• The Coordination of the Global Anti-Corruption Governance via Hybrid Polycentric Networks

  初年度の平成30年度は、まず研究対象となる「ゆらぎ」の分析を可能にする統一的な理論枠組みの構築を試みた。その過程で「ゆらぎ」を増幅する自己組織化のメカニズムに関して、すでに先行研究の蓄積がある社会学の自己組織性論を参考に概念化を試みた。 「ゆらぎ」の概念化にあたっては、最初に、多中心化した国際関係における秩序形成・維持を説明する既存の理論であるオーケストレーション論や実験主義的ガバナンス論などを批判的に検討した。その結果、システム優位論ではなく、アクターの主体性を重視するアクター中心的なアプローチを採用した。そして、以下のようなアクターを概念的に想定した。第一に、既存の規範に異議を唱え、「差異化」を図るアクター、すなわち「異議提唱者」が存在し、彼らが「ゆらぎ」を発生させると仮定した。そして、その「ゆらぎ」に同調して、それを増幅するアクター、すなわち「増幅者」の存在を想定し、さらに、その増幅を検知し、自省作用によって既存の規範・知識構造を問い直す「開放的な制度設計者」の存在を仮定した。「異議提唱者」、「増幅者」および「開放的な制度設計者」が相乗的に相互作用することにより、はじめて秩序が「変態」すると仮定し、このプロセスを自己組織化プロセスと定義づけた。昨年度の後半には、この暫定的な分析枠組みを研究チーム内で共有し、その上で、人権、環境、移民、民間航空、腐敗防止の問題領域において「ゆらぎ」現象を特定化する作業を実施した。そして年度末の研究会において、各自が実証研究の成果を報告し、各領域で観察された「ゆらぎ」について理解を深めた。

  昨年に引き続き、国連薬物犯罪事務所（UNODC）によるオーケストレーションの分析を行うと同時に、トランスペアレンシー・インターナショナル（ＴＩ）のオケとの比較や、争点領域の複合化におけるオーケストレーターの役割、それらを含めた腐敗防止グローバル・ガバナンスの特徴と課題について、「腐敗防止－－多中心化と大衆化－－」という論考にまとめた。 また、共同研究者とのディスカッションを踏まえ、オーケストレーションを間接ガバナンスの文脈で位置づけ、多様なガバナンス・モードによってグローバル・ガバナンスの特徴を論じた「ガバナンス・モード－－グローバル・ガバナンスの変容――」という論考を著した。これらは、『グローバル・ガバナンス論の新展開』（西谷真規子・山田高敬編）という共編著に収録され、2020年夏にミネルヴァ書房より出版される見込みである。 さらに、「司法の廉潔性」に関するオーケストレーションを事例に「自省的オーケストレーション」という概念を理論化した研究報告を、2月下旬の研究会で行い、さらに、3月の国際学会（International Studies Association (ISA)年次大会）報告に向けてペーパー（"Reflexive orchestration in global governance for judicial integrity"）を執筆した（2020年3月28日に報告予定だったが、感染症のため中止となったため、報告できなかった）。

• Comparative Study on Contestation and Complexity of Norms

  This study aimed at eradicating contestations or complexity of norms in a norm development development. Our case studies centered on two questions: 1. What kind of institutional changes are caused by contestations or complexity of norms; 2. In what process do multiple actors (nations, international organizations, civil society, coorperations, etc.) get involved in contestations or complexity of norms, or coorditate problems associated with contestations. We presented our findings at major international and domestic conferences, as well as published papers. We are also scheduled to publish an edited book in the near future.

  As the Japan team for the IARU (International Alliance of Research Universities) Security Project and the Five University Security Studies Project, this group conducted research on (1) the new generation of security threat and its effect on security perception, (2) the effect on changing distribution of power and its effect on security perception, and finally, (3) search for a possible nexus between 'old' and 'new' security studies.
