  本年度は，「(1)問題のモデル化」を下記のとおり遂行した． 本項目における問題とは，何日に手術を行うかを決定する手術のスケジューリング問題と，どの手術室で何時から手術を開始するかを決定する手術室のスケジューリング問題である．手術のスケジューリングにおいては，緊急手術発生の不確実性を考慮した．確率変数である緊急手術容量が離散確率分布に従うとしたとき，手術スタッフの残業時間と待機的手術の持ち越し時間を最小にした．手術室のスケジューリングにおいては，手術の所要時間の不確実性を考慮した． 確率変数である手術の所要時間が離散確率分布に従うとしたとき，手術の所要時間の遅延が，ある一定割合を超えた期待値（条件付きバリュー・アット・リスク: CVaR）を最小にした．手術の所要時間は対数正規分布に従うことが既存研究より証明されており，ここでも対数正規分布に従うと仮定した．複数の手術の所要時間の組み合わせ（シナリオ）を生成した．また，これらのシナリオの生起確率は実データまたは遅延時間が長くなる傾向がある複合手術の多い病院のベンチマークデータより分布を仮定した．ここでは一様分布を仮定した．手術の所要時間の組み合わせのシナリオを100個生成し,数値分析を行った．これらのシナリオは実データから作成した．手術のスケジューリングにおいて，既存モデルとの精度比較によって，本モデルの有効性を検証した．さらに，コスト面から緊急手術専用の手術室の有無による影響を分析した．手術室のスケジューリングにおいて，手術の遅延時間の期待値とCVaRを目的関数に考慮し,それらの考慮度合いを変更した結果, 手術の遅延時間の期待値とCVaRにトレードオフの関係があること，両方を目的関数に考慮することで，一方のみを考慮するときよりも総待ち時間が最小になることが明らかになった． 本年度は，上記の成果の一部を，査読付論文，講演会や国際・国内会議にて発表した．

  本年度は，下記のそれぞれの研究項目(1)－(5)を，以下のように遂行した． （１）理論競争モデル（主担当：田中誠・伊藤）：電力自由化のもとでの送電設備投資と環境政策の分析を行った．環境政策が不完備で，市場が不完全競争であると，社会的に最適な送電設備投資からの乖離が生じる．この場合，炭素税を導入すると，市場支配力の度合いによっては，かえって社会厚生が低下しうることを示した．（２）エージェントベースシミュレーションモデル（主担当：鈴木・田中未来）：電力市場の強化学習マルチエージェントシミュレーションを実行し，従来エネルギーの事業者，再生可能エネルギーの事業者それぞれの数やコスト構造等の不均質性の影響を理論競争モデルと定量比較を行い，不均質性により最適解から乖離することが示された．（３）エネルギー統合評価モデル・電源構成モデル（主担当：鈴木・田中未来）：地域分散型エネルギーシステムと大規模集中型システムの協調と競合，電気自動車やスマートグリッド普及の可能性など新しい技術と制度の影響について分析を行った．（４）電力系統影響分析（主担当：近藤・鳥海）：再生可能エネルギーの出力変動対策技術について，北海道に関する比較を行った．従来電源の柔軟性向上，電力系統の広域運用（北本連系線増強），電力貯蔵の便益を公開資料並びに簡単な数値シミュレーションにより比較した．その結果，（設備改良などが不要な範囲においては）火力の柔軟性向上が最も経済的という試算結果を得た．（５）エネルギー利用選択（主担当：田中誠・鳥海）：エネルギーの利用に関する支払意志額の推定を行うため，アンケートの質問項目の作成を行い，これまでの調査データを用いて，修正作業を行った． 上記の研究進捗ついて，報告会を実施し，それぞれの項目の補完について議論を行った．また，上記の成果の一部を，国内の学会や海外の国際会議，論文誌にて発表を行った．

  本年度は，「(3-a)定式化の有効性の検証：実データを用いた計算実験」を下記のとおり遂行した． 一昨年度に提案したモデルの有効性を，実データを用いた計算実験によって検証した．既存の分類手法を用いて，実データの特性を明らかにした後に，数値分析を行った．約9,000件の手術実績データから手術の所要時間のシナリオを生成した．数値分析の結果，目的関数に組み込んだ遅延時間の期待値と遅延リスクはトレードオフの関係にあることがわかった．さらに遅延リスクをモデルに組み込むことによって，ロバストなスケジュールを作成できることが明らかになった．また手術室のスケジューリングに影響を与える病床のスケジューリングにおいて，手術室のスケジュールを組み込んだ． 本年度は上記の成果を国内会議で発表した．

  We examine a relationship between social welfare and energy and environmental polices by means of market equilibrium models. It is found that social welfare for a case in which government chooses from some polices is larger than that for each one. However, the difference becomes small as the damage cost of greenhouse gas emissions increases. We also develop a multi-agent based simulation model, that is, a bottom-up approach in order to analyze an effect of renewable energy policy on agents' behaviors in the market. When the market system has homogeneous agents, the result is consistent with that for theoretical models of a top-down approach. In addition, consumers' utility values for energy-mix and retail electricity prices are estimated by using conjoint analysis. It is shown that the consumers might be able to allow for the energy-mix level of government target. Our work, therefore, contributes to the recent debates to the power system innovation, and energy and environmental policy.


• Development of operating room scheduling methods in a medical institution

  In this research, we propose two types of operating room scheduling models. Firstly, we formulate multiple operating rooms scheduling problem that allocates surgeries to the most suitable operating room as a mixed-integer programming problem using the duration of surgery estimated by multiple linear regression analysis. Then, we formulate a single operating room scheduling problem that determines the sequences of surgeries as a stochastic programming problem including the duration of surgery as uncertain factor.
