  • Profile

    Dr. Keiichi Ogawa is Professor and Vice Dean in the Graduate School of International Cooperation Studies (GSICS) & Council Member of Education and Research at Kobe University in Japan. He is also Director of the Global Research Center for Education Policy and Planning (GEPP) and UNESCO Chair of Education for Gender, Disaster Resilience, and Well-being at Kobe University.

    Dr. Ogawa is a former Education Economist at the World Bank and a former Governing Board Member of the UNESCO International Institute for Educational Planning (IIEP). He is also an Honorary Professor at Kyrgyz National University, the National University of Laos, and the University of Dhaka. He has served in various graduate schools as an Affiliate, Adjunct, or Visiting Professor, including Columbia University’s Teachers College, George Washington University, the University of Hawaii, and the University of Tokyo. His research interests lie in the economics of education, education finance, comparative international education, and public policy in the education sector.

    He has worked on development assistance activities in over 30 countries and has authored or co-edited twelve books and over 150 journal articles/book chapters. Many are issues related to educational development and cooperation in international settings. He holds a Ph.D. in Comparative International Education and Economics of Education from Columbia University.

New Challenges in Sub-Saharan Africa, Palgrave Macmillan, Nov. 2024, pp 45–66, English, This chapter mainly utilises cross-sectional data to descriptively review the history of educational development in Africa, where many countries achieved independence in the 1960s, and summarises the remaining and newly emerging challenges in the Sustainable Development Goal era. It also discusses the rise of low-fee private schools, a topic receiving increasing attention, the background of this trend and the impact of COVID-19 on education. The results revealed that children’s access to education has improved significantly over the past 50 years. However, several challenges remain, including a learning crisis due to declining quality in public schools, medium of instruction, overage students and inequality. Moreover, during the COVID-19 pandemic in 2020, children’s access to education was severely disrupted in some countries, forcing them to respond to challenging situations. The progress in the years since then, the post-COVID era, has highlighted Africa’s potential for growth and job creation, with youth identified as key players in this trajectory. Owing to the increasingly pivotal role of education in the future, enhancing its quality is imperative.

    Contributor, Analysis of Student Retention in Primary Education Level Under Mongolia’s Automatic Promotion Policy, Palgrave Macmillan, Nov. 2024, pp 221–245, English, Mongolia has implemented free and compulsory education alongside an automatic promotion policy at the primary education level. Analysing the impact of these policies on student retention is essential to evaluate their effectiveness and identify influencing factors. A key concern is the low teacher salaries, supplemented by performance-based bonuses, which may incentivise malpractice. This study utilises a longitudinal approach, employing tracing techniques and univariate analysis on 5 schools and 840 students. The findings reveal that these policies have limited effectiveness, as evidenced by a primary education level retention rate of 62.9%. Additionally, students exhibit high academic performance across all socioeconomic status (SES) groups, which is atypical compared to global trends where low SES groups and schools in rural areas often underperform. This anomaly suggests that the performance-based bonus incentives for teachers may contribute to higher reported academic achievements. The findings suggest that the government must take action to increase the retention rate by increasing internal efficiencies for schools and education as well as reducing indirect costs for primary education. Simultaneously, the incentive structure for teachers requires reassessment. Ensuring fair and adequate teacher compensation is crucial.     Contributor, Analysis of Students’ Flow Patterns from Primary Through Lower Secondary Cycle Under Automatic Promotion Policy in Uganda, Palgrave Macmillan, Nov. 2024, pp 261–279, English, This study examines the flow patterns of students from Grade 1 through Grade 7 in primary education, and up to Grade 11 in lower secondary using a tracer approach on a sample of 300 learners from 13 schools. The findings reveal that 72.7% of the learners survived up to Grade 7, while 29.7% survived up to Grade 11, signaling low internal efficiency in schooling. A significant association exists between learners’ completion at grades 7 and 11 as well as conventional socioeconomic characteristics such as parents’ education and learners’ entrance age at Grade 1, among others. Repetitions are mostly observed in grades 2–4, while dropout cases are observed in grades 5–9, respectively.     2019年度は、ネパール、ラオス、インドネシア、ミャンマー、ウガンダ、ボリビアを対象国として設定した。ネパールでは、2019年8月、11月、2020年1-2月の期間に、バクタプル郡にて現地調査を実施した。教育事務所および対象校を訪問し、全国統一試験結果、授業ビデオ、学習者のノート等のデータを収集した。 ラオスでは、2019年8月に現地協力者と打ち合わせを行い、教育スポーツ省の職員から協力を得ることになった。2019年12月から2020年2月にかけて数学の授業のビデオ撮影、教員に対するインタビュー調査、ノートの撮影を実施した。 インドネシアは当初2020年3月に調査実施の計画を立てていたが、2020年2月末の時点にてCOVID-19感染急拡大の影響が見られ、それに伴い訪問先の研究協力機関から現地調査の実施を延期するよう要請を受けた。そのため、繰越申請を行ったが、2020年度も感染拡大の影響が落ち着かず、外国人に対する厳しい入国制限が続いたことから、現地の研究協力者との協議の上でさらに現地調査の実施を見合わせた。最終的には、学校の授業実施の様子や関連情報の収集等を遠隔で実施した。 ミャンマーは、訪問先の研究協力機関の都合により現地調査実施が困難であったため、現地協力者の協力を得ながら遠隔でデータ収集を行い、各対象校の特徴分析を実施した。 ウガンダでは、2019年11月と2020年2月に首都カンパラとマサカ州で調査を行った。カンパラでは教育スポーツ省から教育に関する最新の基礎データを収集し、マサカ州では州教育省と公立校と私立校を訪問して全国統一試験結果と学習者のノート等のデータを収集した。 ボリビアでは、2019年9月の期間に首都ラパス、コチャバンバ、サンフアンにおいて算数授業のビデオを撮影し、国家試験結果の収集、学習者のノート等のデータを収集した。

  • Study on Early Childhood Care and Education (ECCE) and Teacher Policy in Indochina Countries

    本研究では、ベトナム、ラオス、カンボジアの3カ国を事例に質の高い幼児教育の提供に必須の教育施設(ハードインフラ)と教員(ソフトインフラ)に焦点を当て、定量的・定性的手法の両方を用いた現状分析を実施し、就学前教育施設及び教員の適切な供給・配置に向けた課題を明らかにすることを目的としている。また、国連の持続可能な開発目標(SDG4.2)達成を目指した戦略的な就学前教育施設及び教員の配置について、実証研究によるエビデンスベースの提言を導き出すことも本研究の目的である。
    2021年度もコロナ禍で日本人研究者が現地調査を実施することができなかったため、現地の共同研究者が、ベトナムとカンボジアにおける政府の関係省庁が公表している幼児教育・保育の施設数・在籍者数、教員数等に関する2次データを収集して、日本人研究者と共同で幼児教育・保育施設へのアクセスの現状、教育施設および教員の供給にかかる公的および私的財政支出の現状に関する定量的分析を実施した。私的支出の状況、民間の施設に在籍するという選択肢の存在が公正なアクセスの保証に及ぼす影響等に関する定量的分析手法を、幼児教育・保育の分野で先進的に応用した。また、現地の共同研究者がベトナム、ラオス、カンボジアで幼児教育・保育を提供する就学前教育施設や勤務する教員にインタビュー調査を行い、収集したデータ・資料をもとに学術論文の原稿を国際共著として3本、ベトナム、ラオス、カンボジアを事例に作成した。

    本研究は、以下の3つの切り口から文理協働による共同研究の遂行を目的としている。第一に、移民・難民の起源地における住民の基本的な生活条件を直視することを通して、大規模な移民現象のプッシュ要因を文理両面から総合的に再検討する。第二に、多領域横断的な研究体制を構築し、必然的に文理融合的な様相を呈する移民・難民の起源地の生活条件の問題に、学際的なチームが協力して打開策を検討する。第三に、開発援助が実施されている地域に実際に生きる人々/それらの地域を故郷とする人々が、様々な援助をどのように受け止め、また将来に向けていかに活かせるのかを分析する。 残念ながらコロナ禍の影響によって、イスラム圏から来た在日外国人の聞き取り調査など国内での調査研究は実施することができたものの、ホンジュラス、南アフリカ、モロッコ、ケニア、イラン、キルギスタン、インドネシア、フィリピン等の国々を対象に、医学、社会学、法学、人類学、教育学、政治経済学等の多様な角度から現地調査を遂行し、どのような開発援助の問題点が現地で明らかとなっているのかを分析するという目的は果たせなかった。 しかしながら、この間、インドネシアのアイルランガ大学や南アフリカのケープタウン大学をはじめとする海外の研究者や世界銀行、ユネスコ、ユニセフとは、海外共同調査やワークショップ開催に向けて定期的にコンタクトを取り続け、海外調査や研究集会を再開するための準備を着々と進めることができた。

    This study analyzed financial issues on early childhood education and care (ECCE) from a demand perspective in Vietnam, Laos, Cambodia, and Bangladesh, and provided policy recommendations based on the findings to policy makers and education experts in the aforementioned countries. We shared our findings in academic conferences and international symposia held inside and outside of Japan, and we established theoretical frameworks and evaluation indicators based on each developing country's context. We also contributed to the ECCE policy reforms and projects by sharing our policy recommendations to policy makers and international organizations' education experts through various workshops in Vietnam, Laos and Cambodia.

  • International Comparison Research of Enrollment Situation by True Cohort Method Contributing to Education Policy Plan for Post Education for All (EFA)

    This study aimed to reveal individual children’s enrollment situation in developing counties by implementing the true cohort analysis with longitudinal data. As a result, we could see the effect of school, home, and social economic factors, national educational policies, etc. on children’s enrollment patterns. For instance, low-SES (Social Economic Status) schools had worse enrollment situation and received negative effect of overage easily than high-SES schools in Myanmar. Also, existence of children who temporarily dropped out of school due to home factors was revealed in Nepal. Moreover, various peculiar enrollment patterns, which cannot be found from cross sectional data, were observed in Africa such as Malawi and Zambia.

    This study examined multiple aspects of the education of vulnerable children in the developing countries of Africa, Middle East, and Asia, by looking at the cases of individual schools and teachers who are eager to support them. We attempted to understand the realities of such education particularly from the perspectives of students, teachers, and parents. The investigation revealed that there are so many people who are taking action on their own initiative without solely resorting to external supports. The study results were presented in four categories: (1) Education of refugee children, (2) Education of children with disabilities, (3) Education of children at risk, and (4) Education of children from poor families.

    This study, which focuses on Asia and Africa, provides an analysis of higher education policies in the private sector from the point of view of quality assurance, finance, and administration. The study was carried out in Laos, Myanmar, Malawi, and Uganda. Original data was collected by conducting questionnaires and interviews to not only private university administrators, but also to the ministry of education officers and education specialists in international organizations.
    Specifically, the study carried out policy and situation analyses on the credit transfer system, student evaluation system, fiscal management, administration, and finance. The study also conducted a comparative analysis on the finance, administration, and management systems of private higher education institutions in selected countries.

    This study explores various roles and issues of school education in the transforming communities of southern and eastern African countries. We examined the realities of schools and schooling by looking at individual cases with their local contexts particularly from children's perspectives. It was found that there are principally eight aspects to be observed and reconsidered: (1) school as protective space for children, (2) enthusiasm for schooling among children and their parents, (3) critical views of parents on education quality, (4) issues of teachers and their particular roles, (5) problems to corporal punishment and school bullying, (6) dropping-out of school and barrier to further schooling, (7) gap between the languages of livelihood and instruction, and (8) negative legacy of conflicts.

    This study aimed to reveal individual children's enrollment situation in developing countries, and implemented the true cohort analysis with longitudinal data. Findings in Honduras and Indonesia, there are influences on children's enrollment patterns such as socio-economic situation and educational policies depending on years. Also, children's patterns of enrolment fall into two categories: graduation without repetition and dropout after a short period of attendance. However, as the present age is getting closer, children could enter a school with official age and graduate without repetition and temporary dropout. In Bolivia, a repetition in the first grade in the first year often happens and leads to dropout. In Malawi, it is appeared that various peculiar enrollment patterns which are not observed from cross sectional data.

    旧ソ連の体制の下で中央アジアの教育システムは発展し、かなり高い水準になっているが、市場経済化の進展の下でより有効に機能する教育システムに改善してゆく必要性に直面している。基礎教育の面では教育の質的な改善と教員の質の改善が必要とされている。また、旧ソ連の計画経済体制下において中等レベルの職業教育が発達していたが、従来の職業教育は市場経済の下では必ずしも有効でなかった。移行経済において、職業教育の収益率は大学教育に比べると極めて低く、職業教育と大学教育の今後の発展に対して提言するための基礎的な研究が必要とされている。人的資源開発研究の視点からの本研究の目的は、教育の質や効率性を深く分析することにより、グローバル・イシューである人的移動に伴う社会問題を明らかにすることである。 最終年度となる22年度は、ウズベキスタンにおける人的移動に関する文献調査を行うと共に、アンケート調査を行った。また、ウズベキスタンの労働省や国連機関が持っている人的移動や労働市場の現状やソ連から独立後の人的資源開発計画をレビューした。これまでどのような政府の開発計画のもとで、どのように移行経済と人的資源開発が平行して、または優先順位をつけられ開発が行われてきたのかを政府、研究機関および援助機関の二次資料により明らかにした。また、今後の経済発展の優先課題と、国家の理想とする経済型について現状から把握できる方向性を指摘できるように、産業構造や教育機関と労働市場の関連性についてもマクロ経済的な視点から分析を行い、国家の優先課題と開発計画の誤差を分析した。 今後、本研究結果を学術論文にまとめる予定である。

    The main finding of this research is the growing importance of global and regional level governance of education, in which policy decision was traditionally made only in the national level, reflecting rapid political, economic, and social globalization. This research provided some implications for the actual practice and policy processes of international exchange, cooperation and linkage of education in Japan and the international society through various settings of international conferences and publications.

    今年度は本研究プロジェクトの最終年度であり、大メコン川流域圏のインドシナ諸国における高等教育改革の現状と展望について多様な角度から検証を加えた。3年間の最終的な成果の一つとして、Springer社より『東南アジアの教育改革と能力開発』と題した著書を、代表者の北村が編者の一人として出版した。同書には、本研究プロジェクトの前代表者である廣里恭史博士(現アジア開発銀行上級教育専門官)や分担者の小川も執筆参加しており、まさに本研究プロジェクトの集大成として位置づけることができる。さらに、同書には、米国や東南アジア諸国の研究者たちも参加しており、本研究プロジェクトが国際的な視野のもとで展開されたことを示している。とくに、同書の中では東南アジア諸国(とくにインドシナ諸国)の教育改革を分析するためのフレームワークを提示し、そのフレームワークにもとづき国別の事例研究を行なっている。そのなかで、教育改革の推進のためには国レベルでの能力開発が不可欠なことを結論として導き出しており、とくに高等教育レベルでは質保証の面からも能力開発の重要性をしてきしている。このように、本研究プロジェクトの目的を遂行した成果として同書を捉えることができる。また、代表者の北村ならびに協力者の小川と米澤は、それぞれ個別の論文においても、高等教育の分析フレームワークと事例研究を行い、学会誌等に成果を発表した。本研究プロジェクトの成果を土台として、今後、さらに大メコン川流域圏の地方大学の展開について検証を継続していく予定である。

  • アフリカ地域の社会と教育に関する比較研究-フィールドワークによる新たな展開-

    国際社会は2015年までに初等教育を完全普及させることを目標に、アフリカを中心に支援を行っている。しかし、これまでアフリカ固有の社会における教育のあり方についての根源的な議論が欠落していた。本研究は、フィールドワークに基づく事例研究により、アフリカの社会における教育のあり方を多面的に再検討しようとするものである。これまで計量分析が主流であった教育開発研究に対して、事例研究を重視し、質的分析を行うことにより、多様な社会における教育の意味を総合的に把握しようとする試みである。この成果をもとに、学術研究と国際協力の実践を相互補完的に融合させ、新たな国際教育協力の展望を拓くことにも貢献するものである。 これまでのフィールド調査および研究会での議論を踏まえつつ、本年度はそれぞれの地域社会における学校の問題点や課題を取り巻く事例研究を引き続き行った。集積された事例をもとに、多様な社会と学校教育の関係性を中心に分析した。その結果、とりわけ学校に対する期待や就学の意味づけが、生徒、教師、保護者の間でかなり異なっていることが明らかになった。 今年度は最終年度であり、国内外の学会において、積極的に研究成果の発表、および研究論文の公表に努めた。アフリカの教育研究に関心を持つ研究者等が自由に討論できる場である「アフリカ教育研究フォーラム」を創設し、本研究課題の成果が終了後も持続的に発展するよう工夫した。

  • The Political Economy of Education Reforms and Capacity Development in Asia

    Provided that an ultimate vision of educational development and cooperation in the 21st century would be to develop indigenous capacity in engineering education reforms, this research analyzes the overall education reform context and capacity, including the status of sector program support using sector-wide approach (SWAp) /program-based approach (PBA) in developing countries. The research also addresses how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization. Based on analysis of the global trends of educational development and cooperation, the research proposes an Integrated Framework of international cooperation to education in developing countries. It is expected that by applying this model to assess current conditions of international cooperation to basic education in developing countries, donor countries and international agencies could clarify their roles in the process of promoting education reforms and enhance their aid effectiveness. Furthermore, the research includes preliminary case analyses of those less developed countries in Southeast Asia, especially Cambodia, Lao PDR, and Vietnam, which are preparing or receiving sector program support using country-specific forms of SWAp/PBA. Country cases briefly examine how the stakeholders in political arenas of each country have been interacting in the process of promoting education reforms focusing on basic education. Both the conceptual and analytical framework and the country case analyses are intended to help developing countries simultaneously meet twin challenges of ensuring equitable access to quality basic education and of developing competitive workforces by renovating technical and vocational education and training, and higher education, in an era of globalization

    The main objectives of this study is to investigate the roles of governments and private sector of human resources development in West Asia and East Africa where geographically and historically have had close relationship. Particularly the following four areas were covered: 1) Analysis of public expenditure on the education and health sector, 2)Analysis on public management on the education and health motors; 3)Analysis on Education and labor market; and 4)analysis on health sector with focus on HIV/AIDS and ICT (information and communication technology). In 2005, we conducted field research in Turkey, Yemen, Tanzania and Malawi. We visited government organizations such as Ministry of Education and Ministry of Health, and obtained documents and data. We also visited local education schools and private companies. In Japan, we did desk study and compared the level of education/health development of the four countries. In 2006, we focused on Yemen and Turkey and had field research by: 1) conducting interviews to officials in the Ministries of Labor, Education, Health, and Finance; 2) conducting interviews to state-level government officers of Ministries of Labor, Education, Heath, and Finance; 3) visiting local educational institutes and hospitals/health clinics; and 4) having interviews to the private company related to education and health. In 2007, we conducted a field research in Turkey and Malawi and collected further documents and data. We analyzed the data and wrote papers and published as books and in the journals; then, we presented our findings in the academic conferences inside and outside of Japan. We have many results from this research since each study was case study. For instance, in Turkey, Women's level of education is lower than male' and the women is less participated in labor market. When we look at the level of education, it is less likely for graduate from secondary vocational education in comparison with university graduates to find jobs that directly to what they have learned in school. In terms of job performance, it is more likely for the later than the former that their education has helped them in their work.

    This research project has two major purposes. Firstly, it tries to analyze how poverty and vulnerability of people's life, body, and welfare have been changing under transformation in contemporary developing countries. Secondly, it aims at designing social institution framework to cope with new forms of poverty and vulnerability. For these purposes, the project team has focused upon Southeast Asia and Sub-Saharan Africa, and has conducted field works in Laos and Tanzania. It has paid special attention to women, children, peasants, micro-, small, or medium-sized enterprises in the urban informal sector. Through earlier stages of research, it came to place importance on spread of infectious diseases, notably HIV/AIDS, population increase making resources for livelihoods relatively more scarce, urbanization, and government's regulation and restriction, as major factors causing changes in poverty and vulnerability. It also proposes human resource development or individual empowerment as a channel viable to reduce and overcome poverty and vulnerability. Through empirical explorations, we have come to recognize strongly that governments in the respective countries lack capacity to build social institutions required to reduce poverty and vulnerability. It implies that we will have to review how governments or states in the countries are formulated. Nevertheless, governments' human resource development policies, especially education promotion measures, are one of those which have been associated with concrete actions and results, and, therefore, it is necessary to focus on the said policies in future studies related to poverty and vulnerability. As with regard to these points, there has been little knowledge accumulation in academia, it is significant for us to have raised them as themes of research. On the basis of these findings, it is desired to organize multi-disciplinary research activities.

    本研究では、インドシナ諸国の初等教育開発に焦点をあて、主に下記の三つの分野を研究目的とした。第一は、2002年のカナナスキス・サミット以降の各国際機関、二国間援助機関、途上国政府の取り組みをレビューし、今までのその到達点と問題点を明らかにすること。第二は、インドシナのベトナム、ラオス、カンボジアを事例にそれらの国々の教育開発の現状と援助機関の役割を分析すること。第三は、第一と第二の分析結果をふまえて、インドシナ三国がMDGsを達成するために効率的な政策提言を提唱すること、であった。 本研究は、国際機関や二国間援助機関の途上国における教育援助の流れをグローバルな視野に立って分析しつつ、インドシナ三国の国レベルでの政府の初等教育政策やドナー援助協調の分析に焦点を当てたことを特色した。近年、MDGsのレビュー研究は世界中で多くなされているが、途上国の基礎教育政策やドナーの援助協調に着目し、教育問題を教育の需要と供給の両面から政策的かつ学問的研究はほとんどされてない。途上国のMDGs達成するための問題点を明らかにし、費用対効果の高い教育公共政策のあり方の方向性を定義することを目的した。 上記の研究目的と研究意義をもとに、本年度は、これまでに現地でデータ・資料収集、インタビュー調査を行い作成した成果論文をもとに米国ワシントンDCに本部をもつ世界銀行(国際機関)で本研究の対象国であるベトナム、ラオス、カンボジアの教育セクターを担当するタスクマネージャーと意見交換を行った。また、世界銀行でも研究成果の発表もセミナーを通して行った。
