    This study examines the effects of government investment on private capital formation, considering both regional and sectoral distinctions in Japan. The empirical results show that a crowding-out effect is observed in rural areas for several industries that contribute to regional economic growth. This suggests that the allocation of public stimulus investment packages to stagnant regions in Japan might act as a regional growth constraint as well as an obstacle to the capital formation, and stagnant regions cannot evade the stagnation even if the central government plans economic stimuli toward such regions, including public investment.

    This article examines the relationship between public investment and regional business cycle fluctuations in Japan. In particular, we focus on the effects of discretionary' changes in public investment, a portion of investment unrelated to the current state of macroeconomic circumstances. The empirical results show that such portions of public investment amplify regional business cycle fluctuations.

    This article examines the effects of Japanese fiscal policy after the 2008 global financial crisis using a mixed vector autoregression/event study approach. We focus on the effects of stimulus packages with environmental benefits. The empirical results show that a tax break and subsidy programme designed to promote the adoption of eco-friendly cars helped stimulate automobile production, while a similar programme intended to promote the purchase of energy-efficient appliances had no effect on appliance production.

  • 政府支出と民間消費の代替・補完関係：展望とパネル分析

    本稿では，日本の都道府県パネルデータを用いて，政府支出，とりわけ政府消費と民間消費の代替・補完関係を検証した．特に，政府消費と民間消費の同時点間の代替の弾力性に着目し推定を試みた．計量分析の結果，標本期間の後半（1994年－2009年）と，地方圏および高齢化が進展している地域においては，代替の弾力性の推定値が有意に正になることが確認された．This paper investigates whether government expenditure, especially government consumption, and private consumption are substitutes or complements using Japanese prefectural panel data. To this end, we estimate the intratemporal elasticity of substitution between government and private consumption. The results show that the intratemporal elasticity of substitution is estimated to be positive and significant when the samples are selected in three ways: the latter part of our sample period (1994-2009), rural areas, and prefectures with high proportions of the elderly.

  • 資本への固定資産税の経済効果―固定資産税の『資本帰着説』の検証―

    本稿では，固定資産税の帰着論に関する「資本帰着説（New View，Capital Tax View）」の検証を通じて，固定資産税の負担が資本の所有者に帰着しているのか否かを明らかにする．System GMMによる推定の結果，資本（家屋）への固定資産税は資本（家屋）の資産価格を引き下げる効果が有意に得られる一方，宅地の資産額については有意な効果が得られなかった．This paper examines whether or not the capital owners bear the burden of property taxes levied on capital (housing) using Japanese regional (prefectural) data. To do so, we follow the empirical framework of Wassmer (1993), which examines "Capital Tax View" of a property taxes. Empirical results show that while the effects of property taxes on capital are estimated to be negative and significant on the asset price of house, but have insignificant effect on the land price.

    This paper examines how the adoption of a fiscal rule affects the sustainability of fiscal policy in two OECD countries; Australia and Sweden. In Australia, we show that government revenues are not necessarily growing at a faster rate than government expenditures, at least from the viewpoint of a statistical long-run relationship. In contrast, in Sweden, we show that the reform is more beneficial for the attainment of a budget surplus. (C) 2014 Elsevier Inc. All rights reserved.

    This paper examines the role that fragmentation of the government's fiscal policymaking process plays in determining the size (or performance) of deficit reductions during periods of fiscal adjustment. The results show that the fiscal target is effective for reducing public deficits during periods of fiscal adjustment in European countries. However, in non-European countries the political leadership of single-party majority governments is the key determinant of deficit reduction. © 2012 Copyright Korea International Economic Association.

    This paper examines the effects of Japanese fiscal policy during the 1990s. A mixed vector autoregression (VAR)/event study approach is used for this purpose. The first empirical finding is that in the late 1990s, the negative effect of fiscal policy was larger and more persistent than the positive effect. This finding suggests that the large fiscal expansions in the late 1990s were inadequate for stimulating the macroeconomy in terms of the size and persistence of their policy effects. The second finding is that the permanent tax cuts implemented in the former part of the 1990s increased consumer durable spending significantly and persistently. This increase may reflect consumers' incentive to spend before the increase in the consumption tax rate in April 1997. (C) 2009 Elsevier B.V. All rights reserved.

    This paper examines the effect of public investment on macroeconomic fluctuations in Japan by comparing the effects of central and local government investments. Impulse response functions show that central government investments slightly but persistently stimulate industrial production, while local government investments have no positive impact on business cycles. In terms of policy effectiveness, these results suggest that the Japanese government should not employ local public sector investments as a policy instrument for economic stabilization. © 2009 Elsevier Inc.   • 長期停滞経済下における財政乗数の計測：二つの大震災に対する復興投資の比較

    2021年度は，前年度に整備したデータを用いて，実証分析を進めた．いずれも，データの吟味と整理，および簡単な分析を終えていたため，具体的な推定を進めた．その際，市町村だけではなく，市に限定したケースでも分析を試みた． まず，阪神大震災の復興策については，いずれの分析であっても，アウトカムとした労働（就業者数）に対して復興策が統計的に有意な結果を得ることができなかった．次に，東日本大震災の復興策については，市町村を対象とした場合には，単純な差の差分析（difference-in-difference，以下DID）では労働に対して有意に正の推定結果が確認された．この結果は，コントロール変数（追加の説明変数）を加えた場合でも同様であり，トリートメント・グループについて，東北地方の被災地と，特定被災地方公共団体をとったケースで推定した場合でも同様であった．一方，Trezzi and Procelli (2014)のように，トリートメント変数と復興投資との交差項についての影響を探ったケースでは，統計的に有意に正の結果を得ることができなかった．復興期間とそれ以外に区分しない場合，公共投資（普通建設事業費ないしは投資的経費）は労働に対して有意に正の効果が得られているため，推定手法の工夫なども含め，さらに検討の余地があると考えられる． この他，市町村データを用いた関連研究として，農地に対する固定資産税改正の効果を探った研究が審査付の国際ジャーナルに掲載された．また，同研究を紹介した前年度の成果物が，日本不動産学会の論説賞を受賞した． また，本科研費に関する研究活動，ならびに受給期間中の成果も含め，これまでの研究活動に対する顕彰として村尾育英会・学術奨励賞を受賞した．

    In this study, we conducted an empirical analysis of the relationship between Japan's public finances and long-term interest rates, overcoming methodological problems that remain in previous studies. Specifically, we constructed a daily "fiscal sentiment index" using natural language processing technology on textual information and regressed it on Japan's government bond interest rate. As a result, we confirmed that an increase in fiscal sentiment index significantly raises the JGB interest rate. In addition, we examined the impact of huge risks such as natural disasters and the existence of home bias on the JGB market. Moreover, as related research, we conducted (1) research on procyclical fiscal policies and (2) research on the productivity of social capital and public investment.

    First, we examine the relationship between public investment by local governments and fluctuations in the regional economy in Japan.The empirical results show that the local public investment decided by political factors does not necessarily amplify the fluctuations in prefectural business cycles. Also, we examine the effects of government investment on private capital formation, considering both regional and sectoral distinctions in Japan. The empirical results show that a crowding-out effect is observed in rural areas for several industries that contribute to regional economic growth. In addition to these two researches, we examine the effects of public investment on stock returns using Japanese cross-industry data. The empirical results show that public investment shocks have strong and stimulating effects on stock returns when the nominal interest rate is at the zero lower bound while negative responses dominate outside of the ZLB period.

    In this research we examine the effects of fiscal policy after the global financial crisis in Japan. For the macroeconomic effects, while the eco-point did not have positive and significant effects, the program of eco-car tax break and eco-car subsidy has a positive impact on the production of automobile industries. However, the the effect of the program of eco-car tax break and eco-car subsidy was not so large, and soon becomes insignificant. Thus, in terms of the evaluation of Japanese discretionary fiscal policy up after the global financial crisis, even a policy with a positive effect has generated limited benefits for the economy. For another researches related to public finance, we examine the effects of public investment on the regional business cycle fluctuations, the relationship between fiscal reform and fiscal sustainability, and the empirical research on local public finance.

    まず、安定化政策の手段として、地方政府の公共投資を用いることが適切ではあるのか否かについては、制度面からの整理と政策効果の計測から、それは適切ではないとの結果が示された。次に、関連研究として、OECD諸国における財政再建の評価から、日本において予算ルールの設計や予算機関・予算過程における財政当局の権限の強化が必要であることを提言した。このほか、日本の1990年代の財政政策では、恒久減税の効果が観察されたことや、1990年代には政策当局がより景気の反応的になっていたことを示した。

    16年度は、財政運営の経済分析に関わる実証分析のうち、以下の二つの研究を完成させた。 まず財政赤字の政治経済学的に関する研究から説明する。同研究では、OECD各国の財政再建のパフォーマンスに、予算編成上の要因がどのような影響を与えているのかについて探った。実証分析の結果、歳出に一定のルールを課している、ないしは予算交渉過程における財政当局の権限が強い国ほど、財政再建期における財政赤字削減がなされ易いとの結果が得られた。同論文は、「Politics, institutions and fiscal adjustments」として日本経済学会春季大会において報告され、その改訂版である「Budgetary institutions and fiscal adjustments : Evidence from OECD countries」を英文雑誌に投稿し、現在査読中である。 次に、日本の社会資本の生産性に関する実証分析である。同研究では、日本の地域経済データを用いて、道路資本ストックの各地域の生産への影響を探った。実証分析の結果、道路資本は東京都については生産に対して有意に正の影響を与えている一方、ほかの地域では生産への有意な効果が必ずしも見られないとの結果を得た。言い換えれば、道路投資は東京一極集中を促してきた一方、地方活性化には必ずしもつながらないとの結果が得られたのである。同研究は、「道路資本の生産力効果-地域間格差に着目した分析-」という論文にまとめられ、同論文は『応用地域学研究』に査読の後掲載された。
