    本研究の主な目的は, 日本の私立大学の学費水準の決定要因を見出すことである。そのため, 学費決定要因式など3 つの式から構成されるモデル式を同時推定することにより, どのような要因が重要であるかを明らかにする。さらに, これらの推定結果を用いて国立大学の潜在的な学費水準を推定する。これらの分析結果から得られた重要な点は, 次のようである。( 1 ) 学費に影響を及ぼす重要な要因は, (i)学生数(大学の規模), (ii)偏差値(教育の質), (iii)都市と競争要因, (iv) 政府の補助金, である。( 2 ) 実証結果は, 有名私立大学ほどの学費が高くなることを示している。( 3 ) 大学の規模が大きくなり, 補助金が増えると学費水準が低くなる傾向がある。( 4 ) 国立大学の潜在的な学費は現在の水準の約1.4倍の価値を提供していることになる。

    By using empirical methodology, this paper investigates to what extent the public interest and the private interest theories, respectively, explain the actual regulatory process. Our estimation findings are as follows: First, on average (whole industry basis), the explanation power of the public interest theory is about 46– 78%, while that of the private interest theory is about 22–54%. Second, the explanatory power of the public interest theory is higher in non-public utility industries, while that of the private interest theory is higher in public utility industries. This suggests that regulations on non-public utility industry are constructed largely with social welfare in mind, as assumed in conventional neoclassical welfare economics, but that those in the public utility industry tend to be captured largely by private groups, as assumed in private interest theory.

    © 2018 Informa UK Limited, trading as Taylor & Francis Group Using 782 panel data from 34 OECD countries from 1991 to 2013, this study aims to evaluate how structural reform affects GDP growth rate. We use the Barro-type GDP growth rate regression model and apply both fixed and random effect models. Eight structural reform variables are selected: (i) third party access, (ii) wholesale market dummy, (iii) choice of supplier, (iv) private ownership, (v) generation-others separation, (vi) transmission-others separation, (vii) distribution-others separation and (viii) overall vertical separation. Major finding results are as follows: (i) third party access can positively contribute to GDP growth rate, (ii) wholesale market and overall vertical separation might have a small negative effect, and (iii) other variables have no significant effect.

    This paper investigates the effect of demand response on households’ electricity consumption under the existence of the reference price effect. The reference price effect is observed in peak and shoulder hours. Consistent with reference price theory predictions, our results show that the reduction of electricity consumption is greater in the case where the current price is higher than the previous price than in the case where the current price is lower than the previous price.

    The main purpose of this study is to investigate how governance factors affect technical inefficiency in public utility firms. Inefficiency analysis in public utilities so far has focused mainly on industry-level treatments such as competition policy and regulations. However, since these industry-level treatments incur significant government costs and are difficult to monitor closely, management-level corporate governance, which has been widely discussed in private firms, has been attracting increased attention in recent years. In our analysis, we examine the effects of various shareholders as governance actors on technical inefficiency in public utilities. By using a panel data of 369 Japanese firms in seven public utilities from 1989 to 2015, we estimate the stochastic frontier production function. The main findings are as follows: (1) some governance factors clearly reduce inefficiency as ownership by domestic companies and individual shareholders increases, the technical inefficiency of a public utility firm decreases. (2) However, we cannot determine the effects of foreign shareholders and financial institutions. These actors can have different effects depending on the situation. (3) Industry-level factors such as regulation and competition are shown to increase inefficiency. This indicates that conventional industry-level involvement is no longer effective in public utilities and that in the efficiency analysis more attention must be paid to the managerial improvement of public utilities.

  • Comparing the Costs of Vertical Separation, Integration, and Intermediate Organisational Structures in European and East Asian Railways

    This is the first study in the academic literature to examine, using econometric methods, the cost impacts of three different approaches to structuring railway systems: vertical separation, vertical integration, and the intermediate holding company model. Our analysis is based on a panel of European and East Asian railways (1994-2010). We find that the optimal railway structure depends on the intensity and type of traffic running on the network. Our research suggests that, at least on cost grounds, countries should be free to choose between vertical integration, the holding company model, or vertical separation.

    The main purpose of this study is to estimate the optimal city size which would attain maximum total surplus and sustainability, or a city size in which total benefits would equal total costs. We apply regressions to the total benefit function and the total cost function for 269 employment metropolitan areas for the year 2000 in Japan. Our study can be distinguished from others in that we include in total costs such social costs as environmental pollution. Our findings are that the optimal city size is 393-433 thousand persons. The sustainable limit for city size is 1,057-1,150 thousand.

    In Europe, many countries have completely separated their railways into totally separate infrastructure managers and railway undertakings (train operators) and the European Commission has sought to make such complete vertical separation a legal requirement. This study used both quantitative and qualitative methods to investigate the impact on costs of vertical separation. We find the impact to vary with circumstances, but for more densely used railways and those with a higher proportion of freight traffic, vertical separation raises costs. It appears that the main reason for this is the misalignment of incentives, leading each player to seek to optimise their own costs rather than those of the system as a whole. Various approaches are used to try to overcome this misalignment, through track access charges, performance regimes and various forms of partnership, but none is fully successful. We also find no evidence that complete vertical separation leads to more competition, or indeed that such an increase in competition reduces costs, though we consider that further work is needed to better measure the extent of competition in different markets. From a policy perspective our findings suggest that alternative railway structures will suit different railways with different patterns of usage and therefore a policy that seeks to impose complete vertical separation on all EU members would increase costs.     We provide a theoretical framework to discuss the relation between market size and vertical structure in the railway industry. The framework is based on a simple downstream monopoly model with two input suppliers: the labour force and the rail infrastructure firm. The operation of the downstream firm (i.e. the train operating firm) imposes costs on the rail infrastructure firm. We show that the downstream firm with a larger market size is more likely to integrate with the rail infrastructure firm. This is consistent with the phenomenon in the railway industry.

    Using a dataset of 111 Japanese cities in 2005, the article estimates the social costs of car transport and analyses the structure of the components of and the relationship between social costs and city size. The following major results are obtained. First, the social costs of vehicular transport increase at an accelerated pace as city size becomes larger. Secondly, while the construction of roads does not work to decrease the social costs of vehicular transport, public transport has a tendency to decrease such costs, although with minimal effect. Thirdly, the traffic congestion component represents more than 45 per cent of the total social cost of vehicular transport. Cost due to global warming accounts for 5-11 per cent of the total. Fourthly, the social costs of vehicular transport are about 8 per cent of GDP. Fuel tax for cars covers only 16.3 per cent of the social costs of regular car use.

    The main purpose of this study is to find factors affecting privatization decisions. This study investigates the determinants of privatization by applying the probit model for a data set of special public corporations in Japan. In December 2001, the Japanese government made a resolution to consider the privatization of special public corporations, evaluating 74 special public corporations for possible privatization. In the empirical analysis on the determinants of privatization, we find that among several factors affecting privatization decisions, two are important-the market condition factor and the policy/regulation factor. As for market conditions, a public corporation which exists in a commercialized industry is about 20% more likely to be privatized than others. As for the policy and regulation factor, the public corporation's privatization under a single regulator is about 25% more likely, compared with the public corporation's privatization under multiple regulators.

    This study aims to investigate three important issues whether or not public infrastructure contributes to production in the private sector, whether or not political economy factors such as political situation affect the allocation of public infrastructure investment, and what the government's investment behavior is. We estimate simultaneous equations by using a panel data set of 46 prefectures in Japan for five-time periods from 1975 to 1990. We conclude the following: (1) public capital contributes to productivity, (2) the investment behavior of both governments is efficiency-oriented for private productivity and for the capital stock level, (3) a substitute of public capital investment between the national and prefectural governments can be found, (4) there is a clear political factor in the national government's public investment function, and (5) the availability of national government grants for the construction of infrastructure boosts investment among prefectural governments.

    In October 2005, the Japan Highway Public Corporation was privatized and separated into three expressway companies. Three other public corporations were privatized as well: the Metropolitan Expressway Public Corporation, the Hanshin Expressway Public Corporation and the Honshu-Shikoku Bridge Authority. The main purpose of this study is to overview the privatization policy taken by the government and to assess the preliminary organizational reforms. We will focus especially on policy issues such as horizontal separation, vertical (management-holding) separation and regulatory changes, comparing the before-privatization and after-privatization periods of the Japan Highway Public Corporation. Evaluations will be based on empirical investigation and theory, as well as on lessons learned from the privatization of the Japan National Railway.

  • The effects of privatization on productivity and capital adjustment

    In 1987, the Japan National Railway (JNR) was privatized and separated into several passenger and freight railway companies, called JRs. Using econometric techniques, this study analyzes performance changes among the JRs and looks into the main factors which increase total factor productivity (TFP). We also investigate whether or not over-capitalization in capital input existed before privatization. TFP growth after privatization was annually 2.97%, with privatization raising TFP growth by 1.62% annually. Over-capitalization at the former JNR has been largely corrected by privatization.

    Vertical separation in the rail industry is common in Europe, but evaluation of the policy has been insufficient. The main purpose of this paper is to explain one method of operation-infrastructure separation as practiced in the case of Kobe Kosoku, a unique rail infrastructure owning company in Japan, as well as to discuss practical coordination problems related to structuring separation. Our overall conclusion is that vertically separated systems do not have significant advantages over vertically integrated systems in terms of the maintenance costs of infrastructure. In fact, the results of our analysis of infrastructure maintenance costs indicate that vertically separated systems might not be significantly different from vertically integrated ones. © 2004 Elsevier Ltd.   • The post office vs. parcel delivery companies: Competition effects on costs and productivity

    The main purpose of this study is to evaluate whether the competition factor affects cost reduction or TFP growth, even when ownership is maintained by the public sector. For empirical investigation, we selected the parcel delivery market in Japan. Formerly monopolized by the Post Office, the parcel delivery market was dramatically affected by the entry of the privately owned Yamato in 1976, an event which saw the share of the Post Office begin its decline to only 14.9% by 1998. In this study, we estimate the total cost function of goods transported by using a pooled data set, and the hedonic specification of output is formulated in order to consider output characteristics. Our conclusion is that competition has contributed to cost reduction and TFP growth in the case of private companies but not in the case of the Post Office.

  • Identifying network density and scale economies for Japanese water supply organizations

    Within this analysis we determine the optimal size (that is, with the minimum average cost) of a water supply enterprise and reconsider the matter of scale economies, using sample data from Japanese water supply organizations. After surveying evidence from previous studies of scale economies in the water supply industry, we estimate cost functions with three different cost models: the log-linear, translog and translog with a hedonic function, We obtain the result that economies of network density do exist, but that there are slight diseconomies of scale at the sample mean point. The optimal size of a water supply organization would be one supplying a population of approximately 766,000 people.

  • An assessment of the Japan Railway companies since privatization: performance, local rail service and debts

    This paper deals with three issues related to the privatization of Japan National Railway: the performance of each Japan Railway (JR) since privatization, the state of local rail service since the privatization and the handling of JNR's long-term debts. First, after a summary of what happened during the privatization of JNR in 1987, I will analyse the JRs' performance since privatization, taking the following performance measures: operating revenue cost ratio as an indicator of financial situation; average fare; wage; labour productivity; and average operating costs. In this analysis, I will investigate factors that attain performance improvement, such as competitive pressures and practical options related to organizational structure, incentive schemes, corporate strategies, etc. Second, I will focus on the question of whether the local rail service in small communities has remained intact since privatization. Opponents to privatization had argued that such service would atrophy. With JRs' typical local lines as samples, service quality is observed as reflected in frequency, operating time, departure of first and last train, with all figures taken between 1987 (the onset of privatization) and 1997 (10 years after privatization). Finally, the current issue of the long-term debts of JNR is discussed. In addition to the sale of JNR land and stock, it is inevitable that taxpayers' money will have to be used against this massive debt. I will outline the liquidation plan upon which the government has decided and look into the kind of political involvement brought about by the debt predicament.

  • Effects of Japan National Railways' Privatization on labor productivity

    Japan National Railways went private in 1987, the first of many national railways to do so, and the Japanese experience could provide lessons to other nations. This paper evaluates the effects of Japan National Railways' Privatization on labor productivity and employment in the passenger sectors. The main data was obtained from the Annual Rail Statistics of both the Ministry of Transport and Japan National Railways. Quantitative methods such as labor productivity models were used to evaluate the effects of privatization. Large private railways, which are considered the most efficient railways in Japan, are often compared to privatized Japan Railways. Major findings are as follows: First, Japan Railways still have 20% more employees than large private railways. Second, current productivity differences between Japan Railways and large private railways appear in station and maintenance activities. Third, reduction in employment during the transitional periods of privatization greatly contributed to increases in the productivity of Japan Railways. Fourth, it is not clear whether or not productivity differences among regional Japan Railways have been decreasing since privatization. Finally, the effect of privatization on productivity growth was about 29%. Moreover, even if productivity increases, safety is not compromised, with serious accidents clearly being unrelated to productivity growth.
