    "Big Data" has become a "buzz-word" in information society, In Japan, this movement is driven by the NIKKEI and Nomura Research Institute. On the other hand, privacy problems are often discussed over Big Data, as of JR-East and Hitachi collaboration. This article reviews the meaning and content of Big Data in chapter 1, looks into privacy problem around Big Data in chapter 2, and thinks about surveillance society with Big Data in chapter 3. Surveillance society is now changing by "Big Data" and artificial intelligence (AI) technology.

    The Tango Peninsula area is far from Keihanshin(Osaka,Kyoto,Kobe) and has various difficulties to preserve regional society. This article deals with "Regional Informatization Policies" of this area. After municipal mergers in the Heisei era, this area has four local governments, Kyo-tango city, Miyazu city, Yosano town, and me town. Kyo-tango city has promoted aggressive informatization, such as CATV, local SNS, community FM radio, to increase jobs and population. Yosano town expanded CATV network from Kaya area to all the areas. Miyazu city subsidized ADSL and Fiber network for the "handicapped" area but has some difficulties in "soft-content" promotion policy. me town, the smallest town of this area, has no leeway to aggressive informatization policies.

    本研究において、さまざまな自治体において地域情報化政策がどのように推移し、どのような成果を上げているのかを具体的に調査した。各自治体における実績は多様で、安易な一般化はできないが、特に共通項を挙げるなら以下のようになる。1)80年代型の、国によるハード中心の地域情報化施策(テレトピア、ニューメディアコミュニティ)は、メンテナンス費用が出ないなどの問題点があり、かつ、技術進歩が速いために設備が陳腐化しやすく、数年でお荷物になったり、設備が廃棄される場合がある(アナログハイビジョン関連設備など)。テレワークセンターについてはコンセプトに問題があったためか、特に成功例が少ない。2)官庁同士の縄張りが地方自治体にも波及しており、郵政系の情報政策課と、通産系の産業課を中心に、建設系、厚生系などでヨコの連携が取れていない。3)eまちづくり施策など、ソフト中心、地域雇用重視型の、21世紀に入ってからの新たな地域情報化施策は、一面ではハード中心の施策を改善しているが、地域ソフトウェアハウスの技術力不足でシステムが組めない自治体があるなどの問題が浮き彫りとなった。4)この研究を進めている時期はちょうど折悪しく、平成の大合併と言われる施策が打ち出されたため、合併を行う自治体の情報政策課は、業務システムのシステム統合にマンパワーをとられ、本来行うべき情報政策の立案・遂行を行えない自治体が続出している。5)財政難のため、情報化関係予算の確保に多くの自治体が頭を痛めているが、それを説得するだけの材料や、有効な評価項目を見つけることについても困難で、手探りの試みが続けられている。

  • Basic Research on the Science Education in the Society after Decoding the Structure of Human Gene

    Recoding the structure of human gene has recently been brought about by the advancement of modern biology based on the fundamental principles of physics. And one of the influences toward our society from the recoding leads the fact that we can never think about natural science without considering the matters of its values. In other words, we should conduct research about the understanding of human life based on scientific skills in the 21^ century in relation with the phase of human decision-making. This situation also leads to the problem how to introduce the faculty of natural science into the research and education of social and human science and vice versa. In this project, keeping in mind that what kind of curriculum will be better for students' science learning about human gene, we project members investigated the following points ; (1)how people in general recognize the recoding of human gene structure and it influence to society, (2)how school teachers try to teach their students such topics, (3)how those concerned think about the necessity of the education for human decision-making and life ethics in relation with the advanced biological technology of today, making comparison with the status in the educational field of China and Denmark, (4)how we should support mothers and families' decision-making about pregnancy together with the traditional eugenic view, (5)the effects of a trial class aiming at students' understanding of social decision-making about genetically modified food.
