• The Adaptation and Resilience of Pastoralists During The COVID-19 Pandemic ㏌ Mongolia

  This paper draws on research conducted from 2021–2023 by multiple teams in Mongolia to understand COVID-19 impacts on rural pastoralist communities. While Mongolia adopted limited national-level COVID-19 policies specifically tailored for mobile pastoralist households and their livelihoods, the COVID-19 pandemic highlighted a range of pressure points, adaptations and innovations in the local health care response. In addition, the research demonstrated how pastoralists adapted their livelihoods, mobility and participation in political processes, including widespread engagement with wireless technology to obtain information, access education for children, participate in cultural events and develop online markets for pastoralist goods. Finally, the research reveals that after the pandemic subsided as a primary risk, pastoralists continued to cope with additional challenges from winter dzud , dust storms, livestock disease outbreaks and the economic impacts of border closures with China.   モンゴルでは、20世紀の半ば頃から牧畜が大規模に（しかも主要な産業として）行われるようになったことで、伝統的な生業・生活様式が大きく変化した。本発表では、社会主義時代のモンゴルにおける土地法制および土地利用の変容過程をたどることを通じて、人間と自然の関わりから、農牧業の集団化とは何であったのかを考えたい。

  市場経済化後のモンゴル国の都市近郊では、牧畜経営の小規模化・定着化が進むなかで、牧民が畜産物取引の多角化を選択する傾向にあり、そのための手段の一つとして乳製品の生産・販売が行なわれてきた。牧民たちは、市場に相対的に適したやり方で乳製品の生産・販売を行なっており、それらが市場からの物理的な距離のみならず、既存の社会・経済的なネットワークを活用することによって成り立っていることを明らかにした。

  本発表はモンゴルの都市周辺地域に暮らす人びとの家畜預託をめぐる社会関係に着目することで、社会主義／ポスト社会主義期の牧畜社会の変化と持続を明らかにすることを目的とする。ここでは、スニースがいうところの「二重の生産様式（dual productive modes）」（特に互酬的な生存維持活動）が歴史的にどのように維持されてきたのかを、家畜預託をめぐる世帯間の協力関係に焦点を当てて論じたい。

• The Pastoral Economy of North Mongolia: On the Relationship between Urban and Rural Areas

  本発表の目的は、モンゴル国北部ボルガン県オルホン郡を事例に、草原と定住地における牧畜民の牧畜経営の関係を明らかにすることである。具体的には、まず、草原と定住地における牧畜経営の特徴について説明する。次に、草原と定住地に暮らす二つの家族のライフヒストリーを取り上げ、彼らがどのような葛藤のなかで居住地を選んできたのかを示す。そして、こうした彼らの選択を可能にした背景に何があったのかを考えたい。

  本発表では、モンゴル国における近年の土地制度改革による影響を捉えていくために、放牧地に関する新たな法規定と生活そのもの（土地と人々の関わり）とのせめぎ合いを、そのインターフェイスにおいて検討する。これによって、市場経済への移行（とりわけ土地私有化政策の実施）に伴う社会変化のなかで、地方の行政や牧民が土地利用をめぐりどのような実践を試みているのかが明らかになるはずである。

  昨年度は、モンゴル国における基礎データ・文献の収集、集中調査地域（3地域）の選定を行ったので、本年度は、海外共同研究者の援助を得ながら、現地調査を部分的に開始した。また、人畜地気・各班の基礎データを統合・更新したデータベースの作成を継続し、遊牧様式と環境場の地図化や解析を開始する。具体的には、以下の4点についての研究を実施する。 1 聞き取り調査・社会経済データ収集（人班）：昨年度、文献調査した過去1世紀の遊牧様式（遊動の促進・制約要因など）について、時代別に整理した。さらに、集中調査地域であるBayan Unjuulにおいて、牧民の遊動の意思決定過程について聞き取り調査を行い、モンゴル統計局の遊牧様式に関する基礎データの整理を行った。 2 環境解析（地・気班）：昨年度、開始した衛星・地上観測の高時空間分解能データベースの作成を継続し、これを用いて、各要素の時空間変動性の解析を行った。衛星データについて、植生はMODIS（NASA）などを用いた。 3 家畜・植生調査（畜班）：家畜エージェントモデルにおける意思決定ルールを作成するための、家畜の移動方向・栄養状態変化、草の現存量変化に関する現地調査は来年度に延期した。 4 モデル開発の開始（モデル班）：日帰り圏に関して、3の調査から推定される意思決定ルールを考慮し、家畜栄養モデルを搭載したエージェントモデルを開発した。 5 本年度交付繰越分については、2022年度において、ポスドク研究員を1人雇用し、上記3、4の研究活動にあたらせ、成果発表として、ワークショップ「Trans Eurasian Workshop: From Vision to Actions Towards Sustainability」を開催した。

  本研究の目的は、社会主義体制下のモンゴル国における人間＝環境関係の特徴とその変容を、都市・工業化に伴う人口動態（人口の増加、都市・地方間の人口移動）、農畜産物の商品化・市場化、資源利用・管理システムの変容との関連に着目して明らかにすることにある。 2021年度は、前年度に引き続き、新型コロナウイルス感染症の影響により予定していたモンゴルでの現地調査を実施することができなかったが、文献研究および既収集資料の分析を通じて、以下の通り研究を進めた。第一に、国内外の都市消費者に向けた畜産物需要が急速に高まった1960年代以降の地方における寒雪害（ゾド）被害の実態、およびその家畜飼育・利用への影響について、肉（家畜生体）および乳・乳製品の生産の双方から検討を行い、5月に日本文化人類学会で報告したほか、Journal of Contemporary East Asia Studies誌の特集論文として公刊した。第二に、農牧業集団化以降の資源利用・管理システムの特徴とその変遷を解明するために、集団化期の牧畜民による土地利用の実態について、モンゴル科学アカデミー地理学研究所の国内全域に及ぶ網羅的な研究（D.バザルグルほか1989）を中心に文献研究を行い、牧民の移動の地域区分および生態地理学的適合牧地論の理論的意義について考察した。第三に、協同組合体制のもとでの農牧業開発と環境変化・災害との相互作用に着目して、動き続ける自然とそれに対応する文化・社会のあり方を実証的に解明するための方策と課題について検討した（科研費・基盤C「社会主義モンゴルにおける牧畜の産業化と自然災害に関する研究」として申請し、採択された）。このほか、モンゴルと日本の国交樹立50年を記念するウェビナー「モンゴルと日本の50年」において、現代モンゴルにおける遊牧とゾドの関係、そして日モ二国間防災協力の可能性について議論した。

  Modern society is confronting several crises such as global warming and food waste because of mass production and mass consumption. In 2015, the United Nations fostered seventeen sustainable development goals. Historically a majority of these seventeen goals have been achieved in nomadic societies. In particular, in Mongolia, the industrialization of livestock production has been enforced since World War II, while the system of common ownership of land based on the traditional ethics of making use of resources was maintained. The principles of nomadic life are relevant to modern society, such as co-existing with nature and egalitarian wealth distribution. Thus, we propose establishing a new international system of law and administration to control the common ownership of pasture and public natural resources as a remedy for the survival of humankind.

  This study investigated the transformation of the relationship between the Mongolian people and their natural environment by focusing on the relationships between socioeconomic changes, such as collectivization, urbanization, industrialization, mining developments, and environmental changes, since the mid-twentieth century. In this study, I verified the water and material cycle model of pastoral society and its transformation by revealing the impact of pastoral developments on the relationship between land, livestock, and the people during the socialist era and determined the characteristics of pastoral management after the transition to a market economy. The research findings are based on an analysis of administrative documents and statistical data at the local level and field data derived from interviews and observations in the suburban areas of Mongolia.


• Building a Study of Pan-Pacific Civilization from an anthropological perspective based on Environmental Archaeology

  The aim of this research is to build a Study of Pan-Pacific Civilization having efficacy in the field of cultural anthropology. In order to achieve the goal, we concentrated the wisdom of following 4 academic fields:(1) Environmental Archaeology, (2) Jomon Archaeology, (3) Earthquake Geography, and (4) Paleoclimatology including their research methods and the newest accomplishments. Particularly, we have tried to develop models of 2 research questions: a dynamics linked to natural disasters and civilization, and a material circulation in small-scale societies.
  Moreover, our main research center has been established at Ritsumeikan University, Kyoto. The center is widely known as a hub for academic wisdom where both domestic and foreign researchers can interact with each other. In such international environment, leading contributors for this research have pursued their research objectives and disseminated their achievements to the world, through academic conferences and publications.

  本研究は、モンゴル国の土地利用と社会変化に関する人類学的な研究である。すなわち、本研究の目的は、社会主義から市場経済への移行に伴うモンゴル牧畜社会の変容を、ポスト社会主義期の土地・家畜・人の関係に焦点を当てて明らかにすることにある。初年度および次年度は、長期の現地調査により博士論文執筆の基礎となるデータの収集・分析を進めた。最終年度では、それらの成果をもとに、具体的に以下の二つの方向から研究を行い、博士論文(『モンゴル牧畜社会の土地利用と社会変化-ポスト社会主義期の土地・家畜・人の関係』)を完成させた。 第一に、本研究の調査対象地であるモンゴル北部・ボルガン県オルホン郡の家畜生産とその変化について検討した。ここでは、平成21年度から着手しているオルホン郡の『家畜資産台帳』(1971-2000)や『地方議会決定』(1962-1991)などのローカルな統計史料や行政文書の翻訳・分析をもとに、社会主義時代から市場経済化後の現在に至るまでの家畜生産をめぐる変化と持続について検討した。その上で、第二に、現代オルホン郡の牧畜経営の特徴について考察を行った。その結果、地方の人びとは、社会主義時代の制度や規範に直接的・間接的に依拠しながらも、そこから逸脱する個別具体的な実践を行っており、そのことが市場経済化後の経済的な困難を乗り越えるための重要な戦略として機能してきたことが分かった。 以上のことから、市場経済化後のモンゴル国では、国家政策のなかで土地(その資源)と人の関係が重視されるようになったのに対して、地方の人びとは家畜との結びつきをさらに深めている。博士論文では、こうした齟齬が近年の土地をめぐる問題の核にあることを明らかにした。

  研究の範囲を「植民地化以降」と幅広くとったが、とりわけ1970年代から80年代にかけて世界各地に、新たな資源開発の波がおよび、もともとの住民である先住民へ土地所有権を付与したうえで、その土地の使用権ないしは所有権の移譲をせまるというかたちで環境の改変が進んでいることがこの数年の継続的現地調査によって明らかにされた。その内容としては資源の再定義(遺伝子、生物学的資源)もふくまれる。こうした改変の評価指標は世界各地で経験的に試行されている。その資料の収集は一定進んだが、それらの比較研究までは残念ながらおよばなかった。また改変の先住民文化への影響の深さをはかるための基礎的な研究をレヴィ=ストロースの人類学の再評価というかたちで一定進めた。
