    研究計画に従い、文献を通じて国際環境問題に関する諸条約における交渉過程について調査した。モデル分析とあわせて、以下の３つの発見、進展があった。（１）ヨーロッパの長距離越境待機汚染条約とオゾン層保護に関するウィーン条約に共通する興味深い事象は、いったん汚染規制が合意されると、繰り返しその見直しが行われ、より厳しい規制が合意されることである。気候変動枠組み条約のパリ協定における各国の自発的削減計画（NDCs）についても、2021年のグラスゴーでの締約国会議において、多くの国が当初の削減計画（INDCs）を見直すか見直すことを表明している。多均衡からより望ましい均衡が選びなおされているようにも見える。（２）協調ゲームの payoff dominant 均衡に関するAumann (1990)の主張 (communication は新たな情報をプレイヤーに与えないので、それによって payoff dominant 均衡が選ばれることをプレイヤーは確信できない)が、国際環境交渉においても妥当かを検討した。条約法に関するウィーン条約が発効した条約の拘束力を定める一方で、条約や議定書からの離脱手続きが条文に定められているもの（例えばパリ協定28条）や、決議に従わなないこと（留保）を認めるもの（例えば、ワシントン条約第15条）がある。そして実際に離脱や留保が行われている。（３）非対称ゲームとして非協力動学ゲームを分析することを本研究は課題としている。課題として、非常に多く存在する均衡解をどのように分類し特徴づけるかがある。国際環境問題の交渉について知見を深める中で、envy-free 均衡の着想を得た。

  • 非線形な解析的統合評価モデルの開発と応用

    1年目に開発した非線形な解析統合評価に関する理論モデルをもとに，主要な定理をまとめて論文の執筆を進めると同時に，さらなるモデルの開発に努めた．とくに，地球システムにおける炭素循環の特性を利用することで，理論的な結果がかなりシンプルに表現できることを明らかにした．また，非線形性を導入することの利点を明確にするために，モデルの自由度を表現する関数をある程度特定化し，状態変数が1つである場合の解析的統合評価モデルの具体例を考えた．政策的な応用として，従来のような「炭素の社会的費用」だけでなく，近年では「メタンの社会的費用」に対する関心が高まっていることを受けて，解析的統合評価モデルにおける気候モジュールで炭素以外の温室効果ガスを記述する方法を模索した．開発した解析的統合評価モデルの応用として，国際環境協定の安定集合にに関連する論文も執筆し，国際学会と国内学会で研究報告を行った．一方で，昨年度に執筆を進めた気候変動の動学ゲームに関する論文を改訂し，ジャーナルに再投稿し，採択された．論文執筆や学会報告以外では，昨年度に引き続き，気候変動研究に関する学際的な研究会を開催し，解析的統合評価モデルの開発と応用について異分野の研究者とアイディアの共有に努めた．具体的には，全球気候モデルや工学ベースの統合評価モデルの研究者と意見公開を行い，経済学的なアプローチとの共通点や相違点を踏まえながら，気候経済モデルの拡張の可能性について議論した．

  • A Study on Environmental Policies and International Rules of Trade and Investment under the Sophistication of Information and Communication Technology

    We study the challenges caused by the sophistication of information and communication technology (ICT) regarding the current international rules on trade, investment, and the environment from the perspectives of economics and international economic law. We examine theoretically and empirically the effects of trade restrictions and monitoring on the trade of waste and second-hand goods, the relationship between monitoring and corporate compliance behavior due to environmental regulation, and the relationship between subjective well-being and consumption. Moreover, with regard to the issues on international rules on trade, investment, and the environment due to the sophistication of ICT, we investigate the effects and the design of policies, such as border carbon adjustment measures, policies to attract inward FDI, international environmental agreements, international investment law, and IUU fishing measures by the EU, theoretically and empirically.

    In this study, we analyze the relationship between international trade, foreign direct investment (FDI), and the environmental problems. Using firm-level data, we examine how firm's export behavior affects its emission of greenhouse gases and energy efficiency. We also empirically investigate how FDI affects firms' environmental behavior within the same industry and the upstream/downstream industries in the host country through environmental spillovers. Moreover, we conduct various theoretical analyses by game theoretic models and dynamic models on border tax adjustments as a climate change policy, the formation of international environmental treaties, and market competition and trade for eco-goods and second-hand goods. Finally, we empirically examine factors to affect the consumers' demand for second-hand goods, based on the data obtained from experiments.

    本年度は, これまでの進めてきた研究の成果をとりまとめて報告すると同時に, 今後のさらなる研究の土台となる研究テーマにも着手した. 具体的には, まず温暖化問題に関するリスク認識の異質性についての研究成果をSURED (アスコーナ, スイス), WCERE (イスタンブール, トルコ), APET (シアトル, アメリカ)で報告し, 国際誌に投稿した. この研究は, 科学的な不確実性が存在する状況で, 新たな情報が得られた場合に公共財供給にどのような影響を及ぼすのかを検討したものである. 論文の中では, 一見して有用に思われる情報がパレート改悪をもたらすケースがあることや, 場合によっては情報にノイズを加えることによって効率性を高めることが可能になることを示した. また, 地球温暖化と薄暮化との相互作用についての研究が, Climatic Changeに掲載された. この論文では, とくに温暖化の健康被害について詳細なモデル化を行うことで, グローバルな環境問題とローカルな環境問題とがどのように影響を及ぼし合うのかを明らかにした. さらに, 先進国と途上国との温暖化への適応能力の違いに着目した研究を, Adaptation for mitigationとしてワーキングペーパーにまとめ発表した. 既存の研究ではAdaptationとMitigationとが代替的となるのが一般的であるが, 本論文では温暖化の人的資本への影響を考慮することで, 動学的な補完関係が生じ, その結果として先進国が途上国の適応策を支援することでパレート改善を実現できることを示した.
