• HOUSING DESIGN BY TYPE PLANNING OF WOODEN ROW HOUSES PROJECTS FOR RENT BY THE DOJUNKAI FOUNDATION (PART 1): HOUSING TYPES AND SUPPLY

  This study analyzed housing types called “jūtaku katashiki” and these supplied numbers to each housing estate to clarify the characteristics of housing design by type planning called “kata keikaku” of wooden row houses projects for rent by Dojunkai Foundation. The findings are as follows: 1) The housing types are 15. 2) The housing types supplied the earlier period were designed by each housing estate. The housing types of the latter period were standardized to types of two-unit by two-story and four-unit by two-story (separate households on the 1st and 2nd floors), and the "kata keikaku" method was established.

• PLANNING AND DESIGNING CONCEPTS IN THE SUBDIVISION HOUSING PROJECT FOR WHITE-COLLAR WORKERS BY DŌJUNKAI

  Dōjunkai, established in the wake of the Great Kantō Earthquake, launched the subdivision housing project for white-collar workers in 1928. This study identified Yutaka Nakamura as a planner and a designer of the project. Analyzing his claims and background revealed the followings: Planning and designing concepts of Nakamura were to provide a variety of floor plans, unify the design of houses, use floor plans and equipment suited for the Japanese climate, and progressively improve the defects of conventional Japanese houses. His concepts were influenced by Raymond Unwin and Kōji Fujii.

• Effect of Housing Act drafting activity on the formulation process of the “Report of the Housing Measures Committee”: A study on the discussion and research in the process of establishing housing policy during World War II (1)

  During World War II, the measures to address housing shortage were drafted by the Housing Measures Committee (HMC). Studying this committee is important because, at that time, the model of Japanese housing policy was formed. At the same time, the Housing Policy Researching Committee of Dojunkai (HPRCD) attempted to draft the Housing Act, including concepts of housing statistics, housing standardization, housing inspection, and housing supply. This paper presents the process of formulating the "Report of the HMC" and its significance in the history of Japanese housing policy by associating the activities of HPRCD with the "Report of the HMC."

  本研究の最終的な目的は、戦前の日本において住居法の制定に向けた検討がいかになされたのかを解き明かすとともに、そうした一連の検討が日本の住宅政策に与えた影響を考察することにある。初年度には、先進西洋諸国の諸法制のなかでも特に重要な法制として知られる、イギリスのアディソン法(Housing, Town Planning, etc. Act・1919年)に着目し、日本における同法制の摂取と応用の実態の把握を試みた。 研究は一次資料の渉猟と分析にもとづいて進め、東京都公文書館内田祥三文庫を中心に、複数の公文書館や図書館で調査を行った。その成果として、主に「知見の摂取」と「摂取された知見の応用」という二つの側面から、以下のような事実が明らかとなった。 「知見の摂取」という側面では、①関一や内田祥三といった当時の都市住宅政策に関するオピニオン・リーダーが、規範とすべき対象としてアディソン法を評価していたこと、②内田祥三の主導のもとに、アディソン法の法文に加えて、同法にもとづく国庫補助政策の手引書である“Manual on the preparation of State-aided housing schemes”や、不良住宅地区改良政策の手引書である“Manual on unfit houses and unhealthy areas”といった資料が翻訳・公表されていたこと、③内田祥三と師弟関係にあった中村寛が、1920年から翌年にかけて先進西洋諸国の住宅地を視察し、アディソン法立案の中心的存在であったレイモンド・アンウィンと40日程度行動を共にしていたこと、などを明らかにした。 「摂取された知見の応用」という側面では、同潤会の住宅建設事業において、内田祥三や中村寛が中心的役割を果たしていたことに着目し、アディソン法の調査などから得られた知見が同潤会の事業に応用された可能性を検証した。この結果として、同潤会の分譲住宅事業や不良住宅地区改良事業の実施に際して、上述の“Manual”が参照された可能性が高いことを明らかにした。
