- During World War II, the measures to address housing shortage were drafted by the Housing Measures Committee (HMC). Studying this committee is important because, at that time, the model of Japanese housing policy was formed. At the same time, the Housing Policy Researching Committee of Dojunkai (HPRCD) attempted to draft the Housing Act, including concepts of housing statistics, housing standardization, housing inspection, and housing supply. - The purpose of this paper is to reveal how discussions on national housing statistical surveys developed and how the results of these discussions were reflected in actual surveys in Japan. A previous study revealed that national housing statistics in Japan were established by the "Housing survey of industrial cities" and the "Housing survey of larger cities" in 1941. Another study focused on discussions from 1939 to 1941 and revealed how these surveys were conducted. This current study revealed the following: (1) Importance of the 1930 national census and related discussions In 1923, the "Housing Problem Council" made up of people from the Department of Social Affairs of the Ministry of Interior, Tokyo City, Tokyo Prefecture, and other organizations was founded. The council set a goal to include a housing survey in the 1930 national census. In 1927, R. Nagaoka, the Director of the Department of Social Affairs and one of the members of the "Housing Problem Council" proposed to the Statistics Bureau of the Cabinet that the census include housing-related items. Between 1927 and 1929, the Statistics Bureau attempted to include several items in the national census. However, due to the lack of funds, only "number of rooms" was considered. In 1928, the "Housing Statistics Committee" was established at the Architectural Institute. In 1930, the committee submitted the "Proposal on housing-related items in the national census." It recommended including more housing・ related items only in cities with a population of 50,000 or more. However, this proposal was also not adopted. Previous studies have not considered the 1930 national census important because "number of rooms" did not provide valid data, given the structure of Japanese housing and the Japanese lifestyle. This current study revealed the importance of the 1930 national census in the process of conducting national housing statistical surveys in Japan because it has led to research and discussions related to methods and items. (2) Continuity and change of discussions on national housing statistical surveys After the 1930 census, discussions on the national housing statistical surveys started again in 1939. The leading figures who led the 1923-30 discussions were R. Nagaoka, T. Sano, Y. Uchida, and Y. Nakamura. They also played an important role in conducting the "Housing survey of industrial cities" and the "Housing survey of larger cities." This means that the results of the discussions up to 1930 were reflected in the discussions after 1939. On the other hand, during this time, they were changing their policy on national housing statistical surveys. Their goal around 1928 was to obtain housing statistics in all parts of Japan. However, in the process of the execution of the 1930 national census, they learned that it was difficult to conduct it. Therefore, they changed their goal and aimed to conduct a survey that targeted urban housing only. In addition, after the start of the Sino-Japanese War in 1937, the survey was limited to houses located in "industrial cities" and "larger cities" because solving the housing shortages in these cities was a top priority in carrying out the war. The Housing Policy Researching Committee of Dojunkai (HPRCD) researched the housing policies of Western countries from 1939 through 1940. It is important to show the process of its activities and the details of its research because Japanese wartime housing policy was drafted on the basis of the results of its activity. This paper's originality derives from its focus not only on the HPRCD but also on preceding activity in Dojunkai.
The research division was founded in 1930 and "Research into the building and maintenance of small houses" began in 1934. Activities during the initial period did not focus on housing policy because Dojunkai was established to construct houses for survivors of the Great Kanto Earthquake. However, this improvement in the researching system was an underlying cause in the development of research regarding housing policy in Dojunkai.
"Research into the housing policies of Western countries" began as part of the "Research into the building and maintenance of small houses" in 1937. Research into Dojunkai systematically collected books about housing policies through embassies and translated them. By this time, S. Inui (Chief of the research division) was insisting that emergency measures should be drafted to deal with wartime conditions and that permanent measures should be drafted to establish the housing policies looking toward the postwar period. This was reflected in subsequent research.
In 1939, officials from the Department of Social Affairs of the Ministry of Health and Welfare started to draft measures to solve housing problems. The HPRCD was established in Dojunkai because the government did not have an organization capable of researching precedents in Western countries. Y. Kato, an official from the Department of Social Affairs, tried to draft a Rent Control Ordinance. He used the report from the HPRCD as a reference.
At the end of 1939, the Division of Housing was established in the Department of Social Affairs to form a comprehensive housing policy. The HPRCD researched and drafted the Housing Act to realize it. In this way, the HPRCD contributed to legislation regarding housing in wartime.

- Japanese city fell into the housing shortage, which was caused by intensification of war during WWII. To deal with this situation, Division of Housing in Ministry of Health and Welfare held HMC (Housing Measures Committee) and drafted “The report of HMC”. On the other hand, HPRCD (Housing Policy Researching Committee of Dojunkai) tried to draft the Housing Act at the same time. It was drafted by four sections in HASRS (“Housing Act” Special Researcher Society), the research group of HPRCD that have researching themes as follows: Section 1 (Housing census), Section 2 (Housing standardization), Section 3 (Housing supervision) and Section 4 (Housing supply).
This paper shows a process of formulation of “the report of HMC” and its significance in the history of Japanese housing policy by associating activity of HPRCD with “the report of HMC”. We reveal facts as follows;
Officials of Division of Housing tried to hold Housing Policy Committee to establish housing policy that modelled after Western countries. They also took part in activities of HPRCD and intended to enact Housing Act as uniform law about housing. However, they could not hold Housing Policy Committee because of intensification of war. Actually, they had to follow political line that contributes to production expansion and solve housing shortage in areas of munitions factories and urban cities the highest priority. Given this situation, they decided to hold HMC and incorporate ideas gotten thorough research of HPRCD with “the report of HMC”
“The report of HMC” was composed of as follows;
(1) “Guideline to found Rented House Owner Association (tentative)”
(2) “Guideline of special measures of housing supply”
(3) “Guideline to found Housing Corporation (tentative)”
(4) “Guideline of housing census”
(5) “Several methods needed for carrying out housing measures”.
The measures of (1), (2), (3) and (5) were drafted based on evaluation that was shown from the research by Section 4 of HASRS. Especially, establishment of Housing Corporation was discussed first of all at HMC because it was considered as most effective way by Section 4. Moreover, matters had been researched by Section 1 was strongly reflected on (4). Section 2 and Section 3 couldn't incorporate their ideas into “the report of HMC” because the measures concerning housing standardization and supervision did not directly contribute to solving housing shortage. However, they made effort to realize their ideas during HMC.
“The report of HMC” played important role in proposing housing supply measures at WW II such as the Housing Corporation Act. Moreover, this paper shows its significance that it was product of compromise of activity of drafting Housing Act. Japan's wartime city planning and housing policy was the prototype for city planning in the postwar-era. The greatest issue for wartime city planning was the construction of military plants in local regions. This study aimed at clarifying the relationship between industrial development and the legal city planning of the Nippon Steel Co. Ltd. (NSC) during World War II, with a focus on the cases of the Muroran, Kamaishi, Hirohata and Yahata (Yawata) Works.
The Japanese steel industry originated with NSC, which was founded as a national policy company through the consolidation of steelworks in 1934. Legal city planning was developed in relation to the construction of four huge steelworks: Muroran, Kamaishi, Hirohata and Yahata. City-planned streets were instituted in four cities with steelworks. However other legal city planning was different. The result of this research represents legal city planning for industrial development during World War II. The cases of industrial city planning during the war shared the principle of an air defense system. In contrast, advanced city planning notions such as "planning unit" and "regional planning" were introduced in accordance with the sizes of the respective cities.

- This paper describes about building time, types and location of welfare facilities of Hirohata Works built by Nippon Steel Co.Ltd. (NSC) before W.W.II. Hirohata Works was one of typical example of the factory located on near the consuming place in 1930's and the first factory for NSC in that type. Hyogo prefecture led development on Hirohata with their ideal city planning. On the other hand, NSC built various welfare facilities for their workers as important urban facilities. However NSC sorted welfare facilities by job-ranking grade and product function. - The purpose of this study is to investigate the components of new industrial city planning and land development in the Bansyu Coastal Industrial Zone during WWII using Hirohata, Aboshi, and Takasago as case examples. In this paper, landfill projects, building of wide-ranging roads, and land reallocation projects at each city will be reviewed according to the official city plan. Full-scale industrialization in the Bansyu area began with the Hirohata Steel Works in 1934. This plant site development method was used for the landfill projects planned in Hirohata, Aboshi and Takasago. Meanwhile, the Public Body Enforcement Land Readjustment Project was used as the standard for building wide-ranging roads. At Hirohata, they built wide roads to serve as fire lines to support air defense and allocated schools and parks properly in each urban block. - This paper examines role of Jutaku Eidan, Japan Housing Corporation and influence of low for management of farmland on company towns developed by Nippon Steel Co.Ltd. Hirohata Works. Nippon Steel began to build Hirohata Works in 1937. At the beginning, Hirohata Works developed its company housing by itself. Since 1941, Ministry of Agriculture and Forestry controlled farmland conversion by the Temporary Farmland Control Order. So Nippon Steel could not secure lands to build its company housing on. - This paper examines chronological development of company housing of Nikke, the Japan Wool Textile Co., Ltd. The Kakogawa Mill started its operation in 1889. In the earliest years, its company housing was located in the mill site and a new housing community was constructed around the mill with the expansion of the mill. In 1919, the Innami Mill was developed across the river from the Kakogawa Mill and a new larger worker housing community was planned. It was described as "a Garden City" in a newspaper. - This paper examines land selection process for new factory and development of worker's settlement by Nippon Steel Co.Ltd. in the 1930's from 3 scales, region, city and settlements. It was first time for Nippon Steel to construction of factory at a place near big cities. That location was a general tendency of at that time. Japanese government and Hyogo Prefecture restricted development by Nippon Steel aiming at realization of ideal city planning. The plan of urban development of Hyogo prefecture and Nippon Steel were differed greatly. - At the conference of the German Society for Housing Reform in 1927, Luebbert showed the six housing development models including two- to five- story dwellings and emphasized the economical advantages of a two-story dwelling model on the basis of the cost analysis results. The purpose of this paper is to examine the arguments of his opinion. In one of his opinion, the low-rise dwellings didn't require the high standard of the structural strength and the sound insulation. - This paper examines the writings of Riemon UNO and his association, Kogyokyoikukai, focusing on company housing. They believed that company housing contribute to the fixing the workers. From the viewpoint of healthy development of Japanese industries, they recommended the adoption of company housing system and aimed the increasing of “commuters” in a global point. They considered the problem concerning company housing for workers as a problem not only of facility but also of the living of the workers. - In 1929, Hugo Häring lectured his theory on design of dwelling house and discussed with a sanitarian, a medical scientist, a housewife etc. in technical meeting of "Rfg" [Reichsforschungsgesellschaft für Wirtschaftlichkeit im Bau- und Wohnungswesen e. V.]. Häring acclaimed that ventilation, enough sunlight, and scattering sunlight around the room are to be well considered. - Walken Farmhouse (Gutshaus Walken) was designed by Hugo Häring in 1922. The purpose of this paper is to derive the proportional relationship in the floor plan of the House. Many approximations of 1:1, 1:2, 1:√2 and 5:7 are extracted from the dimensions of the first floor plan. This paper clarifies that design of the first floor based on a composition of geometric shapes such as squares and rectangles whose horizontal to vertical ratio are 1:2, 5:7, and few 1:√2. - Häring House is the first residential design of Hugo Häring. The purpose of this paper is to derive the proportional relationship in the floor plan of the House. Many approximations of 1:1, 1:√2 and golden ratio are extracted from the dimensions of the first floor plan. This paper clarifies that design of the first floor based on a composition of geometric shapes such as squares, golden rectangles, and silver rectangles. - Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), Grant-in-Aid for Scientific Research (B), Kagoshima University, 01 Apr. 2018 - 31 Mar. 2022Architectural education at the Ecole Centrale des Arts et Manufactures in Paris and its Impact on Industrial Development in JapanBy analyzing historical documents related to the Ecole Centrale des Arts et Manufactures collected at the National Archives of France, and alumni association annuals collected at the French libraries, this study clarified the actual condition of the Ecole Centrale as a "place of learning" during the period when Japanese students studied there, also the influence of construction technology education at that time, in a multistage framework of "school," "off-campus training," and "global activity" of graduates. The study also examined the integration of planning techniques introduced in the development of industrial infrastructure in Osaka, and clarified that the three projects of the Osaka Port construction project, the Yodogawa river Improvement project, and the city extension plan of Osaka were a series of projects that the concept of constructing a port industrial city was shared by the Japanese Centraliens and realized in stages.
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Challenging Exploratory Research, Grant-in-Aid for Challenging Exploratory Research, Kobe Women's University, 01 Apr. 2016 - 31 Mar. 2020農地転用メカニズムとしてみた軍港都市の形成と地域社会の応答に関する研究本年度は、研究計画の確認と分担作業のあり方についての打ち合わせを、学会大会の場やネットを通じて随時実施し、各自、文献調査と現地調査を実施した。主に軍需産業に関連した地域形成についての調査を重点的に実施し、特に軍港候補地であった室蘭と軍需産業の集中した神戸などの調査が進展した。 調査においては、軍港計画とその地域社会、ならびに都市の発展過程における近隣農地の生産状況の把握をすすめるため、各種公文書・私文書、地図、統計資料、港湾図面などを収集した。また、軍需産業操業地域と周辺の住生活区域、都市区域について広範な検討を分担者各自が行い、その一部は研究報告２編としてまとめた。 そのほか、舞鶴、佐世保、横須賀。呉の関連資料の収集を進めた。 調査の進展により取り入れた、４軍港都市と関連する軍港候補地あるいは軍需都市を比較する研究方法が、軍港都市の地域社会の特性を浮かび上がらせることに有効だったことが確認されつつある。これを研究上のよりどころとして、軍港都市の地域社会形成について再検討することで、これまで明らかにできなかった軍港都市の地域形成の特質について、とりわけ農地の転用の点からの検討ができると考える。 従来、学界では軍港／非軍港の適格性を巡る議論は、軍事戦略上の配置や地形（水深や地形を含む）あるいは水資源の確保などから行われることが多かったと指摘されているが、本研究では農業生産性や地域社会との関係から読み解く分析視点を提示できればと考えている。

We presented the new method for organizing community design to utilize unused resources through the analysis of domestic and foreign advanced cases. The modeled methodologies were set out in publication of 3 books.

The analysis of several book collections in Japanese higher education institutions shows three facts: a) Faculties of Law, Economics and Commerce particularly collected books about industrial village, workers’ village and garden city movement from Meiji to Taisho era, b) some professors with that knowledge proposed companies establishing employee housing as garden city, c) private companies, such as Mitsubishi, systematically collected the enormous books and made a list of important books including that about Krupp company’s development of welfare facilities.Competitive research funding

The common points are (1) clear separation of factory areas and dwelling areas, (2) zoning about officers and workers, (3) kind of welfare facilities. The different points are (4) the welfare policies of company, (5) ownership about houses and its land -sale or rent-, (6) construction system and materials of facilities. In general, hardware is common and software is different. On the background of the latter, there are difference between Japanese and European, American paternalism. And we can understand it from the difference of buildings’ detail and sustainable the city.

The first phase is before the 1880s, when the industrial landscape was formed under the paternalism. The second phase is called as "Model Town," underlying the concept of welfare capitalism. In the third phase, many towns were designed by planners, and had been greatly affected by the garden city movement. Though the back-to-back workers housing had been banned from hygienic point of view in United Kingdom and Japan, they are not prohibited in the European continent. Recently, by combining the new industrial attract with the value of industrial heritage to the industrial decline districts, those dwellings are renovated as public housing. In addition, we could ascertain diversity in the design of the external environment with a focus on the "garden" in the workers residential area of Western countries in the early modern era .

And we tried to arrange and classify the company towns according to type of industry, development age, site geometry and climatic condition.
- Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Young Scientists (B), Grant-in-Aid for Young Scientists (B), Kobe University, 2004 - 2005生物学との比較に見る近代の有機的建築論-20世紀初期のドイツを中心に生物学者エルンスト・ヘッケルが生物もその原初は鉱物的結晶と同源のものから枝分かれしたものだとするモニスム(一元論)を唱えたことにより、「有機的」という言葉は生物的形態もしくは生物とのアナロジーを超え、水晶などの鉱物の形態に対しても適用されるようになる。その一例が表現主義に分類され鉱物結晶に建築の原型をみるベンツェル=ハブリックの言説に伺える。ル・コルビュジェは「輝く都市」において生物を機械としてとらえた生物学の書物からの引用を掲載しており、一方CIAMにおいて基本となる建築観でそのル・コルビュジエと論争したフーゴー・ヘーリングはオルガンハフトな建築、すなわち器官のような建築をめざすことを主張する。ヘーリングは1920年代初めごろまでは生物の形態を模倣して建築形態をかたちづくることを試みている。しかし1920年代後半から30年代初めごろにかけては、形態の問題としてではなく、人間をひとつの生物として見、その生存するための条件を追及するという計画原論的、環境工学的なものに立脚して制作をおこなうようになる。このころには生理学、衛生学、また心理学の発展にともない、建築においてもそれらの適用がもくろまれようになっていた。これはマルティン・ヴァグナーの言説にも見られる。1931年、ヴァグナーにより『成長する家』設計競技が企画され、彼はそれを取りまとめて1933年に出版している。その中では「住の生物学」という言葉も用いているが、それはひとことで言うならば、それをつかう人間というひとつの生物を安んじ、十分な休息を与え、さらに活力を与える住形式を、科学的にとらえること、といえよう。このように20世紀の初期においては生物学、とくに形態学、生態学、生理学などの発展、展開が、建築の志向するものにつよく影響を与えていると見ることができる。
