• New Concepts in Security Studies : New Threats and Power Transitions

  As the Japan team for the IARU (International Alliance of Research Universities) Security Project and the Five University Security Studies Project, this group conducted research on (1) the new generation of security threat and its effect on security perception, (2) the effect on changing distribution of power and its effect on security perception, and finally, (3) search for a possible nexus between 'old' and 'new' security studies.

  Economic and political unification progress in European countries by the European Union(EU) has greatly influenced the national laws and judicial system of EU member states. Reports of and discussions with specialists from EU and Non-EU countries clearly shows that the process of unification of private law at the initiative of the EU is progressing and materializing, not only in contract law but also in family law and international private law. The EU norm unification process is substantially influencing the practice in non-member European states, such as Switzerland and Norway, and also Asia-Pacific countries like Australia and New Zealand. Even in East-Asian countries there is a tendency to have a common economic and common judicial system.

  This project has aimed at founding a framework for academic research on Middle East security issues in Japan through collaboration with Middle East Area Studies specialists, security experts, and researchers of the international relations theory. We endeavored to go beyond the study of trends and characteristics of armed conflicts in the Middle East, and focus more on the issues of conflict resolution in the short term, and the possibility and actual task of building an international regime for preventive diplomacy in the mid-to-long term. In particular, this project aimed at identifying and elaborating the implications for Japanese Middle East policy. As well as working to create networks with foreign researchers and think-tanks, we also held a workshop abroad and opened a website in 7 languages to publicize our activities and research findings.

• Formation of Postwar Japanese Diplomacy -the 1950s

  As the result of multi-archival research and 5 intensive research workshops (including 3 Anglo-Japanese workshops), the project members were able to achieve multilateral and comprehensive analyses of Japanese diplomacy in the 1950s. Especially, project members were able to look at both Japanese diplomacy and the policies of the UK, the US and Asian countries towards Japan in a wider perspective of politics, security, economics, social conditions, and mentalities of decision-makers. Thus we learned clearly that with the background of the Cold War, Asian Decolonisation and the growing solidarity of the Third World countries, Japanese diplomacy was formed as multiple combination of mutually-related policy decisions concerning not only US-Japan relations, but also Russo-Japanese normalization, the two Chinas, coordination with Britain's Asian policy. UN membership, accession to GATT and ECAFE, etc. We also had a various new findings about the hitherto uncovered links between policy issues, links to Japan's domestic politics, use of informal channels, changes in American and British attitudes towards Japan in the mid-1950s, and perception gap between governments. The project members are now preparing articles for a joint book publication in Britain.


• Security in the Asia-Pacific and the U.S. -Japan Security System in the 21^ Century

  The project intended to examine and analyze the U. S. -Japan security relations based on the security treaty, with a view to redefining its role and agenda as well as reexamining the concept of security In the new security environment of the 21 st century. It also aimed to examine the influences of the newly enacted defense-related laws upon civil liberties of the citizens and the jurisdiction of local governments in Japan. Study meetings were regularly held to achieve the above objectives, with the total of twenty meetings during the 3-year period of the project. In the last and third year, a workshop attended by all the members and invited scholars was successfully held in Okinawa where papers ware presented and fully discussed with their revisions in mind. Dissemination of the research was an important part of the project, so that proceedings of those meetings were made available on the internet. During the Okinawa workshop we also organized a symposium held at Ryukyu University. It was sponsored by the two major newspaper companies which reported the contents of the symposium in the morning papers. In addition, an effort was made to establish and expand the network of scholars not only in Japan but also in foreign countries through the invited scholars to the meetings. These activities as well as the important microfilm documents and collected literature will be important assets for further research. The academic accomplishments of the participants include one English book, 4 Japanese books, 3 co-authored Japanese books, 4 articles in co-authored English books, 7 articles in co-authored Japanese books, one co-edited book, 3 articles in scholarly journal (English and Korean), 11 in Japanese scholarly journals. 8 articles in refereed journals and 8 other articles.


• ヨーロッパにおける粉争後の平和再建活動とガバナンス―ボスニアとアルバニアの比較

  本年度は、ボスニア・ヘルツェゴビナとアルバニアにおける紛争後の平和構築活動について、前年度に引き続き収集した研究文献に目を通し、考察を行った。こうした研究の成果として、アルバニアにおける平和再建については、2001年6月に東京大学ドイツ・ヨーロッパ研究室(DESK)社会科学プロジェクト研究会において「バルカン地域における紛争予防」と題して報告を行った。これは、1997年から98年のアルバニア内乱における紛争予防の失敗と、この事件後の平和再建活動の在り方が、それ以後のバルカン半島におけるコソヴォ紛争やマケドニア紛争へどのように影響を与えたのかを考察した発表である。また2002年1月には、大阪大学国際公共政策研究科・国際公共政策研究会(IPP)において、「人間の安全保障の課題-ヨーロッパを例に」というタイトルで研究発表を行った。この研究報告では、紛争の予防において平和構築が重要であること、そのためにヨーロッパの国際機関とNGOがどのような活動を行い、どのように評価されるのかを明らかにした。さらに、2002年2月には、欧州安全保障協力機構文書館(プラハ)において、国際機関とNGOの活動を中心に資料収集を行う機会をえた。この調査における新たな資料も含めて、3月には「ボスニア・ヘルツェゴビナにおけるオンブズパーソン制度の導入-紛争予防の視点から」という論文が、神戸大学国際文化学部紀要『国際文化学』に掲載された。今後はさらに比較という観点から研究を進める計画であり、そのため、年10月から2003年7月末までの在外研究を通して、バルカン地域における国際社会の介入についての論文を完成させる予定である。
