  • Living with Disaster Capitalism in Fukushima
    ALEXANDER Ronni
    This short essay does not address the question of where the billions of yen earmarked for ‘recovery’ is actually going or discuss who is profiting most from the 2011 disaster. Instead, I will use two short stories to illustrate what I see as the most perfidious aspect of disaster capitalism – the manipulation of what is, and is not, considered safe.

    This paper addresses the question of women's anti-war/peace movements from the perspective of bio-politics. Using the example of the Leitana Nehan Development Agency, a group established during the Bougainville Conflict in Papua New Guinea, the paper looks at the difficulty of social transformation in patriarchal and militarized post-colonial societies.

    The principal investigator and 3 co-investigators published articles in Vol.25 of the Journal of Environmental Sociology, published by the Japanese Association for Environmental Sociology. This was a special issue on “Approaching Research on Military Issues from the Perspective of Environmental Sociology.” In addition, on 22 February 2020, the project group planned and held a public symposium at Meiji Gakuin University entitled “Societies with Advancing Militarization.” The principal investigator and each of the co-investigators presented their findings about their own field work. Three commentators gave their comments on these presentations. In addition, there were many questions from the approximately 70 people who attended the event, which resulted in lively discussion.

In order to clarify it, we have examined the transformation of the global governance by focusing on several cases such as financial governance, migratory governance, and health governance.     As a result of three years research of comparative study of preventive diplomacy world wide, we have found the following : First, the international regime of preventive diplomacy in Europe is most advanced and, in fact, has successfully prevented arms conflicts in many cases. Second, although the international regime of preventive diplomacy is on the process of construction in Africa, we have found that the regime is not effective in preventing new wars and preventing resurgence of conflicts in failed states. Third, we have found no serious international attempt at preventing international conflicts in the Middle East, although there are serious signs of conflicts over water resources. Fourth, although it appears peaceful at a glance, we have found symptoms of resurgence of armed conflicts in the future in most cases of post-conflict areas. The apparent peaceful order and success of peace building in most of the cases are in fact due to the presence of international multi-army, and particularly so with the cases of post-conflict areas of multi-ethnic country. This implies that the post-conflict peace building of liberal market internationalism has been unsuccessful in its entirety, and that preventive diplomacy is more needed to prevent ethnic internal conflicts. The best achievement in our research is that we have found the differing degree of institutionalization of preventive diplomacy and the differing causes of armed conflicts depending on the areas. Thus we must continue to find the best preventive measures applicable to the area concerned.

  • 'Ordinary' and 'Extra-ordinary' Aspects of International Relations

    1. It has become evident that we cannot rightly understand the international relations in the post-Cold War period through a lot of previous approaches and frameworks in international relations studies, because they have exclusively considered the sovereign states as basic actors and had a tendency to focus upon 'extra-ordinary' events as main research objects. Two main points can be picked up as the reasons of such a difficulty, the diversification of actors, and the importance of 'ordinariness' in present international relations. 2. When we would like to introduce the conception of 'ordinariness' in our research framework, it is necessary to distinguish between 'international relations about ordinariness' as instructive conception and 'ordinariness in international relations' as catalystic conception. On the one hand, it is possible that researches on 'international relations about ordinariness' develop new research fields, and multiply the paths towards peace and stability in international relations. On the other, if we include 'extra-ordinariness' into our research framework, the utility of 'ordinariness' can increase, because we must consider not only the statistic conceptions, 'ordinariness, ' 'extra-ordinariness, ' but also the dynamism, the creation of 'ordinariness' and 'extra-ordinariness'.

    1.This project was one of the international academic interchanges between Kobe University(Faculty of Law and Graduate School of International Cooperation Studies) and University of Sheffield, UK(Graduate School of East Asian Studies and Department of Politics). After two joint seminars (in UK, 1997, and in Kobe, 1998), we held the international seminar at Sheffield University, 7-8 January 2000. Beside the participants from both universities, many academicians (from University of Warwick, University of Leeds, University of Tokyo, and the like) participated in the seminar. 2.The seminars' papers of the three years' project were included in the report, "Globalization and Universalism in Region : A Link to the 21st Century." From the project, we got knowledges as follows. (1)International relations are surely developing into the new phases which roughly resemble that of the medieval age. (2)The regionalization is observed in many international regions. (3)The beginning of the regionalization can be found in Japan, too. (4)International relations in the 21st century are anticipated as the multilevel interaction between relations among the states, regionalization and globalization. 3.We will develop the academic interchange between Kobe University and University of Sheffield as one of the cores of international academic interchange between Japan and UK, in the future. This project is the important basis for it.

  • International Relation of NGOs : Interdisciplinary and Comprebension Research of the NGOs Role in Peace, Politico-Social Development, Human Development

    It is very difficult to understand what is NGO, although recently NGOs have been raid attention in the field of domestic politics and international relation. We have researched from three common viewpoint ; the system and activity of NGO, the relation between NGO and domestic organizations, and the relation between NGO and international community (regional and global level). After three years' our research, we got the findings which are described below. a) We should consider not only the NGO itself as an actor, but also the various interrelations around NGO, such as the interrelation between the NGOs, its interrelation with the government of The donor state, its interrelation with the government of the recipient state. b) The recent tendency is the deepening of these interrelations. It can be jointed out that the typical factors which facilitate the tendency are INTERNET, the development of regionalism and the like. c) The activity of NGOs have been desired more and more in the Post-Cold War period in which the development of international relation in three levels (national, regional and global) have become connected with each other, because NGOs can act in the all three levels. d) The activity of NGOs have been desired around the issues which it is difficult for the existing actors to deal with. It can be pointed out as such issues, democratization, gender, developmental assistance, labor movement, medical service, education, environment, and ethnic conflict.

  • International Changes and Japanese ODA in the Post Cold War Era

    This research aims at reviewing Japanese ODA policy in the post Cold War era from the three aspects : establishment of the principle, efficiency, and regional expansion. It is deeply regretted that, due to the damages and chaos caused by the Kobe Earthquake, the members had to cancel research meetings and were not able to form a sufficient conclusion. However, so far, the following findings are presented. On the principle, efforts should be made to change the passive and over-general nature towards incorporation of useful features of Japanese aid system and commitment to the new issues shch as human rights, democratisation, environment, women's role, and participation in development. In order to increase efficiency, introduction of project feedbach and evaluation system, based on the administrative technique, as well as adjustment among sectors and various forms of aid including non-official ones, are considered to be essential. About the regional expansion, Japanese aid is now necessary not only in Asia, but also in Russia and Eastern Europe, Middle East, Latin America and Pacific Islands, and there are less obstacles thanks to the collapse of iron curtain. However, Japanese aid to these new regions is not functioning smoothy because of the lack of adjustment to the needs of recipients. Therefore, it is important for Japan to know basic human needs of the recipients through closer cultural and social exchanges.
