    Cigarette butts (CBs) are the world’s most littered item and significantly contribute to environmental pollution. A deposit-refund system (DRS) has been proposed to reduce CB littering, but its effective design remains underexplored. This study addressed this gap by investigating smokers’ perceptions and preferences in hypothetical DRS scenarios for CBs. We conducted a discrete choice experiment in Japan (n = 1,865) and Indonesia (n = 2,000). Respondents were divided into treatment and control groups, with the treatment group receiving information on CB environmental impact aligned with the WHO’s campaign. Our results revealed that a DRS for CBs was preferred to the status quo, with higher preferences in Indonesia (90.33%) than in Japan (63.92%). The information treatment further increased DRS preferences (Indonesia: 91.82%; Japan: 69.83%) and willingness to endure cost to support DRS operations. Cost simulations showed participation probabilities remained above 55% with a cost of up to 5% of a cigarette’s price in Japan, and above 80% with a cost of up to 10% in Indonesia. Our findings underscore the importance of environmental information in DRS adoption. Both countries preferred a producer-managed system to a government-managed one, highlighting an opportunity for tobacco producers to fulfill extended producer responsibility through a DRS. Furthermore, DRS design should be country-specific. Notably, Japanese respondents’ familiarity with heat-not-burn cigarettes influenced their preference for a tailored DRS to those products, whereas Indonesian respondents preferred a DRS for CBs. Japanese respondents also emphasized accessibility more than their Indonesian counterparts.

    Wildlife overexploitation is a significant challenge in biodiversity conservation. Regulation can enforce consumer behaviour change to be biodiversity-friendly but also cause unintended negative impacts. A quantitative investigation of consumer preference for alternative goods is needed before the regulation intervention. This study focused on a case of Japanese eels that are threatened with extinction due to commercial fishery and overfishing and clarified potential alternative choices after the market regulations. This study employed a best–worst scaling technique. Our analysis specifies the two consumer groups; approximately 30% of consumers (“Potential Illegal” group) may select illegal eel consumption as their second-best preference. The Potential Illegal group tends to contain males, younger, and people who eat eels once or more annually, in comparison to the other group. Our findings can contribute to setting effective regulations as useful information about potential consumer choice changes.

    Summary Message framing contributes to an increase in public support for invasive species management. However, little is known about people’s preferences for the multiple objectives of management within different contexts relating to the challenges and benefits of invasive species management. We examine Japanese citizens’ preferences for the goals of free-roaming unowned cat (Felis catus) management in three contextual frames by applying experimentally controlled information and the best–worst scaling technique. Our results indicate that the ecological frame highlighting the ecological impacts of free-roaming unowned cats on native ecosystems significantly increases Japanese citizens’ concern about cat predation, although the frame did not change the preference ranking of goals. There are differences in the effects of message framing depending on cat ownership. The best–worst scaling technique shows that Japanese citizens prefer to maintain a sanitary environment, followed by the prevention of zoonotic diseases. Although the ranking of sanitary environmental management does not depend on cat ownership, the ranking of the other goals differs depending on cat ownership. The findings highlight the importance of strategic message framing and its prioritization in encouraging public support for invasive species management.

    Access to and benefit-sharing of genetic resources (ABS) has long been a controversial topic in international discussions centered on the Convention on Biological Diversity. With the Nagoya Protocol being adopted and coming into effect, as well as ABS Guidelines taking effect as Japanese domestic measures, discussion on this topic is now shifting to reexamine its significance and specific implementation measures. To provide social scientific foundations for future international and domestic ABS policies, this paper sets out the prospect for potential research issues in ABS by introducing trends of earlier legal studies in Japan and examining previous economic studies in terms of the economic theory of genetic resource utilization, economic valuation of genetic resources and genetic resource utilization by firms.

    This paper aims to clarify the status and issues of risk management in the Oirase Stream Area (OSA). First of all, a visitor questionnaire was carried out in the OSA in October 2009. The respondents were asked to answer questions such as notion of self-responsibility for accidents. The survey showed that respondents could be divided into 4 groups with regard to risk preferences. While around 90% of respondents hoped more recreation facilities should be built for safety, a small portion of respondents agreed to the notion of self-responsibility even in case of the OSA. Furthermore, risk management practices in the OSA were investigated by taking interviews to public authorities. After an accident happened in the OSA in 2003, the public authorities more frequently conducted inspections of fallen trees and fallen branches in advance. Also the Aomori Prefecture signed the facility liability insurance. There, however, still exits potential risks such as inadequate infrastructure and ambiguous borders among stakeholders. More collaborative actions such as establishing a liaison council could be needed.

    The aims of this study were to analyze the data of accidents during 1989-2008 in the climbing at Mt. Fuji which extends over both prefecture of Yamanashi and Shizuoka in Japan and to clarify the characteristics of the accidents according to four main routes. In addition to those, authors tried to grasp the regional activities and management system to promote safe climbing in Yoshida route as a case study and considered risk management and planning of climbing. Analysis of a data set of accidents collected by prefectural police and interview with relevant people were employed. As a result, it was found that many accidents occurred at 7th and 8th steps at the mountain on the whole. With distinction of routes, there were more fall accidents in Yoshida and Fujinomiya routes and more lost climbers in Subashiri and Gotenba routes than the others respectively. In view of the results, it was suggested that it is necessary to organize information based on the characteristics of places and causes of accidents before providing it to climbers.

    近年，適切な管理対策が講じられなかった結果として，長大な河川において，局所的な環境被害が発生している。本研究で対象とする，東北地方最大の河川である北上川では，その下流域において「濁流問題」と呼ばれる環境被害が生じている（塚本（2004））。1979年の北上大堰の設置以降，流域で大雨が降った際に，大量のゴミや流木，砂の混じった「濁水」が，上・中流域から下流域に流入し，河口域に広がるヨシ原や地域の特産品であるシジミなどの自然生態系に少なからぬ影響を与えている。 北上川で行うべき対策としては，1)ヨシを定期的に刈り入れ，あるいは火入れすることによって適切に管理し，2)河口域の塩分濃度の調整によってシジミを保護し，3)流木などのゴミを引き上げることが挙げられる。 塚本（2004）によれば，北上川河口域周辺地域の住民にアンケートを行った結果，7割以上の住民が，自然生態系や景観の保全に関心を抱いていることが確認されている。河川管理法が1997年に改正され，行政が住民の意図を適切に汲み取って河川を管理すべきであるという体制になっている現在では，北上川においても，住民の意図を反映した河川管理を行うべきである。そのためには，行政が住民の意図を把握する必要があり，社会科学的な研究が希求されてきた。 以上のような課題を踏まえて，笹尾（2003）と笹尾（2004）では，仮想評価法（ContingentValuation Method：CVM）と選択型実験を用いて，北上川河口域の自然環境とレクリエーション設置の対策に関する住民の選好分析を行っている。笹尾（2003）では，ヨシ原の保全やシジミの漁獲量については，河口域の住民よりも上流域の住民の方が高く評価し，流木などゴミの量やレクリエーション整備については，上流域の住民よりも河口域の住民の方が高く評価していることを明らかにしている。加えて，対策に関する住民の評価として，対策案への支払意志額（Willingness to Pay：WTP）を算出している。一方で，選択型実験において，河口域住民のヨシ原保全とシジミ漁獲量に関する評価について統計的に有意な結果が示されなかったこと，費用負担のあり方に関して選好構造の分析をすべきことなどの課題が残された。また，笹尾（2004）では，居住地域・職業・所得などの個人属性によって，対策への選好が分かれたことを確認している。それによって，多様な選好の存在可能性が示され，選好の多様性をより明確かつ適切に表現できる定式化をすべきことが課題として残された。 本研究では，それを拡張し，明示的に選好の多様性を表現できる混合ロジットモデル（Mixed Logit Model：ML）によって分析を試みる。本研究の基となっているデータは笹尾（2003）と笹尾（2004）のアンケート調査で得られたデータであり，そのうちの選択型実験のデータのみを用いる。得られたデータセットは，1)対策費用は上流と下流の双方が負担するという設定で上流の住民を対象に実施した調査（以下，上流），2) 対策費用は上流と下流の双方が負担するという設定で下流の住民を対象に実施した調査（以下，下流A）1) ，3) 対策費用は下流のみが負担するという設定で下流の住民を対象に実施した調査（以下，下流B）2) の3つに分かれている。それらを適切に組み合わせて分析することで，1)上流域と下流域とで，河口域環境対策はそれぞれどのように評価されるのか，2)費用負担に関する設定の違いによって，河口域環境対策に対する評価はどのように異なるのか，という課題を明らかにすることができる。 河川環境に関して，本研究と同様の環境評価手法を用いた近年の研究として，国内では田口ほか（2000）・山根ほか（2003）が挙げられる。しかし，それらにおいては，住民の多様性を考慮した選好構造分析や，費用負担制度に関する詳細な検討は行われていない。また，国外の近年の研究としては，Hanley et al.(2005,2006a, 2006b)・Colombo et al. (2007)が挙げられる。そこでは，河川環境の整備に対する選好構造分析において，本研究と同様にMLが用いられている。選好の多様性を考慮できるMLでの研究が，現在の研究の潮流となっていると言えよう。

    Understanding a site-choice behavior of park visitor has been a major focus of research in management of national parks and protected areas. This paper addresses a site-choice behavior of general public using choice experiment for six national parks in Hokkaido, Japan : Rishiri-Rebun-Sarobetsu, Shiretoko, Daisetsuzan, Akan, Kusiro-Shitsugen, and Shikotsu-Toya National Park. The result shows that visiting each national park is valued by respondents. The highest willingness to pay is JPY 80,767 for visiting Shiretoko National Park, and the lowest is JPY 16,476 for Shikotsu-Toya National Park, for example. In addition, a short travel time is positively valued as expected. A willingness to pay for additional one hour is JPY-2,289. On the basis of the results and rates of past visitation for these national parks, recreation opportunities expected by visitors are all different respectively, therefore; role-sharing and characteristic park plans to meet various taste of recreation or tourism in Hokkaido need to be prepared.

    Forest owner's economic incentives for biodiversity conservation are analyzed using environmental economics and forest ecology. First, the survey for forest owners was conducted to develop behavioral model of forest management. Second, spatial data of forests was analyzed using forest GIS. Third, the effects of forest age on the population of birds were statistically analyzed. Fourth, choice experiment study was conducted to estimate the economic value of the ecosystem services of forests. Fifth, economic effects of forest policy to increase bird population were analyzed. Finally, the cost-benefit analysis was conducted to analyze the optimal forest management which maximized the total values of conservation and timber.

  • Developing management methods for freshwater ecosystems based on an interdisciplinary approach

    We revealed the factors driving the biodiversity loss in the irrigation ponds of the southern Hyogo Prefecture. We also suggested methods for efficient conservation and management from both the ecological and environmental-economic points of view. The main causes of the biodiversity loss were eutrophication, concrete revetment, and invasion by bluegill, thus it is crucial to control these factors. In addition, the presence of the people who could communicate about conservation and its significance is important, and local people tended to cooperate according to the situation of the others.

  • Economic valuation of recreation use and conservation policy in Word Heritage site : Field experimental analysis

    The purpose of this research is to provide an economic analysis of the environmental policy for the Shiretoko world heritage site from the point of view of the balance between the nature conservation and recreation use. Namely, we considered the recreation management zone system implemented at the Shiretoko five lakes area since 2011, and compared the recreation use before and after the implementation. A field experimental analysis(i. e. natural experiment) for the management system was applied.

  • Risk Management in National Parks : Suitable System for the Tourism Nation and Aging Society

    The natural park system in Japan is insufficient for the concept of risk management. This research project aimed to reveal the actual situation and to examine the future possible park management system improvements. Actual accidents and concerns in national parks were reported by park managers. Visitors were asked to answer their attitudes to risk and responsibilities of outdoor activities in Rishirisan, Daisetsuzan, Shiretoko and Oirase. In addition, we investigated the risk management framework of the Department of Conservation, New Zealand, and the evaluation of the protected area effectiveness in Finland. The possibility of applying to Japanese park system was discussed.

    本研究では, 自然再生事業に対する人々の要求を評価する手法として, 選択型実験と合意形成実験を統合化した手法の開発を行い, 釧路湿原の自然再生事業の評価を行った。選択型実験では, 森林再生事業の価値が高いものの, 住民選好の異質性が合意形成を困難にしていることが明らかとなった。合意形成実験では, 合意形成の手順として多数決と全員一致で比較したところ, 合意形成手順が集団的意思決定に影響を及ぼすことが示された。

  • エコツーリズムの経済分析-エコツアー参加者の選好の解明を中心として-

    昨年度、世界自然遺産候補地(当時)である知床において実施されているエコツアーについて、全国の一般住民に対してアンケート調査を実施し、ツアー内容(ツアーの目的、ガイドの説明、同行人数、野生動物が見られる確率)の異なる複数の代替案の中から、最も参加したいと考えるツアーを選択してもらう質問(選択型実験)を行った。本年度は、はじめにこの調査に関する詳細な分析を行った。 昨年度は、基本モデルとして、条件付きロジットモデルによる分析を行ったが、このモデルでは回答者の選好の同質性を仮定している。しかし、一般住民の中には、環境に関心のある人もそうでない人もいることが予想されるため、選好の同質性を仮定することは制約的である。そこで、選好の同質性を仮定しないより一般的なモデルである混合ロジットモデルを適用することで、回答者の選好の多様性を把握することを試みた。その結果、多くの属性について、選好の多様性が存在することが確認された。さらに混合ロジットモデルによる分析を発展させて、個人別パラメータの推定も行った。これにより、マーケティング戦略策定に有益な様々な知見が得られた。 本調査の結果と、昨年度分析を行ったエコツアー参加者を対象とした調査の結果を比較することで以下の結論が得られた。1)ツアー参加者調査では、自然環境を深く楽しむツアーが高い評価を得たのに対し、一般住民対象調査では、よりエンターテイメント性の高い調査が高い評価を得た。2)「詳しい説明」は、ツアー参加者調査のみで有意であった。3)「同行人数」については、いずれの調査でも予想に反する結果が得られた。4)「野生動物が見られる確率」については予想通りプラスに評価された。 2006年2月から3月にかけては、流氷に触れ合うことや冬の動物を観察することを目的とした冬のエコツアーに関する調査も実施し、同様に参加者の選好分析を行った。
