  Schon seit den siebziger Jahren steht das deutsche Rentenversicherungssystem vor schwierigen Finanzierungsproblemen. Trotz einiger Reformen und Anderung werden diese Probleme nur ungenugend gelost. Das Rentenversicherungssystem bedarf also noch der weiteren Strukturreform. In diesem Beitrag untersuchen wir Probleme des Rentenversicherungssystems aus der Perspektive Sozialer Ordnungspolitik, die von Philipp Herder-Dorneich vertreten wird. Um das Rentenversicherungssystem zu stabilisieren, erhebt Herder-Dorneich drei folgende ordnungspolitische Forderungen. (1) Erweiterung des Generationenvertrages von einem Zwei-Generationen-Vertrag zu einem Drei-Generationen-Vertrag. (2) Gradueller Ubergang von Erwerbsleben uber Teilrente zu Vollrente. (3) Entpolitisierung der Rentenreform.

• Pflegesicherung und Soziale Ordnungspolitik

  Wie fur andere hochentwickelte Lander ist auch fur die Bundesrepublik Deutschland die soziale Absicherung des Pflegerisikos eine der wichtigen Aufgaben der Sozialpolitik. Nach rund zwanzigjahriger Debatte wurde das Pflegeversicherungsgesetz am 26. Mai 1994 verabschiedet. Damit wurde die soziale Pflegeversicherung als "funfte Saule" des deutschen Sozialversicherungssystems geschaffen. Diser Beitrag unter-sucht das soziale Pflegeversicherungssystem aus der Perspektive Sozialer Ordnungspolitik, die von Philipp Herder-Dorneich vertreten wird. Im Pflegebereich finden wir einen Schichtenaufbau des Leistungsangebotes : Eigenhilfe (untere Ebene)-ambulante Pflege-teilstationare Pflege-stationare Pflege (obere Ebene). Dieses System der Versorgungsstufen wird zunehmend "kopflastig" und damit teurer. Ziel Sozialer Ordnungspolitik der Pflegesicherung ist diese "Kopflastigkeit" des Systems abzubauen. Dazu beruht Soziale Ordnungspolitik auf drei wichtigen Prinzipien : 1) Forderung kleiner sozialer Netzte, 2) Verstarkung des Stroms nach unten, 3) Konzertierte Aktion im Pflegebereich. Zwar entsprechen die Grundsatze der sozialen Pflegeversicherung dem Konzept Sozialer Ordnungspolitik, aber es gibt mehrere bedeutende Probleme. Vor allem weisen wir auf folgende Probleme hin : 1) Qualitatssicherung im Bereich familiarer Pflege, 2) Preiswettbewerb auf Kosten der Qualitat, 3) Finanzierung von Rehabilitationsleistungen, 4) Trade-off zwischen Kaufkraft-und Beitragssatzstabilitat.

  We recognize an economic system as what consists of three economic orders ---public order, private order, and the third order, which is characterized by pursuit of common benefits and solidarity. An economic sphere ruled by this third order is "the third economy". This research project is aimed at locating the third economy in total economic systems and analyzing its role, by theoretical and empirical studies. 1. Theoretical studies A wide range of the third economy-studies is developed by investigating existent theories on multi-order systems or pluralistic economic systems. Main concern of these studies is to overcome the limits of dualism or welfare states. Their subjects are economic and sociological system theories, economic ethics, social security, cooperatives and NPOs. 2. Empirical Studies Realities and experiences of the third economy in Japan, UK and Germany are also examined ; consumer cooperatives, NPOs, community business, long-term-care insurance etc. One of common subjects, which these empirical studies investigate, is a relationship between the roles of the third economy, government and markets.
