    This study proposes a volcanic ash (VA) risk alert system for airports and analyzes the capacity for accommodating evacuation aircraft during a large-scale eruption of Mount Sakurajima. The system classifies airports into four groups (A, B, C, and D) based on factors, such as distance from the erupting volcano and VA spread speed. A crisis response system for VA is developed, which can recommend suitable actions for airports based on their classification. The system is applied to simulate a large-scale eruption of Mount Sakurajima, similar to the An-ei great eruption of 1779. Three scenarios are defined: Case 1, where VA affects all of Kyushu, Shikoku, and Chugoku; Case 2, where VA reaches southern Kyushu and parts of Shikoku and Kansai, while Chugoku remains unaffected; and Case 3, where VA extends to most of Kansai and Chubu, and the southern part of the Capital Region, affecting major airports in Kansai, Chubu, and the Capital Region. The results show that in Cases 1 and 2, the total evacuation capacity exceeds the number of aircraft requiring relocation, indicating no capacity expansion is necessary. However, Case 3 presents a challenge, as a significant number of aircraft cannot be assigned evacuation airports and some airports experience excessive aircraft congestion, leading to capacity constraints in physical airport capacity and air traffic control operations. These findings underscore the need for improvements in these capacity issues and provide policy implications for future preparedness.

    本稿では,日本から北米に輸出されるコンテナ貨物の海外港湾でのトランシップが我が国荷主の便益に与える影響について議論する。まず,全国輸出入コンテナ貨物流動調査から集計ロジットタイプの荷主の経路選択モデルを構築した。このモデルを用い,海外トランシップや北米直送航路の減少に伴う荷主の効用の減少を貨幣タームで明らかにした。また,感度分析により荷主補助金による釜山港トランシップから阪神港直送への転換は,トランシップに伴う追加的コストの低減という点では荷主に有益であるが,費用対効果の観点からは改善の余地があることを示した。

    This paper estimates the impact of the entrance of low cost carriers on the Eastern Asia international passenger transport markets, especially to the high density short-haul markets, and discusses the efficient management policy of a multiple airport system. We apply a bi-level air transport market model to Osaka-Korea international passenger transport market, and estimate the impact of entrance of low cost carriers. The results suggest that the entrance of LCC improves passenger's utility, but the profit of legacy carriers is significantly reduced. We also evaluate the slot allocation policy of Osaka-Itami International Airport. Finally we find that the policy used in Osaka-Itami is useful for protecting the legacy carrier's share, but this effect disappears with the increase of passenger's sensitivity to airfare.

    This paper discusses the theoretical framework for considering network design and choice of aircraft size in order to understand the hub dominance in the air cargo transport markets. The model is a bi-level market model that is constructed by air carriers' behavior as leader, and shippers' behavior as follower. We assume the duopoly market in which air carriers aim to maximize their profit by designing shipping network. Shippers aim to reduce their generalized shipping cost which consists of shipping time, waiting time, tariff and monetary value of congestion. We assume that the equilibrium flow of commodities is given as stochastic user equilibrium flow. Computation results suggest that the carrier which holds the dominant hub airport rules the market but the hub dominance is unstable. Hub dominance heavily depends on the balance between runway capacity and local cargo flows.

    After "Re-Expansion Project" of Haneda Airport, Japanese Government plans partial relaxation of international flights restriction policy at Haneda Airport. This policy will create new international air transport market at Japan's capital metropolitan area, and it will also provide drastic influence on existing air transport market. Since it is meaningful to evaluate the policy alternatives with physical outputs such as flight frequencies and passenger's link flow under physical constraints, this article aims to propose a methodology for the policy assessment in terms of the air transport network equilibrium and apply the methodology to policy scenario analysis.
    The results imply that the behavior of the short range markets such as Tokyo-Seoul routes are sensitive to the number of international slot capacity of Haneda Airport. The analysis also estimates the influences on the markets by some "destination selection rules" with physical outputs.

    This paper aims to analyze the characteristics of domestic air transport market relating to Osaka Metropolitan Area by applying the Bi-Level market model. First, we evaluate the model accuracy with 2002 data. The results show that the model duplicates the PAX flow well but service frequencies are over-estimated. Second, we examine the scenario studies in order to understand the structural relationship among three airports. The results show thatthe strict capacity constraint of ITM leads to the demand shift to KIX but the demand will shift to KOB when KOB has more capacity.

    This paper presents the theoretical model for understanding the structure of contemporary network competition between airlines: in particular, the behavior of hub-spokes shaped network carrier against the low cost carrier is discussed. First, it is shown that the competition between hub-spokes shaped network carrier and the low cost carrier can be expressed as a class of "mathematical programming with equilibrium constraints: MPEC" and formulated as bi-level programming problem. Second, some numerical examples are carried out and the results suggest that the behavior hub-spokes shaped network carrier depends on its dominance at the hub airport

    This paper's goal is to develop the international trade model with the equilibrium constraints on maritime transport market in order to estimate the short-term economic impact of transition of port management policy. Especially, the present model explicitly concerns the effect of global alliances. First, we assume the oligopoly market, in which global carriers compete with vessel frequency in each OD market as well as the stochastic allocation on the shippers' route choice behavior. Thirdly, we bind these two sub-models to full model, which obtains the Nash equilibrium between global alliances. We apply this model to the actual international maritime transport market in 2000, and evaluate some scenarios of discounting the port charges.

    This paper aims to propose the optimal control policy for the maintenance of the multiple runway system, in particular, concern the influence of the flight demand on the runway condition. First, the mathematical formulation for this problem is discussed and the necessary conditions for the optimization are obtained by applying the traditional Pontryagin's Maximum Principle. Second, through the numerical examples, it is understood that for the effective maintenance policy for the multiple runway system the long interval for maintenance is required in spite of the thickness of the resurfacing. Moreover, the maintenance schedule that has a short interval gives the concentration to one runway, while the schedule that has a long interval gives the “even share” to each runway.

    In this Paper, we discuss the impact of new development of port of Ho Chi Minh, Viet Nam on maritime contai ner cargo transport market with the equilibrium approach. We assume three types of vessels can be handled in the market; 1000, 3000 and 6000TEU vessels. The results say that the port of Ho Chi Minh can deal the transshipped cargo from Hyphon to Hong Kong a/o Singapore with main use of 3000TEU vessels. We conclude that the status of the port of Ho Chi Minh heavily depends on the neighboring big gateway ports, Hong Kong and Singapoe.

    In the present paper, we develop the optimization model for SIC by adapting Wienner process theory on passengers' seat reservation. In particular, we explain the relation of optimal seat block number and retailing periods. First, we formulate the passengers' behavior as a function of number of retailing seats and length of retailing periods. Second, we show the way to obtain the optimal solution by Ito Integration method. Third, through numerical computation, the relation of optimal seat number and retailing periods is explained. Moreover, the result said that the existence of optimal OB ratio by number of seat protection is suggested.

    In this Paper, we discuss the impact of the introduction of the liberalization in the Eastern Asia air transport market; in particular, we deal with its impact on the social welfare and the service level of airport due to the relaxation of the cabotage rights. First, we develop the model of air transport market based on the Cournot type competition theory. Second, we discuss the case of relaxation between Japan and China including Hong Kong with scenario of tag end cabotage. The result says that the relaxation is very useful for both of markets from the economic point of view.

    The present paper aims to analyze the deregulated international aviation transport market. First, the model is developed under the assumption that the market is regarded as the perfectly competitive one consisted in airlines and air passengers. Second, applying the developed model to the Asian-Pacific-European aviation network in 2010, the demand is forecasted and the influence of the airport capacity extension at NRT and KIX on the market is discussed. It is concluded that the capacity extension reinforces the hub function at the airport of which capacity is extended.

    The present paper aims to develop a multi-project planning system consisted in the hibread system of the project schedule optimization model and the regional economic simulation model. Moreover, the algorithm for the optimization of the project schedule is developed. The system is applied to the empirical case study on Maibara City Master Plan and analyze the relation between the project schedule and the impact of the project to the regional economy. From the computation results, the relation between the optimal project schedule and the population growth can be understood.

    The present paper aims to analyze the market structure of Asian-Pacific container cargo flow. First, it is regarded that the market is consisted by two different types of economic subject; the linership companies as the carriers and the shippers as the users. Each subject's behavior is formulated. Second, it is shown that the equilibrium vessel frequency and the container cargo flow are obtained as the Nash type equilibrium solution. And the equilibrium conditions are shown. Thrid, the model is applied to the real Asian-Pacific container cargo transportation network, and the structural features of the Asian-Pacific container cargo transport network are understood.

First, we assume the air transportation market as the Nash equilibrium between the carriers and passengers. Second, we formulate the air carriers' and the passengers' behavior and show the Nash type equilibrium conditions. The features of the model are discussed by the numerical computation dealing with the Asian-North American/European air transportation market. We also discuss the impact of the construction of "the super hub airport (s)" on the carriers' behavior and passengers' route choice behavior.

    This study discussed the development of the algorithm for planning the optimal project carry schedule. In this study, this kind of problem is regarded as the multi project planning problem. In the problem, there are many kinds of constraints/restrictions, such as project sequential restriction and annual budget constraints. We formulated this problem and developed the solution method and the algorithm for solving the problem. Especially, the case where the regional economic system is included in the problem is discussed. At the numerical computation, we dealt with the case where 60 projects are included in the master plan. Then, using our algorithm, the optimal schedule can be taken in the small computation time.

    In this paper an optimal programming model is studied for the multi-project planning of the regional development.
    Since the regional planning includes various development projects, it is requested for planners to make the multi-project planning being effective and attractive for the regional development.
    First, to satisfy this request the model is formulated as the multi-project planning model under such restrictions as the budgeting restriction and the sequential restriction by the predetermined project undergoing and payment returning. There are 2 types of the sequential restriction, project undergoing sequence and payment returning sequence. It is very difficult to solve the optimal solution. However, in this paper, the algorithm that gives the optimal solution under such kind of sequential restriction is presented by the methematical way.
    Second, the algorithm to obtain an optimal solution of multi-project planning under the 2 types sequential restriction is developed in the same style as network planning and scheduling algorithm with the resource allocation problem under the resource restriction. The feature of the developed algorithm is,
    1) The original network - the project undergoing network and the payment returning network - is divided to the groups that is consisted by the projects that can be undergone at the same time. This is called as "Cuts". The original network can be reformed as the cuts sequence. This is called as "Cuts network".
    2) The schedule of projects can be obtained by checking feasibility of each resource allocation step by step using cuts and cuts sequence.
    3) Two mathematical tools are used. The optimization in each cut is regarded as the knapsack problem. And the optimization in the cut network is regarded as to find the optimal path in the cut network. This can be solved by using the dynamic programming.
    At last, the model developed here is applied to practical regional development project planning problem in which 14 main projects are planned individually and the request to planner is to obtain optimal total schedule of 14 projects. It is confirmed that the model works well to obtain an optimal solution of the targed problem.

    In this paper, we had made a analysis of container transportation market with a opinion that the market changes as a result of the competition among carrier and shipper. And we formulated the competition as a bi-level Stackerlberg game with carrier as leader and shipper as follower. The validity of the proposed model is verified by providing some numerical computation results based on the practical data of international container cargo movement in Japan. It is also understand that this model provides a method of checking the effectiveness of the port polices of government or port authority.

    Air transportation market is analyzed as the Stackelberg equilibria between airlines and passengers. The airlines' behavior is formulated so as to maximize their net revenue while the passengers' behavior is formulated so as to minimize the total travel time. Application to the present domestic transportation network shows the model well fits with the observed. The paper also investigates the equilibrium flow before and after KIX is opened. The computed results say the net revenue of airline company increases if KIX is used as the hub-airport. However, the passengers are made inconvenient in the sense of average travel time increase.

    This Study discusses the scheduling problem at the regional comprehensive development planning under the situation that the scale of all project and effect by every project is already given, and some restricts and constraints such as budget restriction, sequence of projects, and so on. And the solution algorithm for that problem is also discussed. Particularly, the annual budget constraint for development under the condition that cost for each project is annually increased is concerned. In this study, the solution algorithm which is the application of Haruna & Namerikawa's solution algorithm for resource allocation problem on the network is discussed, then the mathematical method for optimal project schedule is shown. After all, through the numerical examination, the ability of this algorithm is discussed, and thus it is understood that this algorithm is well for that problem under the computation.

    本稿では関西における国際輸送の実態・問題点を陸上輸送との関連で検討する.まず,関西の貿易構造について首都圏との比較で検討し,首都圏が輸入超過であるのに対し,関西は輸出入が拮抗していることを指摘した.また,関西では背後圏からのローカル貨物に大きく依存する構造であることも指摘した.つづいて関西の陸上輸送交通網の特徴を整理し,海上輸送との関連では東京湾と異なり大阪湾では岸壁に直接接続する高速道路がほとんどなく,ドレーのために一般街路を走行する距離が長くなることを指摘した.航空輸送では関西空港での連絡橋の風による通行止めの発生など不安定な要素があることを指摘した.最後に米国オークランドでの整備との比較を示し,陸上輸送網の整備が立ち後れていることを示した.

    第49回土木計画学研究発表会, Jun. 2014, Japanese, 東北大学,仙台, 本稿では,わが国発着の航空貨物輸送市場の特性を把握するために,ICAO T/Fデータを用いて分析を行った.分析年数は2000年~2011年までの12カ年である.分析の結果,2007年以降は輸送実績は総有償輸送重量,総供給重量ともに減少傾向にあることがわかった.しかし,ロードファクターに関しては輸送実績の上昇に反して大幅な好転は見られないという結果を得た.さらに,供給量変化と価格強い正の相関が認められたのと同時にフレーターの輸送割合の増加との間に負の相関が認められた., Domestic conference

  • 大規模火山噴火による航空輸送への影響把握のための予測システムの開発

    本研究課題では3カ年の研究期間の中で以下の研究を遂行する.(i) 大規模噴火発生による航空機の被災状況把握のための動的シミュレーションシステムの構築,(ii) 最適(ないしは次善)フライトコントロール策定のための潜在的フライトコントロール方法の推定,(iii) 最適(ないしは次善)フライトコントロール実施時に発生する危険回避行動の動的把握,避行先空港施設で要求される整備水準の推定並びに望ましい空港整備水準の検討,の3点を行う. 令和3年度は研究初年度であり,(i)に示した噴火シミュレーションと実態レベルのフライトデータの融合による動的シミュレーションモデルの開発を中心に行う.具体的には,シミュレーションのベースとなる行動モデル同定のため,2020年1月フィリピン・ルソン島に位置するタール山の噴火を対象として,火山灰の影響範囲をヒマワリ8ならびにVAAC東京のデータを元に特定し,Flightradar24の航空データについて平時と噴火時の空路変更の特性分析を行った.ここではHDBSCANという密度ベースの新しいクラスタリング手法を経路間の距離をFrechet距離で計測した値を元に適用した.適用に関しては2020年1月の1ヶ月間のフライトデータのうち120便に関して1ヶ月間の行動について分析した.結果として噴火後24時間以内ではサンプリングされたフライトの70%に当たるフライトがキャンセルないしは経路変更を行っていることがわかった.しかし24時間経過時点でのキャンセル・回避経路への変更か通常空路かの意思決定が分かれるという結果を得た.

  • Investigation of the effects of long-term power outage due to the 2019 typhoon Faxai

    A powerful typhoon Faxai, the 15th typhoon in 2019, made landfall in Tokyo’s neighboring Chiba Prefecture around 5:00 a.m. on September 9. It caused severe structural damage especially in the southwestern part of Chiba Prefecture. It also triggered extensive and continued power outage in Chiba Prefecture. Power supply was disrupted at approximately 640 thousand houses in Chiba Prefecture as of 10:30 am on September 9. The power failure continued for about two weeks mainly in the southern part of Chiba Prefecture. In this study, various functional and structural damage caused by this typhoon was investigated. In Japan, it is anticipated that extensive power outages may occur after the Tokyo Inland and the Nankai Trough earthquakes in the near future. This study will be helpful to establish a resilient water supply system against future earthquakes.

    Focusing on global critical infrastructure such as ports and harbors which have a hub-function in international trade networks, risk governance strategies are analyzed as an interdependent security problem. A theoretical framework to analyze the risk government strategies is proposed and an methodology to conduct an empirical analysis is developed. As a case study, the Strait of Malacca is focused and comprehensive analysis including economic impact of the stoppage of the navigation in the strait is analyzed. Based on the result of the analysis, recommendations to improve the risk governancein the Strait of Malacca are proposed.

  • A Methodology for Policy Impact Analysis of International Air Transport Market under Incompletely Deregulated Condition

    Since it is meaningful to evaluate the policy alternatives with physical outputs such as flight frequencies and passenger's link flow under physical constraints, this article aims to propose a methodology for the policy assessment in terms of the air transport network equilibrium and apply the methodology to policy scenario analysis. Our simulation results imply that the behavior of the short range markets such as Tokyo-Seoul routes are sensitive to the number of international slot capacity of Haneda Airport. The analysis also estimates the influences on the markets by some "destination selection rules" with physical outputs.

  • Network equilibrium analysis on international regular container cargo transport and policy evaluation of port development/management

    This research aims to develop the equilibrium model of international container cargo transport market and evaluate the policy of port development/management. First, we develop the equilibrium model, which is consisted of two economic subjects, the carriers and shippers. In this model, it is assumed that the carriers aim to minimize their operation cost under the existence of shippers' Nash equilibrium. And the shippers are also assumed to behave myopically, so their aim is to minimize their generalized cost. Using the developed model, we estimate the future network of Asian-Pacific-European container cargo transport The shape of resultant network is hub-spoke network, which means large vessels and transshipment cargo are concentrated to a couple of big ports. Especially, the Hanshin, the Pusan and the Singapore port enjoy the role as the gateway ports for the intercontinental transport. Moreover, it is understood that the Hanshin and the Pusan have a tight rivalry, so this rivalry is emphasized by their own port management policies, say port capacity extension and port charge pricing. Second, we evaluate the impact of introduction of Post-Panamax class large vessels. Under this situation, the hierarchy of Asian ports is emphasized more strongly, so that the Hong Kong and the Pusan have the market dominance. Finally, we evaluate the possibility of use of the Siberian Land Bridge as the alternative route of sea route. We concluded that under the current situation, there is no way to use the Siberian Land Bridge as the alternative route of sea route because of its high pricing on the railway transport, slow speed of transport on railway and the serious shortness of capability of container cargo handling at Vostchny port.

  • 地域開発における事業の実現性を確保した地域経営手法の開発に関する研究

    本研究は,今後地方分権化が進行する中で,地方自治体による合理的な地域経営実現のための,特に開発事業の実現性を確保した計画手法の開発を行うことを目的とする.そのために,i)地方部における地域構造を適切に把握するための基礎モデルの開発,ii)事業実現性を確保した計画立案手法,すなわち事業実施スケジュールの最適化手法の開発を行う.そして,上記を統合した地域経営・財政シミュレーションシステムを開発し,その実用性について検討する. 平成11年度における研究として,以下に示す項目を行った. 1)平成10年度に開発したモデルに,さらに交通量の分布・配分同時決定モデルの導入を検討した.これにより,交通量の変動が長期的に地域の開発行為に与える影響を予測することが可能となった. 2)昨年度開発したモデルの求解アルゴリズムの改良を行い,より高速でなおかつ大規模な計算を行うことを可能にした. 3)開発したモデルに対して,その実用性の検討を行った.ケーススタディとして,昨年度と同様に平成8年に拠点都市整備法適用を受けた滋賀県彦根市およびその周辺の地域経営を取り上げた.そして,提示されている代替案ごとにその長期的影響を予測し,計画立案への支援情報とすることを検討した.

  • シュタッケルベルグ均衡問題として見た航空ネットワークシステム計画

    本研究における研究成果を以下に示す. 1)キャリヤ-が1社の場合について航空旅客輸送市場をシュタッケルベルグ問題として定式化することができた. 2)国内・国際旅客のOD需要に関する推計モデルについての整理を行った. 3)キャリヤ-の最適機材運用計画を緻密化できた. 4)大規模航空ネットワークにおける解法アルゴリズムを開発することができた. 5)1991年時点における国内旅客の流動およびキャリヤ-の配便計画の再現を行い,モデルの精度が極めて高いことが確認された. 6)1994年時点での国内旅客流動とキャリヤ-の配便計画について検討し,地方空港間のサービスフライトを極力廃止し,主要空港(羽田,伊丹,関西空港)を起終点とするハブアンドスポ-ク型ネットワークを導入することでキャリヤ-の利潤が極大化されることが分かった.しかし,全旅客に対する航空旅客数,および一人当たりの平均旅行時間は増加することが分かった. 7)伊丹空港存廃について検討し,廃止することによる旅客の旅行時間の増加,航空利用客の減少が生じることが分かった.この結果,必ずしも伊丹空港を廃止することが望ましくないことが分かった. 8)2010年時点における国内・国際旅客流動を推計し,国内においては羽田空港に,国際においては成田空港および関西空港に配便が集中することが分かった. 9)また,中部新国際空港導入についての検討を行った.その結果,国際旅客輸送に関して需要が高いことが分かった.

  • A Study on the Application of Baysian Approach to the Route Guidance System Planning

    The purpose of this study is to make the influence which route choice behaivior by driver gives the network flow in route guidance clear. We made route choice behavior model to compose from the link travel time estimate model, the route change model and the route choice model. The link travel time estimate model corrects probability distribution about the travel time using Baysian approach. The route change model gives the opportunity of the route reconsideration and the route choice model decides a change into the new route from the present plan route. Using developed route choice behavior model, it executed the simulation of route guidance system for the city place in Kobe City. It did the simulation when not implementing route guidance to fix a parameter and it compared link traffic volume with the observation value. As a result, in spite of the dealing with the peak time, the link traffic volumes suited observation values. The simulation result when implementing route guidance showed a thing with the low reliability of the traffic information by the assumed route guidance system. However, if making add this traffic information to the data of the judgment for route choice behavior, the induction car never became disadvantageous. This is the result by which the possibility to cancel the problem when an induction car is increased is suggestive.

  • 地域特性を考慮した地域計画のためのデータベース作成に関する基礎的研究

    本年度に研究を行った結果,次のようなことが知見として得られた. まず,村落空間の構造を民俗学における把握の1基本型である「ムラ・ノラ・ハラ」モデルと,文化人類学において指摘された「中心・周縁」モデルとの関係を考察し,さらに伝説に対する構造分析の結果を考慮することで,村落における心理的な空間把握モデルを仮定することができた.次に,研究対象地域を滋賀県北西部(湖北地方)および兵庫県西南部(播磨地方)として事例研究を行った.この時,伝説に語られる場所やものの村落内での分布状況に着目した.結果として,村落の構造上,等質な空間と考えられてきたムラ・ノラ・ハラの中にも,不連続で異質な部分が等質な空間を寸断する形として内包されていることがわかった.さらにそれらが境界性を有しているものであることがわかった.以上のことから村落のコスモロジーを実在空間と心理的空間の2様の関係から把握することができた.また,異質なものとして認知された地物が村落の中で特定の境界を示すランドマークであり,村落の住民と境界を示すランドマークとの心理的な関わり方を定性的に把握することができた.さらに伝説が集中的に語られる場所は,村落の歴史上極めて重要な境界を示すものであることがわかった.特に,隣接する村落ないしは(藩制村でいう)郷との関係の深さ,敷延すれば地域内の村落間,字間の心理的な連携の深さを示す可能性があると推察された.一方,伝説に語られる地物は地形的な変化の端緒に位置する場合が相当数あることがわかった.このことから,村落の住民から見た景観の重要性を知るための情報源としても伝説などの民俗情報を位置づけることの有意性を示した.最後に,データベース化を図るに当たり,伝説に語られる(イメージの集中する)要素を地形別・形態別に整理することを検討した.

  • 3-Levelシュタッケルベルグ均衡による空港ネットワークの最適計画法の開発

    空港の整備計画は,建設主体(政府),空港に機材を乗り入れるキャリヤー及び航空利用者(乗客及び貨物の荷主)の行動が均衡するように計画されることが望ましい。本研究では,上記3者が互いに有する情報に格差があることに着目した。すなわち,政府はキャリヤーの最適行動(乗り入れ空港,使用機材,便数の最適化行動)及び,利用者の最適行動(モード選択,空港選択の最適化)を情報として知っている。したがって,これらの最適行動を前提として空港の位置,規模を最適化するように計画できる。しかし,キャリヤーは利用者の最適行動を知っているものの政府が計画する空港の場所や施設規模が与えられないと自身の最適行動が決定できない。また,利用者は空港の位置(政府の戦略),航路および便数(キャリヤーの戦略)を知らない限り自身の最適化行動が図れない。本研究では,このような情報の格差に起因する最適行動格差をレベルの異なる3者のゲーム行動と見なして最適空港ネットワークを計画するモデルを開発した。本計画モデルでは,政府が空港建設費および空港利用者の時間費用の和を最小化するように行動し,キャリヤーは資材運用によって得られる利益(運賃収入-運用コスト)を最大化するように行動し,利用者は時間費用が最小になるように行動する,という前提で,空港利用市場で3者が均衡する解を発見し,政府の最適戦略(空港の場所,整備規模)とした。モデルは旅客OD分布が与えられている場合の簡単な空港ネットワークに適用され,シュタッケルベルグ均衡解を求めるアルゴリズムを開発し,3者の最適化行動が均衡する場合の種々の傾向について検討を行った。検討の結果,従来の計画法のように,新規空港の場所や規模およびキャリヤーの行動(便数・航路・機材の種類)を仮定した旅客の需要予測は大きく実際と異なること,従ってこの需要予測に基づいた空港の位置の妥当性や規模計画の妥当性ははなはだ疑問であることを指摘できた。しかし,現在の解法では実際規模のネットワークに拡大した場合の解の探索に時間がかかり過ぎること,キャリヤーが複数存在してキャリヤー同士が競争する現実を具体的にモデルに反映できていない点等が課題として残されている。

  • Planning Research of the Basic Facilities for Active Local Area

    The program of the planning was demonstrated this year on the base of the last year's result. First we developed the method to describe the characteristic of the local area from a local linguistic media such as local legends or folk tales. It was applied to a case of the real local area and leads to a new concept to regional planning. (by Sasaki, Inoue and Takebayashi) Also we developed the another method to describe the consept of the planning. The LOGMAP method was applied to the same case. It is evident that the method is effective to regional planning. Next we tried to make an model to describe the relation between the local cultural characteristics and active infranstructure. This model was applied to the real local facilities. It is not only effective to the planning but also to the regional design works. (by Kawasaki and Takebayashi) Last all results was collected to the cultural slimate analysis. We described the meaning and role for regional planning or design works. And we summarized all results and show some problems of this study. We will try to continue to solve some problems for regional plannings.

  • A System of Transfer Expressway

    This study proposes a system of transfer expressway under temporary volumes and techniqus of traffic information. Main results are as below. 1. Application of Neural Network model Neural network is used for its estimation in the study. Dynamic change of traffic congestion is investigated to know typical shape. A parabola is observed from empirical congestion data. Second, nueral network approach is introduced with two types of back propagation argolithms. Third, day volume of traffic congestion is estimated by nueral model. It gives much better fitness than linear regression medel. The varidity of prediction by neuro model is shown from some empirical results. Fourth, traffic volume influence to traffic congestion is also analyzed as an application of the proposal model. 2. The frequency of transfer expressway In the case of one point transfer expressway, the effect reduction on congestion is small, in the case of two points it is much better. It suggests that many points of transfer will make the congestion much less. 3. Reduction of travel time If the proposed system is used, all travel times of balanced routes will be reduced under application of the model.
