定評のある「日本版General Social Surveys 2003年(JGSS-2003)」の個票データを用いて定量分析を行った。地域別に有権者の政党支持について集計した結果、有権者に占める自民党支持者の比率は、農山漁村地域が44%(全国平均は32%)と最も高かった。このことから現在でも、農山漁村地域が自民党の重要な支持基盤であることが確認できる。しかし同地域においても、特定の政党を支持しないあるいは政治に無関心な有権者の比率は41%(全国平均は48%)の水準に達している。またロジットモデルを用いた計量分析の結果、世帯所得が少なく、政治関心度の低い若年・中年男性に無党派層が多いことが明らかとなった。とくに20歳代から40歳代に限ると、これら無党派層は量的に自民党支持者を凌駕している。よって今後、自民党の支持基盤である農山漁村地域においても、無党派層が選挙結果に大きな影響を及ぼす可能性が指摘できる。 つぎに、マレーシア稲作地域における農村調査データを用いて、政権与党による農村政治の支配体制および農村政治における有力者の特徴について分析した。その結果、政府補助金をパトロネージとするポークバレル型の政治支配構造が形成されており、村落開発治安委員会(JKKK)や地域農民組合(PPK、わが国の農協に相当する農業団体)などの農民利益団体が政権与党の支持基盤となっていることを指摘した。また調査対象の6村においては、JKKKの委員長とPPKの組合長の全員が、政権与党の地方支部長であると同時に、農村政治に影響力のあるイスラム寺院(モスク)や簡易礼拝所(スラウ)の責任者をも兼任していた。このような農村政治における有力者は、教育水準が平均的な年配者と、年齢が若いものの高学歴の者に大別できた。今後は、都市部で高等教育を受けた後者のタイプが農村政治の有力者として台頭していくと考えられる。
