• 外航クルーズ客船の寄港の集中がもたらす負の影響に関する考察

  近年、外国船社が運航する外航クルーズ客船による訪日外国人観光客が急増し、2016年には約200万人に達している。外航クルーズ客船の寄港に伴い、買物などの経済効果が期待できる一方で、貸切バスによる渋滞や特定観光地の混雑、客船による大気汚染や水質汚染、騒音、ゴミなどの環境問題が発生し始めている。本稿では、各港湾が公表する又は筆者が請求して入手した2014年～2016年の３年間の月次寄港数データを用いて、2015年、16年に年間20隻以上の外航クルーズ客船の寄港があった港湾をクラスター分析により分類し、外航クルーズ船の寄港の集中がどのように負の影響を発生させるのかを分析した。

• 地方における国際旅客交通政策の新たな展開と経済的影響の実証・理論研究

  本研究は、地方自治体の国際交通旅客と関連する国際観光についての政策展開の実態と経済的影響を理論的・実証的な分析を行うものである。外国航空会社・外国クルーズ船社へのマーケティング活動、旅行商品の開発、空港・港湾サービスの効率化、地域連携などの地方における国際航空・クルーズ船と関連する国際観光についての政策の実態と特徴を明らかにするとともに、交通・観光市場に与える影響ならびに課題について実証的・理論的に考察する。本年度は大きく以下の研究を行った。第一に、クルーズ船社に対する地元自治体による観光地・イベントについての情報提供や広告・宣伝などの活動についてアンケート調査を行い、その結果の分析をおこなった。各自治体がマーケティング活動を積極的に取り組んでいること、地元の観光の魅力度を向上させる新たな活動を展開していること、日本海側地域では他の地域と比べより積極的であること、外国航空会社に対するマーケティング活動の結果とはと必ずしも整合的ではないこと、などの知見がえられた。第２に、国内のクルーズ港湾に関するデータを収集し、拠点港化の検討を行った。予備的な分析より、港湾施設や航空・空港について寄港回数に有意に正の関係を持つこと、港湾は4つのクラスターにまとめられること、などの知見がえられた。第３に、DMOにおける観光施設事業者・ホテル・旅行会社・商業施設・地方自治体などの連携を通じた地域づくりや旅行商品の開発について、それらの合理性を資源依存論、取引費用、公共財、ステークホルダー理論などの視点から理論的に分析するとともに、クルーズ船の寄港にかかわる事例の収集を開始した。


• Studies on Sustainable Transport: Focusing on the Regulatory Framework and the Role of Private Sector

  This research project examined sustainable transport policy based on the evaluations of transport policies in Japan. Several interesting findings are obtained by our empirical analyses. Especially, 1) even regulatory reform on entry/exit and fares, changes in the market environment may be the large momentum of the private rail’s response; 2) informal communication is significant for overall coordination and mechanisms enhancing informal communication are observed mainly at the task group and individual levels; 3) Japanese track access charges, calculated by the avoidable cost rule, is too low, causing difficulties in the promotion of a modal shift to rail freight; 4) High speed rail may be a stronger competitor for FSCs than LCCs.


• Planning methodology for strategic restructure of life support services

  The knowledge for the planning and management of the life support services such as mobility is needed in small population areas. In depopulated areas, the suppliers of the service have been decreased due to the decreases of the customers and labors. To improve the sustainability of the services, the relocation of the service facilities to access other services easily and joint production of the services by single supplier have payed attention. In this study, the academic methodology for the planning and management have been developed. Specifically, 1) the measure of the sustainability of the services with the viewpoint of population, 2) the accessibility measure for the situation where the people access several services one by one, 3) the model to analyze the joint transport service for passenger and package using the vehicles of public transportation, have been developed.

  This project revealed the relationship between transaction costs in a corporate group and governance on group firms. Transaction costs are the costs required for a certain transaction including monitoring and searching costs. The analysis on railway groups revealed that of managers' temporary transfer to group firms contributes to a reduction on transaction costs and that this effect of managers' temporary transfer could be substituted for human resource development scheme or organizational structure. The analysis on information and communication industry revealed that group size involved in a transaction and the duration and the frequency of transaction are the important factors in measuring transaction costs between group firms.
